Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Clifford Edward Howard, Jr., 43, of no fixed address, for possession of burglary tools.

On November 22, 2009, at approximately 1:51 a.m., Takoma Park Police were on routine patrol in the area of Ritchie Avenue and Oswego Avenue when they were flagged down by a bystander. Police were informed that there was a black male wearing dark clothing carrying a backpack walking through the area trying car door handles. Takoma Park Police patrolled the area further and made contact with an individual matching the above description in the 200 block of Geneva Avenue. An inspection of the Howard’s backpack contents revealed burglary tools and various property. Howard was arrested and transported to the Montgomery County Central Processing Unit pending a hearing before the District Court Commissioner.

Chief Ricucci is proud of the keen eye of the bystander and the quick action by his officers.
