On January 28, 2010, Vincent Miller, appeared in court and entered a plea of guilty to possession with the intent to distribute “crack” cocaine. Miller was sentenced to four (4) years incarceration in the Montgomery County Department of Corrections.
On October 2, 2009, Vincent Miller, 46, of Washington, D.C., was arrested and charged with second degree assault on law enforcement, possession with intent to distribute heroin, possession with intent to distribute cocaine, possession of heroin, possession of cocaine and resisting arrest. Others arrested were:
Tara Shimer, 20, of Lanham, Maryland, for possession of drug paraphernalia;
Kevin Benton, 41, of Washington, D.C., for possession of drug paraphernalia;
Jessica Miller, 26, of Washington, D.C., for fourth degree residential burglary, possession of heroin, possession of marijuana, interfering with a lawful arrest and possession of drug paraphernalia; and
On October 1, 2009, at approximately 11:42 a.m., Takoma Park Police conducted a traffic stop on a vehicle for a safety repair order violation. The above individuals were all occupants of the vehicle. Upon their approach of the vehicle, officers observed drug paraphernalia in plain view. While attempting to handcuff Vincent Miller, he stood up and pushed an officer in an attempt to flee. Despite multiple loud and clear verbal commands, Vincent Miller refused to comply with the officer’s commands. Vincent Miller became combative, striking two officers multiple times with his arms, elbows and feet. While attempting to gain control over the combative subject, Jessica Miller and Kevin Benton fled on foot. Tara Shimer remained at the scene without incident.
Vincent Miller was in possession of 21.3 grams of “crack” cocaine, 11 individually wrapped packages of heroin, one digital scale and U.S. currency, all indicative of an intent to distribute.
An immediate canvass of the area for the two outstanding subjects resulted in their apprehension. During her flight, Jessica Miller unlawfully entered a residence in the 7600 block of Hammond Avenue in an attempt to hide. When the owner of the residence noticed her in their home, she fled again on foot and later entered a cab. Plainclothes units from the Tactical Enforcement Unit (TEU) had already set up surveillance in the area and observed her as she entered the cab. A traffic stop was conducted and Jessica Miller was taken into custody. Kevin Benton was apprehended shortly before by other Takoma Park Police Officers.
Shimer and Benton were charged as indicated and released.
Vincent Miller and Jessica Miller were both transported to the Montgomery County Central Processing Unit.
