Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile. Iyashia Narcisse Barkley, 17, was last seen on May 24, 2010, at approximately 6:50 p.m., when she walking away from the 600 block of Houston Avenue, Takoma Park, Maryland. Iyashia was last seen wearing a beige dress/multi-colored pattern and black & white zebra pattern shoes. Iyashia is a black female, approximately 5'5 and 140 lbs and has shoulder-length dark brown hair with red streaks, mostly worn in a pony-tail.

Iyashia is considered a critical missing juvenile due to her age. Anyone who has information about Iyashia Narcisse Barkley's whereabouts is asked to contact D/Sgt. Tina Smith of the Takoma Park Police Department at 301-270-1100.

COMMUNITY ALERT - Suspicious Person

The Takoma Park Police responded to a suspicious situation yesterday evening, May 27, 2010, at approximately 6:10 p.m., in the 400 block of Lincoln Avenue. A subject described as a black male missing a tooth, wearing a blue blazer, gray pants, and a tie, was knocking on door(s) of at least one residence in the area.

The subject was subsequently located and interviewed by officers, who were not able to establish that any crime had been committed. The subject had provided several different accounts for his activity, one of which was that he was selling magazine subscriptions; although he did not have the proper permits for doing this in Takoma Park. The subject was checked for a wanted status with negative results and sent on his way with a warning to cease from any solicitations for magazine subscriptions within the City.

Parking lot of Manor Circle, on Friday, May 21 at 8:30 a.m. officers responded to a theft from auto. Subject(s) entered through the unlocked vehicle door and stole ten dollars in quarters.

9 block of Sherman Avenue, between Thursday, May 20 8:00 p.m. and Friday, May 21 4:00 a.m. officers responded to a theft from auto. Subject(s) stole a laptop and range finder by entering the vehicle’s unlocked door.

7000 block of New Hampshire Avenue, on Friday, May 21 at 5:27 p.m. officers received a report that on Saturday, May 8 an unknown suspect stole the victim’s cell phone from inside the laundromat.

Arrests:

At 5:35 p.m. Friday, May 21 in the 8000 block of Flower Avenue, a male juvenile was arrested for possession of cocaine with intent to distribute.

At 4:00 a.m. Saturday, May 22 in the 100 block of Lee Avenue, four male juveniles were arrested for burglary.

At 9:40 p.m. Monday, May 24 in the 6000 block of Laurel Avenue, an adult male was arrested for having an active warrant during a traffic stop.

At 9:47 p.m. Wednesday, May 26 in the 7000 block of Carroll Avenue, and adult male was arrested for assaulting an officer while trying to be restrained.

COMMUNITY INFORMATION - Severe Thunderstorm Watch for Montgomery County

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 9 PM tonight. The primary threat with these storms include extremely heavy rain, very large hail up to 2", lightning, and isolated tornadoes.

Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. Lightning is the number one severe weather killer in the US. If you are outdoors and storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

COMMUNITY INFORMATION - Flash Flood Watch for Montgomery County

The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County until late this evening. Slow moving severe thunderstorms this afternoon will have the ability to produce 1-2" per hour rainfall rates for some areas.

Flash Floods kill more people every year than any other weather hazard. Do not drive through flooded areas. As little as 2 feet of water can sweep a vehicle off the road. Please stay alert for any severe watches or warnings.

COMMUNITY ADVISORY - Residential Burglary

On May 25, 2010, Takoma Park Police responded to the 8200 block of Houston Court, for reports of a residential burglary that had occurred between 5:00 a.m. and 4:30 p.m. The victim arrived home to find their residence had been burglarized. Entry was made by placing a trash can underneath the window and removing the air conditioning unit. Property was taken. There is no suspect information. Investigation continues under case #10025209. Anyone with information about this crime is asked to please call us at 301.270.1100.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrests of four juveniles, ages 15-17; two from Silver Spring, Maryland, one from Gaithersburg, Maryland, and one from Takoma Park, Maryland, for car-jacking and robbery.

On May 26, 2010, at approximately 10:40 p.m., a Takoma Park Police Officer on routine patrol in the 900 block of Merrimac Drive requested a vehicle tag check that came back as a stolen felony vehicle out of Montgomery County, Maryland. During the tag check, the vehicle’s driver had driven into Prince George’s County, Maryland. A look-out was given to surrounding jurisdictions. Through investigation, the four subjects who were occupying the vehicle were located by Takoma Park detectives walking on Merrimac Drive from Tahona Drive towards New Hampshire Avenue. The juveniles were arrested and transported to the Takoma Park Police Department and charged accordingly. Montgomery County Police responded to the station. The vehicle was located in the 8100 block of Tahona Drive and transported to the Montgomery County Police Forensic Services. Two of the juveniles were transported to Noyes, one of the juveniles was transported to the Montgomery County Central Processing Unit and may be charged as an adult, and the last juvenile was releated to the custody of guardians pending further investigation.

CORRECTED COMMUNITY ADVISORY - Reminder to Renew Parking Permits

The City of Takoma Park requires that you re-new your parking permits prior to July 1 every year. There is no grace period and tickets will be written for expired permits after June 30.

To ease the process and to encourage early registration, the Police Department offers permits by mail, as well as in-person purchasing. Residents should complete the form, which can be picked up from the Police Department or downloaded and printed from the Takoma Park Police Department web site at www.takomaparkmd.gov/police/documents/permitap.pdf.

Registration, by mail and in person, begins on June 1, 2010, and in-person is Monday - Friday, 9:00 a.m. - 5:00 p.m.

• Permits by mail are for residences only, with a $1 charge for mailing and handling.

• In-person purchasing is required for businesses and for Area B permits.

• Residents should complete the form/application and return it, with payment, to the Police Department. Photocopies of the current vehicle registration card for each vehicle and a driver’s license for at least one owner must be submitted with this form. Attachments must show a current Takoma Park address in the requested permit area. Include day and evening phone numbers in case any questions arise in processing.

• A decal and year sticker for each registered vehicle will be mailed back within three business days of receipt. Two visitor parking permits will be included for each address.

• Businesses in the permit areas should submit the names of employees on company letterhead with their request. Not more than three employees’ permits are allowed. A home-based business must show evidence of a currently-operated business, which is current on payment of personal property taxes.

• A 50 percent discount is offered to hybrid or all-electric vehicles.

• Nine Area B permits are available on a first-come, first-served basis to residents living more than .75 miles from the Takoma Metro station. Call for date applications are accepted.

• Questions regarding permit parking can be answered at 301/891-7102, 9 a.m. - 5 p.m.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Jermaine Palmer, 22, of Silver Spring, Maryland, for possession of marijuana and possession with the intent to distribute PCP. Palmer is also wanted on numerous outstanding arrest warrants.

On May 22, 2010, at approximately 3:00 a.m., a Takoma Park Police Officer on routine patrol in the 900 block of Merrimac Drive observed a driver not wearing his seatbelt. In an effort to enforce the seatbelt law during the Maryland 2010 “Click it or Ticket” campaign, the officer stopped the vehicle and conducted a routine traffic stop. Through investigation, it was revealed that Palmer was in possession of marijuana, and enough PCP indicative of an intent to distribute. Palmer was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrests of four juveniles, ages 15-17, two from Takoma Park, Maryland; one from Wheaton, Maryland and one from Silver Spring, Maryland, for third degree burglary.

On May 22, 2010, at approximately 3:45 a.m., a citizen flagged down a police officer indicating that while in his apartment on Lee Avenue he heard what sounded like several individuals trying to break in. Fearing for his safety, he fled through his back door to the street where he flagged down an officer. Officers arrived at the apartment and noticed that the front door showed signs of forced entry and tampering. A perimeter was set up around the building and the assistance of Montgomery County Police K-9 was requested. Montgomery County Police K-9 opened the door to the apartment, with the assistance of the victim, and announced their presence. The four juveniles were located inside and immediately taken into custody without incident. No property was taken. The juveniles were transported to the Takoma Park Police Department where they were arrested and charged with burglary. They were later released to the custody of their respective parents.

Great work by the Takoma Park Police Department in their quick action. A special thank you to the Montgomery County Police K-9 for their assistance.

Commercial Armed Robbery


1100 block of University Blvd. on May 18 at 8:24 pm. Two subjects, both with handguns, entered a business and robbed employees and customers. None of the victims was injured. The first subject was described as a tall black male with shoulder length dredlocks. The second was described as a short Hispanic male. Both subjects were wearing all black clothing and black bandanas over their faces.

Arrests

100 block of Lee Avenue on May 14 at 11:01 pm, one adult male was charged with possession of CDS and two adult males were charged with possession of CDS paraphernalia.

6800 block of New Hampshire Avenue on May 15 at 12:17 am, an adult male was charged with driving under the influence of alcohol, driving while impaired by alcohol, driving on a suspended license, open alcoholic beverage in a parked vehicle and failure to control speed to avoid collision.

7400 block of New Hampshire Avenue on May 16 at 2:53 am, an adult male was charged with 2nd degree assault.

1300 block of University Blvd. on May 17 at 6:59 pm, an adult male was charged with possession of CDS paraphernalia.

100 block of Ritchie Avenue o May 17 at 11:47 pm, a juvenile male was charged with discharging fireworks without a permit.

200 block of Ethan Allen Avenue on May 19 at 3:17 am, an adult female was charged with driving under the influence of alcohol.

COMMUNITY ADVISORY - Armed Robbery

On May 18, 2010, at approximately 8:24 p.m., Takoma Park Police responded to the 1100 block of University Boulevard (Fantasy Nails) for a report of a robbery that had just occurred inside the business. Two suspects entered the store, displayed a small handgun and demanded property. Property was taken. The suspects then fled from the store from the rear of the business on to Kirklynn Avenue in an unknown direction. There were no injuries. The suspects are described as follows:

1. Tall black male with shoulder-length dreads, last seen wearing all black clothing with a black bandana covering his face; and

2. Short Hispanic male with black hair in a pony-tail; last seen wearing a black jacket with a red shirt and black pants. The second suspect was also described as having a splint on his left ring finger and was also armed with a black handgun.

On Saturday, May 15, 2010, beginning at approximately 5:00 p.m., through to Sunday, May 16, 2010, at approximately 7:30 a.m., there were seven (7) theft from autos reported that occurred at the following locations:

Below are safety tips to take into consideration:

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!

Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.

What Property Is Stolen? The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.

How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.

Deterrents:

Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.

For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.

What you can do:

Lock doors and close windows completely.

Remove valuables from the vehicle or lock them in the trunk where they are out of sight.

Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle.)

Do not leave money in the car.

Park in your garage, if you have one, or in a well-lit area.

Install "tapered" door lock or an anti-theft device that has a visible indicator.

Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

COMMUNITY INFORMATION - Severe Thunderstorm Warning for Montgomery County

The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County until 7:00 PM. At 6:21 PM EDT, Doppler radar indicated a thunderstorm approaching the County which has intensified well past severe limits. This storm is producing very large hail.

Significant cloud to ground lightning is occurring with this storm. All outdoor activities in the following areas should be postponed until this storm passes.

Severe Thunderstorms can produce tornadoes with little or no advanced warning. Residents are urged to seek safe shelter indoors until the storm passes and remain alert for any additional warnings. Any resident can report severe weather by replying to this alert, and the public is encouraged to do so.

Theft

7600 block of New Hampshire Avenue on May 8 at 6:00 pm. A wallet was stolen from an adult female’s unattended purse.

Commercial Armed Robbery

900 block of University Blvd., on May 10 at 7:40 pm. Two subjects entered a store, displayed a handgun and took cash and property from an adult female employee and an adult female customer. No one was injured. The subjects were described as young black males. One was tall with long hair wearing a black t-shirt and blue jeans. The second was shorter wearing a white bandana and a white t-shirt.

Arrests

900 Merrimack Drive on May 7 at 3:32 am, an adult male was charged with theft over $1000, auto theft and unauthorized use of property.

7600 block of New Hampshire Avenue on May 8 at 1:00 am, three adult males were charged with open alcohol container. One of the three was also charged with possession of CDS paraphernalia.

1100 block of University Blvd., on May 9 at 1:40 pm, an adult male was arrested on an open warrant for failure to appear in court on a charge of driving an uninsured vehicle.

300 block of Philadelphia Avenue on May 12 at 10:19 am, three male juveniles were charged with possession of burglary tools and conspiracy to commit auto theft.

7600 block of Flower Avenue on May 12 at 8:24 am, an adult male was charged with attempted car-jacking and malicious destruction of property.

COMMUNITY INFORMATION - CORRECTED Takoma Park's New Traffic Enforcement Officer

On May 8, 2010, Cpl. Michelle Holmes of the Takoma Park Police Department was assigned to the newly created position of Traffic Enforcement Officer. This position is being funded by the Safe Speed Program. Cpl. Holmes will focus on traffic enforcement, targeting known problem areas within the City. She will also be responsible for:

- responding to traffic complaints in problem areas and conducting enforcement details;

- conducting Driving Under the Influence (DUI) enforcement, providing saturation patrols in designated areas during peak hours. Saturation patrols involve an increased enforcement effort, targeting a specific area, to identify and arrest impaired drivers;

- conducting advanced collision investigations (handling collisions involving serious injury and pedestrian collisions);

- investigating departmental collisions and other government involved vehicles;

- deploying and managing use of the speed trailer; and

- acting as a liaison with the State Highway Administration on region-wide traffic safety programs.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrests of four male juveniles, ranging in ages from 15 to 17, all from Washington, D.C., for 4th degree burglary-possession of burglary tools.

On May 12, 2010, at approximately 10:19 a.m., Takoma Park Police responded to the 7400 block of Holly Avenue in Takoma Park, Maryland, based on a citizen call to police that there were suspicious juveniles who were not in school. Police located the juveniles in the 300 block of Philadelphia Avenue. The juveniles were found to be in possession of burglary tools. Due to their truant and suspicious behavior, the juveniles were transported to the police station and released to the custody of their guardians.

This is an excellent example of community partnership in alerting the police, as well as a coordinated effort to respond, observe and investigate situations of criminal trends and concerns.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces an arrest warrant issued for Abubackari Sidique Conteh, 19, of no fixed address, for attempt car-jacking and malicious destruction.

On May 12, 2010, at approximately 8:24 a.m., Takoma Park Police responded to the intersection of Flower Avenue and Carroll Avenue in Takoma Park, Maryland, for reports of an individual attempting to car-jack a vehicle while the driver was inside. Conteh tried to open the vehicle door by putting his hand inside the window but could not reach the lock. He broke the window out and demanded the vehicle. Officers arrived before he could take possession of the vehicle and Conteh fled on foot. After a short pursuit, Conteh was apprehended without incident. A warrant has been obtained charging Conteh accordingly. The driver was not injured.

COMMUNITY ADVISORY - Commercial Armed Robbery

On May 10, 2010, at approximately 7:40 p.m., Takoma Park Police responded to the 900 block of University Boulevard for a panic alarm at the Angkor Supermarket. Suspects entered the store, displayed a small handgun and demanded cash. Property was taken from the establishment as well as from one of the customers. The suspects then fled from the store on foot towards Lockney Avenue. The suspects are described as follows:

1. Young black male, tall with long hair, last seen wearing a black tee-shirt and blue jeans; and

2. Young black male, short, last seen wearing a white bandana and white tee-shirt.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile. Precious Ciera Romeo was last seen Friday, April 30, 2010, at approximately 7:00 a.m., leaving for school at the Silver Spring International School (notification was made on May 1, 2010). Precious was supposed to attend an after school event but never returned home.

Precious Ciera Romeo is described as a 12 year old light-skinned black female, approximately 3'6, 65 lbs, wearing black braids in her hair. It is unknown what she was wearing. Romeo is considered a critical missing juvenile due to her age.

Anyone who has information about Precious Ciera Romeo's whereabouts is asked to contact the Takoma Park Police Department at 301-270-1100.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile. Fatmace Conteh was last seen Friday, April 30, 2010, at approximately 9:30 p.m., when she was driven to her home by her friend’s parents from an after-school fashion show at Sligo Middle School in Silver Spring, Maryland.

Fatmace Conteh is described as a 16 year old black female. Conteh is considered a critical missing juvenile due to her age.
