FOR IMMEDIATE RELEASE
On June 23, 2010, Erik Willis, 30, of Takoma Park, Maryland, entered a plea of guilty in the Circuit Court of Montgomery County for 1st Degree Burglary. Sentencing has been scheduled for August 26, 2010.
On December 9, 2009, at approximately 8:30 a.m., Takoma Park Police responded to the 700 block of Ethan Allen Avenue for reports of a burglary that had occurred earlier. Property was taken. Further investigation revealed that the property stolen had been pawned at a local pawn shop. Through receipts and investigation, Erik Willis was developed as the suspect and subsequently an arrest warrant was obtained and served.

COMMUNITY ADVISORY - Attempt Residential Burglaries
On June 28, 2010, at approximately 11:06 a.m., Takoma Park Police responded to the 7500 block of Dundalk Road for reports of an attempt burglary at two separate residences. Alarms for two residents were set off. The first residence was checked and found to be secure. An attempt was made to break into the second residence by pulling the screen off of one of the front windows. Entry was not made and no property was taken. COMMUNITY INFORMATION - Severe Thunderstorm Warning
The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County. At 1:57PM EDT, Doppler radar indicated a line of thunderstorms over the County which has intensified past severe limits.
All outdoor activities in the following areas should be postponed until this storm passes.

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 8:00 pm. Severe thunderstorms are possible this afternoon and evening. At 1:14 pm, dopplar radar indicated a cluster of severe thunderstorms over Northern Virginia and these storms are intensifying past severe limits.
The primary threat with these storms include extremely heavy rain, large hail, lightning.
Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. Lightning is the number one severe weather killer in the US. If you are outdoors and storm approaches, seek safe shelter indoors.

COMMUNITY ADVISORY - Strong Arm Robbery
On June 27, 2010, at approximately 7:32 p.m., Takoma Park Police responded to a parking lot in the 7400 block of New Hampshire Avenue for reports of a strong arm robbery. The victim was entering her vehicle when she was assaulted by a subject who took property from her and then fled in a vehicle driven by a second subject. The subjects were last seen traveling northbound on New Hampshire Avenue, making a right turn on to Holton Lane. The victim was not seriously injured.
The description for the subjects is follows:
Subject 1: black male, approximately 5'9-6'1, approximately 25-29 years old, approximately 150-160 lbs., black shoulder length braids, last seen wearing a silver t-shirt and blue jeans.
Subject 2: black male, short black hair and thin build.
Subject Vehicle: Two-door silver Infinity.

Block of New Hampshire Avenue, between Monday, June 21 at 9:00 p.m. and Wednesday, June 23 10:00 a.m., unknown subject(s) wrote graffiti on a metro bus bench.
1000 block of East University Boulevard, between Tuesday, June 22 at 10:00 p.m. and Wednesday, June 23 at 7:00 a.m., unknown subject(s) vandalized a car trunk lid bending it off track.
Arrests:
At 12:11 p.m. on Friday, June 18 in the 1100 block of University Boulevard, an adult male 27, was arrested for having an open warrant during a traffic stop.
At 4:11 a.m. on Saturday, June 19 on East West Highway, an adult male 45, was arrested for having an open warrant during a traffic stop.
At 3:30 a.m. on Friday, June 18 on Valley View Avenue, a juvenile male 17, was arrested for possessing alcohol under the age of 21.
At 1:27 a.m. on Saturday, June 19 in the 8000 block if Flower Avenue, an adult female 44, was arrested for possession of drug paraphernalia.
At 10:48 p.m. on Tuesday, June 22 in the 8000 block of Flower Avenue, an adult male 43, was arrested for breaking and entering.
At 12:59 a.m. on Saturday, June 20 in the 7000 block of New Hampshire Avenue, an adult male 23, was arrested for disorderly conduct.
At 6:17 a.m. on Tuesday, June 22 in the 7000 block of Carroll Avenue, two male juveniles 16 and 14 were arrested for possessing stolen motor vehicles.

COMMUNITY ADVISORY - A Message from the Chief of Police on Crime in the City
With the beginning of summer, crime in the city has increased in the last couple of weeks. Robberies, burglaries and graffiti crimes are on the upswing. The police department has moved our plainclothes unit to address these crimes. We have increased bike patrol in residential neighborhoods. Our detectives and Crime Analyst are evaluating and following up on crimes. We have recently made several significant arrests for robbery, burglary and auto theft. We need our residents to be our eyes and ears and call in any suspicious observances. Timely calls by residents recently led to the apprehensions of auto theft and burglary suspects. Working in partnership we can have a safe summer.
Burglary Prevention Tips:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!
2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
5. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.
6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.

These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.

Safety is everyone’s responsibility. Most criminals look for convenient and what they perceive as “easy” prey. There are some common sense precautions you can take to minimize the risk of being robbed.
If you must walk alone at night, walk in highly visible, well lighted areas.
Always be alert and aware of your surroundings. As you walk, look around you. Scan the area.
Do not allow yourself to be distracted by using a cell phone or head phones.
Walk purposefully and look confident. Keep your head up.
If you see an individual, a group or a parked vehicle that looks suspicious or causes you concern, keep your distance. Take another route or ask for help.
Do not walk close to shrubbery, doorways or cars where someone can easily hide.
Hide your valuables. Don’t flash jewelry or other expensive belongings. Keep any bag or purse close to your body, preferably in front.
Try to limit your use of ATM machines to daytime, avoiding those that are out of the way and as always, be aware of your surroundings.
If you think you are being followed, quickly change directions and if possible go to a location where there are other people that can help you.
If an unknown vehicle approaches you, immediately change directions.
If you do find yourself being robbed, avoid being injured by giving the robber what they want.
Don’t attempt to resist or attack the subject.
If possible, try to note details that will help in catching the suspect, such as race, hair, facial features, height, weight, build, clothing and vehicle and tag information.
Call police immediately (301.270.1100) or “911" and stay in a safe place nearby until they arrive.

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!

Deterrents:
Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.
For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.
What you can do:
Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle.)
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.
Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 8:00 pm.
The primary threat with these storms include extremely heavy rain, very large hail up to 2", lightning, and isolated tornadoes.
Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. Lightning is the number one severe weather killer in the US. If you are outdoors and storm approaches, seek safe shelter indoors.

Ricucci from the Takoma Park Police Department announces the arrests of two juveniles, 16 and 17 years old, both from Beltsville, Maryland, for two counts of auto theft, one count of burglary, felony theft, destruction of city property, theft from auto and a multitude of traffic violations.
On June 22, 2010, at approximately 6:17 a.m., a Takoma Park police officer responded to a call for two subjects stealing auto parts off of a vehicle in the 6900 block of Woodland Avenue. A look-out was broadcast to Takoma Park Police Officers. While investigating a possibly connected stolen vehicle at Beech and Sycamore, an officer observed two subjects in a vehicle matching the look-out and behaving in a suspicious manner. This vehicle in fact came back as stolen through Prince George’s County when the officer ran the tags. A traffic stop was effected and the vehicle’s driver initially stopped, but then fled on Sycamore towards East-West Highway, failing to stop at a red light. The officer followed the vehicle at a safe distance, observing numerous other traffic violations, including running a red light at Philadelphia Avenue in front of the Fire House. The vehicle then fled at a higher rate of speed at which time the officer lost sight of the vehicle. The officer made visual contact again in the 7000 block of Carroll Avenue. At that time, the driver of the vehicle had lost control of the vehicle, crossing over the double yellow line, hitting the curb, bouncing off the curb and careening back into the westbound side of Carroll Avenue, again bouncing off the curb. It appeared that the driver of the vehicle had accelerated even more and ultimately left the roadway traveling on to the sidewalk over a city light pole and hitting multiple trees and bushes. The vehicle continued at a high rate of speed into the parking lot of the Victory Towers apartment complex, colliding with two parked vehicles and ultimately ending up on top of a third parked vehicle. At that time, the occupants of the vehicle attempted to flee on foot. The front seat passenger was immediately detained and fireboard was requested. He was transported to MedStar for life threatening injuries. The driver of the vehicle initially eluded police. A perimeter was established and police K-9 was requested and responded out for a track. Ultimately, a second K-9 was requested and made the apprehension at Carroll Avenue and Park Avenue without incident. The driver suspect was transported to Washington Adventist Hospital for non-life threatening injuries.
Prince George’s County Police Auto Theft contacted Takoma Park Police and responded out and is assisting in the on-going investigation. The Department of Juvenile Services, as well as the guardians, were contacted.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of two juveniles, 16 and 17 years old, both from Beltsville, Maryland, for two counts of auto theft, one count of burglary, felony theft, destruction of city property, theft from auto and a multitude of traffic violations.

COMMUNITY ADVISORY - Vehicle Crash on Carroll Avenue
On June 22, 2010, at approximately 6:23 a.m., a Takoma Park Police Officer was behind a vehicle on Carroll Avenue that had been reported stolen. The vehicle fled at a high rate of speed and lost control, crashing into five parked vehicles and a pole before resting on top of another vehicle on front of the Victory Towers apartment complex. There were two occupants in the vehicle; one was taken to MedStar for injuries. The other fled the scene. After a search of the area, the second subject was apprehended and taken to the Washington Adventist Hospital (WAH) for injuries. Investigation into the incident is still on-going. Further information will be forthcoming in an extensive News Release later today.
COMMUNITY ADVISORY - Residential Burglary
On June 21, 2010, Takoma Park Police responded to the 500 block of Belford Place for a residential burglary that had occurred between 11:30 a.m. and 12:30 p.m. Two subjects kicked in the front door to a residence and took property. The subjects are described as:
Subject 1: black male, approximately 5’9 - 5’11, 230-245 lbs., bald, last seen wearing a white t-shirt and khaki pants.

COMMUNITY ADVISORY - Armed Robbery
On June 21, 2010, at approximately 3:00 p.m., Takoma Park Police met with Prince George’s County Police regarding an armed robbery that occurred in the 7600 block of New Hampshire Avenue, Takoma Park, Maryland. The victim was putting things into her vehicle when she was approached by a subject who demanded property from her at gunpoint. She complied and the subject fled on foot towards the 7500 block of New Hampshire Avenue. The subject is described as a black male, approximately 6’0, medium build, dark-skinned, curly black hair in a short afro-style, last seen wearing a plain white t-shirt, blue jeans and black sneakers.

Both fled to a waiting vehicle described as a dark colored pickup truck with bright colored trim. The first subject was described as a black male, late teens, dark hair, dark clothing with a thin build. The second subject was described as a Hispanic male, late teens, approximately 5'08' tall, slim build, with short spiky black hair, wearing a black bandana around his face, black T-shirt and dark colored jeans.
7400 block of Eastern Avenue on June 14 at 10:42 pm. The victim, an adult male was hit on the head from behind and his property taken. He was not injured. The two subjects were described as short black males, one with short dark hair, wearing a white polo shirt and tan slacks and the second was heavy set, wearing all dark clothing and carrying a book bag.

A second citizen, an adult male came to her aid and was also assaulted and robbed by the subjects before they fled in an unknown type SUV. Both victims were slightly injured. The subjects were described as black males, approximately 5’4”, dark complexions and both had dreadlocks.

On June 20, 2010, at approximately 9:00 a.m., there was a report of a stolen vehicle from Manor Circle in Takoma Park, Maryland, described as a bright cherry red 2004 Jeep Liberty. Between approximately 11:15 a.m. and 12:45 p.m. on the same date, a witness reported seeing the jeep, and suspicious occupants, in the 6600 block of Eastern Avenue. They had parked the vehicle in the residential neighborhood. The subjects and vehicle were described as follows:
Subject 1: black male, approximately 20-25 years old, tall, thin build, broad shoulders, shoulder-length dreadlocks or braids, dark sunglasses, grey shirt, pants sagging down, and boxer shorts (checkered black and white).
Subject 2: black male, approximately 20-25 years old, tall, thin build, broad shoulders, shoulder-length dreadlocks or braids, and dark sunglasses.
Subject vehicle: bright cherry red, small size sport SUV.
The witness had left the area, and upon her return, she noticed her property out on the sidewalk and found that her side door had been kicked in. Another property had also been burglarized. Entry to that property was made by prying open a front window with a metal object and then crawling inside.

On June 17, 2010, Antwan Grymes was found guilty of robbery and 2nd degree assault in the Circuit Court of Montgomery County, Maryland, after a three day jury trial. Although sentencing has not been scheduled yet, Grymes is facing a minimum of 10 years in prison due to a prior conviction.
On November 30, 2009, at approximately 8:20 p.m., Takoma Park Police responded to the 8100 block of Roanoke Avenue, Takoma Park, Maryland, for reports of an armed robbery. Grymes entered the victim’s residence, armed with a black revolver, and demanded property. The victim complied. Grymes then fled the residence in an unknown direction. Through investigation, the dispatcher, along with the patrol officers and the Criminal Investigations Division (CID), were able to ascertain Grymes’ nickname. That nickname was crucial in developing and identifying Grymes as the suspect in the armed robbery. An arrest warrant was successfully obtained charging Grymes with the above offenses.
Through further investigation, Takoma Park Police officers and members of CID located Grymes in the 600 block of Houston Avenue, where they arrested him and took him into custody without incident. Grymes was in possession of property belonging to the victim from the armed robbery on Roanoke Avenue. Additional items of evidentiary value were also seized. Officers were also able to ascertain the location of the revolver used by Grymes in the commission of the armed robbery, and did recover that weapon.
This was an excellent arrest by CID and the Takoma Park Police patrol officers. The dispatcher’s ability to identify Grymes through his nickname was imperative to his expedient arrest for this heinous crime.

On June 19, 2010, at approximately 1:00 p.m., Takoma Park Police responded to the 6400 block of New Hampshire Avenue (W Express Gas Station) for reports of a theft from auto. The victim was paying for gasoline inside the station when a white SUV pulled up next to her car, smashed out the driver's side window and took property. The subject and vehicle fled - last seen going south on New Hampshire Avenue towards the District of Columbia. There are no suspects at this time.

On June 19, 2010, at approximately 4:05 a.m., a Takoma Park Police Officer was on routine patrol in the 900 block of East West Highway when a vehicle was observed traveling at a high rate of speed. On June 19, 2010, at approximately 4:05 a.m., a Takoma Park Police Officer was on routine patrol in the 900 block of East West Highway when a vehicle was observed traveling at a high rate of speed. A traffic stop was initiated at which time the driver, Thomas Lee Keyes, was identified as being wanted through Montgomery County, Maryland, on an open warrant for strong arm robbery. Keyes was arrested and transported to the Montgomery County Central Processing Unit without incident.

COMMUNITY ADVISORY - Strong Arm Robbery
On June 17, 2010, at approximately 8:57 p.m., Takoma Park Police responded to the 7100 block of Maple Avenue for reports of a strong arm robbery. The victim was walking when she was approached by two black males. They assaulted her and took property. Another victim came to the aid of the first, when he was also assaulted and had property taken from him. Both subjects fled the scene in an unknown make and color SUV. There are no suspects at this time. Neither of the victims were seriously injured.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Jose Antonio Lopez, Jr., 31, of Silver Spring, Maryland and Tony Victor Dickens, Jr., 20, of Silver Spring, Maryland, for conspiracy to commit robbery.
On June 15, 2010, at approximately 7:30 p.m., Takoma Park Police responded to a robbery that had just occurred in front of the Chevy Chase Bank located in the 7600 block of New Hampshire Avenue. The victim had used the ATM at this location and while walking to his vehicle in the parking lot he was approached by one of the subjects who demanded his money. A struggle ensued between the subject and victim at which time the subject took the money and fled from the parking lot on to Kirklynn Avenue. There, the subject entered a red Nissan Maxima on the passenger side, which was parked facing the opposite direction on Kirklynn Avenue, and fled on Kirklynn Avenue towards Carroll Avenue.
A look-out was broadcast for the red Nissan Maxima. Montgomery County Police Special Assignment Team (SAT) units in the area located the vehicle and followed it to a Giant shopping center located in the 8700 block of Arliss Street, Silver Spring, Maryland. While in the Giant parking lot, the front passenger exited the vehicle and grabbed at a purse from a victim. The purse fell to the ground and the subject picked it up and ran back towards the red Nissan Maxima. A Takoma Park Police Officer pursued the subject on foot. The subject fled into the wooded area behind the apartment buildings located on Arliss Street. The driver of the red Nissan Maxima also fled the area. Despite the collective and exhaustive efforts of Takoma Park Police, Montgomery County Police, Montgomery County Police K-9 and Maryland State Police, the subjects were not apprehended.
Later on the same day, the Montgomery County Police SAT stopped the red Nissan Maxima at the intersection of Colesville Road at University Blvd. The vehicle was registered to Jose Antonio Lopez, Jr., who was driving the vehicle. Lopez was arrested and transported to the Montgomery County Central Processing Unit and charged with conspiracy to commit robbery.
On June 16, 2010, members of the Montgomery County Department of Police Repeat Offenders Section (ROS) were contacted by their SAT to assist with a robbery suspect that had fled on foot June 15th. On that date, at approximately 2:50 p.m., a subject matching the description of the robbery suspect, later identified as Tony Victor Dickens, Jr., was observed walking in the 200 block of Harlequin Terrace. Dickens was followed to the Exxon Station located at Randolph Road and Old Columbia Pike, Silver Spring, Maryland, at which time he was stopped by police. Investigation revealed that Dickens was the second subject being sought for the robbery on June 15th. Dickens was arrested and transported to the Montgomery County Central Processing Unit and charged with conspiracy to commit robbery.
Chief Ricucci would like to thank the Takoma Park officers who were able to ascertain quality look-out information that was immediately broadcast to the surrounding jurisdictions. He would also like to thank Montgomery County Police, Montgomery County Police K-9, Montgomery County Special Assignment Team, Montgomery County Repeat Offenders Section and Maryland State Policefor their assistance in apprehending these criminals.

COMMUNITY INFORMATION - Summer Camp Opportunity
Living Classrooms of the National Capital Region (LC-NCR) is pleased to announce that, thanks to a grant from the National Park Trust, we will run a camp at the Heritage Farm and practically giving it away!
Educators from LC-NCR will be taking Washington DC area children ages 7 to 14 on a camp on the C&O Canal Heritage Farm in Frederick County, a magical location at the confluence of the Potomac and Monocacy Rivers for seven (7) weeks of incredibly fun education adventures. Thanks to a grant from the National Park Trust, LC-NCR is able to offer this camp at the incredible price of $50 per one (1) week session, a camp which normally costs over $400!
The first camp session starts on June 21st and we are currently eager to recruit campers for this incredible opportunity which just became available. Please contact us quickly as we expect the available spots to go quickly. Camps will focus on hands-on, inquiry-based science activities in a fun and games setting to allow campers to experience learning by doing in the natural environment. Themes will give a unique look at the C&O Canal Park - one of the top 10 most visited National Parks in the United States - and an exclusive look into the history of the natural environment and its evolution since the settlers first set foot on this continent. With activities ranging from rock climbing, mountain biking, canoeing, tubing and more, campers will be introduced to topics such as geology, history, biology, etc. They will explore the area and perform water quality testing, compare various bodies of water to observations in changes in bio-diversity, compare wild vs farmed, and many more activities that cannot all be listed here.
Here is a breakdown of the sessions available:

COMMUNITY INFORMATION - Work to Begin in North Takoma for American with Disabilities Act Compliance Project
Work will begin shortly in the North Takoma area as part of the City's American with Disabilities Act (ADA) compliance project for curb ramps and sidewalk repairs.
In preparation for the project, the engineering contractor has marked, with white paint, the curb ramps that will be removed and replaced. The work will primarily consist of replacing non-ADA compliant curb ramps at intersections. When badly heaved sidewalks or sections of missing curbs are found, those will be addressed as well to eliminate trip hazards.
The impact on residents will include the presence of the work crews and their vehicles, the noise from jack hammering, and the blocking off of some curb ramp areas when they are being prepared for new concrete.

COMMUNITY ADVISORY - Two Citizen Strong Arm Robberies; Aid of Maryland State Police Helicopter
On June 15, 2010, at approximately 7:30 p.m., Takoma Park Police responded to New Hampshire Avenue for a citizen strong arm robbery in front of the Chevy Chase Bank. Takoma Park Police placed a look-out for the suspect vehicle used in the armed robbery. Silver Spring District plainclothes officers observed the suspect vehicle and then the suspects commit a second robbery in front of them. The Silver Spring District plainclothes officers apprehended one of the suspects and the suspect vehicle. The other suspect fled on foot and a foot chase ensued by Takoma Park Police and Montgomery County Police. A Maryland State Police helicopter is also involved in the pursuit. The second suspect is described as a black male with dread locks, last seen wearing sweat pants and a gray shirt. None of the victims were seriously injured.

COMMUNITY ADVISORY - Strong Arm Robbery
On June 14, 2010, at approximately 10:42 p.m., Takoma Park Police responded to the 7100 block of Cedar Avenue for reports of a strong arm robbery. The victim was walking down Cedar Avenue from Eastern Avenue when she was assaulted by two subjects who took property from her and then fled towards Tulip Avenue. The subjects were last seen running from Cedar Avenue making a right turn on to Tulip Avenue and then getting into a dark-colored pick-up truck with bright colored trim (possibly orange) and driving off towards Maple Avenue. A K-9 track was conducted with negative results.
The description for the subjects is follows:
Suspect 1: black male, thin build, late teens, dark hair, last seen wearing dark clothing.
Suspect 2: Hispanic male, late teens, approximately 5’8, slim build, with short spiky black hair, last seen wearing a black bandana around his face, black t-shirt and dark colored jeans.
Suspect Vehicle: dark-colored truck, possibly an SUV, with bright trim (possibly orange), with a large white tribal design sticker on the tailgate. Last seen on Tulip Avenue headed towards Maple Avenue.
The victim was not seriously injured.

COMMUNITY ADVISORY - Strong Arm Robbery
On June 14, 2010, at approximately 10:42 p.m., Takoma Park Police responded to the 7000 block of Eastern Avenue for reports of a strong arm robbery. The victim was walking home from the Metro in the area of Takoma Avenue at Buffalo Avenue when he was assaulted by two subjects. The two subjects took property from the victim and fled on foot towards Piney Branch Road. The victim followed the subjects, who dropped his property; one subject fled behind houses and the other ran down Eastern Avenue and made a left on to Holly Avenue. Officers spoke with a witness who indicated two subjects, matching the same description, tried to take his property earlier while walking in the Metro parking lot. They were unsuccessful and the witness said the subjects ran away up Eastern Avenue towards Piney Branch Road. The witness proceeded to walk to Takoma Avenue when he noticed the subjects standing at the stop sign at Takoma Avenue at Baltimore Avenue. When they saw him, the subjects again fled on Takoma Avenue towards Buffalo Avenue. Not long after, he noticed the other victim running towards him with the two subjects in pursuit of him.
The description for the subjects is follows:
Suspect 1: black male, short in height, short afro-style hair, last seen wearing a white polo shirt and dark tan pants.
Suspect 2: black male, short in height, heavy-set, last seen wearing all dark clothing and carrying a book bag.
There were no serious injuries to any of the victims.

Missing Person
600 block of Houston Avenue, on Monday, June 7 between 5:45 a.m. and 7:44 p.m. a 15 year old female juvenile was reported missing. The juvenile returned home that evening at 11:26 p.m. in good health.
Recovered Stolen Vehicle
600 Block of Houston Avenue, on Saturday, June 5 at 9:06 p.m. a vehicle reported stolen in Prince George’s County was recovered and impounded.

1300 block of University Boulevard, on Saturday, June 5 between 6:30 p.m. and 8:00 p.m. an unknown subject stole two cell phones from a retail store display rack.
Arrests:
At 11:38 p.m. on Saturday, June 5 in the 900 block of Merrimac Avenue, an adult male 27 was arrested for providing false information to a police officer and for having an outstanding warrant through the U.S. Marshalls Service.
At 10:47 p.m. on Monday, June 7 in the 7000 block of Piney Branch Road, an adult male 51 was arrested for Driving While Impaired after striking a pole.

600 Block of Houston Avenue, on Saturday, June 5 at 9:06 p.m. a vehicle reported stolen in Prince George’s County was recovered and impounded.

1300 block of University Boulevard, on Saturday, June 5 between 6:30 p.m. and 8:00 p.m. an unknown subject stole two cell phones from a retail store display rack.
Arrests:
At 11:38 p.m. on Saturday, June 5 in the 900 block of Merrimac Avenue, an adult male 27 was arrested for providing false information to a police officer and for having an outstanding warrant through the U.S. Marshalls Service.
At 10:47 p.m. on Monday, June 7 in the 7000 block of Piney Branch Road, an adult male 51 was arrested for Driving While Impaired after striking a pole.

Chief Ricucci opened the meeting by addressing the budget. The County was originally having the City take a 5% cut and now wants the City to take a 25% cut. The police rebate would cost us $600,000.00 if we don’t get it. Been doing a lot of lobbying. Chief has been reaching out to the County officials he used to work with. If we can pull out with just a 15% cut, we would be better off. There will be a reduction in services to the City. The City is going to have to look at all services in the City and see what is important and what we are going to have to do without. We are hoping to get at least 10% back. Chief will keep Board updated.
We are getting a full-time gang officer that is paid for through a grant. That officer will probably start around August/September 2010. We are working with the feds on gangs in the area now.
There have been a few good arrests directly attributable to citizens calling. One was thwarted when a citizen called in after noticing suspicious individuals sitting in a car. It paid off.

COMMUNITY ADVISORY - Residential Burglary
On June 8, 2010, Takoma Park Police responded to the 7400 block of Cedar Avenue, for reports of a residential burglary that had occurred between 11:00 a.m and 1:30 p.m. The victims were at their residence doing yard work in the rear of the property. It is believed that the subject made entry through an unlocked front door; there was no force or damage done. Property was taken. There is no suspect information. COMMUNITY ADVISORY - 2nd Degree Assault; Trespassing
On June 8, 2010, at approximately 12:05 a.m., while on routine patrol, a Takoma Park Police Officer heard the sounds of screaming in the unit block of Holt Place. The Officer further investigated and found a victim standing in the middle of the roadway waving him down. Preliminary investigation revealed that the victim was exiting his front door when he discovered a subject standing on the steps, in a dark area, leading to his porch. In an attempt to flee, the subject struck the victim on the right side of his face and fled on Holt Place towards Valley View. A K-9 track was conducted with negative results. The victim was not seriously injured. The subject is described as a black male, late 40's, thin build, last seen wearing a tan and grey jacket with dark-colored pants.

COMMUNITY ADVISORY - UPDATE Water Main Break-Road Closures
WSSC crews are still working to complete the repairs to the ruptured 8-inch water main break. They will not have it completed until around noon today. All roads have been reopened except the portion of the roadway in the 6500 block of Kansas Avenue at Cockerille Avenue.

Cockerille Avenue and Highland Avenue have been reopened. Kansas Avenue still remains closed for repairs. The ruptured gas line has been repaired. WSSC estimates that they will have the water main pipe and road repairs completed by midnight.

The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County. At 1:37 PM EDT, Doppler radar indicated a thunderstorm approaching the County which has intensified past severe limits.
THIS IS A DANGEROUS STORM! Significant cloud to ground lightning is occurring with this storm. All outdoor activities in the following areas should be postponed until this storm passes.

A WSSC representative said most of the water has been turned off except for one valve they are having trouble with. This is causing approximately 40 houses and the apartment buildings located at Kansas Lane and Eastern Avenue to be without water. They hope to have water restored some time later today or tonight. However, Kansas Lane between Cockerille Avenue and Allegheny Avenue will have to remain closed for repair because there has been a lot of undercutting of the road.

Upon police arrival, they were met by a residence who advised that he was awakened by the sound of a loud popping sound near his residence. After investigating the noise, he discovered that there was water running through his front yard and into the street.
WSSC was contacted and units have blocked off several streets to prevent vehicles from traveling on the roadway where it was beginning to buckle from the gushing water coming out of the ground.
The following streets are closed until further notice:

COMMUNITY ADVISORY - 4th Degree Sex Assault in Spring Park
On June 5, 2010, at approximately 11:00 a.m., a 17-year old female in Spring Park was sexually assaulted. The victim was in Spring Park with a small child when she was approached by a Hispanic male, unknown to her, and proceeded to make small talk. When the victim extended her hand to shake his, he kissed her hand. The male was also with a small child. At one point, the male picked up the child that was with the victim in order to assist her with some playground equipment, which made the victim uncomfortable. When she extended her arms to claim the child, the male subject touched the victim's vaginal area over her clothes and tried to kiss her. The victim telephoned Takoma Park Police who responded, but the male subject had left the park before their arrival. The male subject is described as a Hispanic male, in his mid-20's, approximately 5'4, medium build, one gold tooth, and spoke with limited English. He was last seen wearing a blue shirt, khacki pants and flip flops. He was with a 4-year old Hispanic female with dark shoulder length hair, last seen wearing a green shirt and green shorts carrying a small tan baby doll. The male subject was last seen on Poplar Avenue walking towards Elm Avenue.

COMMUNITY INFORMATION - Severe Thunderstorm Watch for Montgomery County
The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 10 PM tonight. The primary threat with these storms includes extremely heavy rain, very large hail up to 2", lightning, and isolated tornadoes.
Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. Lightning is the number one severe weather killer in the US. If you are outdoors and storm approaches, seek safe shelter indoors.
A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

There is a month of work planned from next week through early July for New Hampshire Avenue from Rt 410 to Holton Lane. State Highway permits the work and has required night work due to the heavy traffic the road has during the day. They are scheduled to do night work - generally from 9 pm to 5 am Sunday through Friday.
Over the course of those four weeks, they will be milling the road surface, paving with a base layer and then paving with a surface course. At this point, they cannot give specific work dates, other than the milling is scheduled to start June 8th and will likely take several days. They cancel work when it rains and this can often set their schedule back.
There is also on-going work on New Hampshire from the DC line to Rt 410. They are not as far along on that project and are doing concrete repairs, pedestrian safety work and storm water inlet work. The project is expected to run through May 2011.

6000 block of Kansas Avenue, between Monday, May 31 10:30 p.m. and Tuesday, June 1 5:00 p.m. unknown suspect(s) broke front passenger window with an unknown object and stole items.
T2 Beat:
Auto Vehicle Theft
7000 block of Maple Avenue, between Sunday, May 30 11:00 p.m. and Monday, May 31 at 2:30 p.m. a vehicle was reported stolen by unknown means and recovered shortly after with no signs of tampering or forced entry.

7000 block of New Hampshire Avenue, on Saturday, May 29 12:19 a.m. a victim reported being pushed into a window, causing damage to the window.
Robbery
6000 block of New Hampshire Avenue, on Friday, May 28 9:43 p.m. three victims were approached by three black males and held at gunpoint. The suspects obtained money and a cell phone. They fled in a stolen Silver 2008 Acura TSX with a fourth black male suspect going toward Washington D.C. S1: B/M, 18-20 years old, 5’7-5’9, wearing a black shirt and pants. S2: B/M, wearing black shirt and pants. S3: B/M, 18-20 years old, 5’7-5’8, wearing black shirt and pants. S4: B/M, 18-20 years old. All suspects are considered armed and dangerous.

At 8:52 p.m. on Friday, May 28 in the 100 block of Lee Avenue, two adult males 46 and 29, were arrested for possessing open containers of alcohol.
At 5:52 p.m. on Saturday, May 29 in the 200 block of Ethan Allen Avenue, an adult male 23, was arrested for possession of drug paraphernalia.

7000 block of New Hampshire Avenue, on Saturday, May 29 12:19 a.m. a victim reported being pushed into a window, causing damage to the window.
Robbery
6000 block of New Hampshire Avenue, on Friday, May 28 9:43 p.m. three victims were approached by three black males and held at gunpoint. The suspects obtained money and a cell phone. They fled in a stolen Silver 2008 Acura TSX with a fourth black male suspect going toward Washington D.C. S1: B/M, 18-20 years old, 5’7-5’9, wearing a black shirt and pants. S2: B/M, wearing black shirt and pants. S3: B/M, 18-20 years old, 5’7-5’8, wearing black shirt and pants. S4: B/M, 18-20 years old. All suspects are considered armed and dangerous.
Arrests:
At 8:52 p.m. on Friday, May 28 in the 100 block of Lee Avenue, two adult males 46 and 29, were arrested for possessing open containers of alcohol.
At 5:52 p.m. on Saturday, May 29 in the 200 block of Ethan Allen Avenue, an adult male 23, was arrested for possession of drug paraphernalia.

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 9 PM tonight. The primary threat with these storms include extremely heavy rain, very large hail up to 2", lightning, and isolated tornadoes.
Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. Lightning is the number one severe weather killer in the US. If you are outdoors and storm approaches, seek safe shelter indoors.

As previously announced, as part of National Night Out 2009, Takoma Park Police is participating in a program called “Project 365.” This program asked each police department participating in National Night Out to designate a problem and/or problem area in their community. The goal is to work towards correcting, or having a major impact, on the problem within an estimated “365” days – or in other words, by National Night Out 2010.
Takoma Park Police’s objective for “Project 365” is to target drug activity, whereby decreasing crime in the area. By targeting the drug problem, we also target the gang activity and other criminal offenses related to that “life-style,” i.e., graffiti, loitering, auto theft, theft from vehicles, etc.
The following is our third three month update on “Project 365” in Takoma Park:
There has been an increase in incidents that have been associated with gang activity in the Maple Avenue corridor. Although the activity is not limited to the 7600 block of Maple Avenue, the activity is associated with the known offenders and gang members of that area.
On February 27, 2010, two Maple Avenue Crew a/k/a MAC gang members were assaulted in Washington, D.C., which involved a shooting in which one of the juveniles was shot. The juveniles were treated in the City at the Washington Adventist Hospital (WAH). This incident did not occur in Takoma Park, but just outside the City and was part of the increased gang activity with the MAC gang members who frequent the 7600 block of Maple Avenue and Lee Avenue.
On February 27, 2010, officers responded for the sound of gunshots in the 7600 block of Maple Avenue and a search of the area did not reveal any victims and/or suspects.
Arrests:
There were two juvenile arrests made on March 9, 2010, for four counts of 1st degree burglary, malicious destruction of property and other miscellaneous charges. During the months of February and March 2010, the City experienced a rash of residential burglaries. Investigation of the burglaries led to the identification of the juvenile suspects. The juveniles are known members of the Maple Avenue Crew a/k/a MAC gang.
A third juvenile arrest was made on March 10, 2010, for weapons and drug charges and charges relating to three Takoma Park burglaries. During the months of February and March 2010, the City experienced a rash of residential burglaries. Investigation of the burglaries led to the identification of this third juvenile suspect (see above arrests on March 9, 2010). A search warrant was served at this suspect’s residence which closed out several of the burglaries and resulted in the seizure of drugs and two stolen handguns, one of which was stolen in a theft from auto from Takoma Park, and the other stolen in a burglary in Silver, Spring, Maryland. The juvenile is a known member of the Maple Avenue Crew a/k/a MAC gang.
An adult arrest was made on March 20, 2010, for trespassing. Officers received a call for a domestic issue in which the boyfriend was advised not to return to the property of his girlfriend in the 7600 block of Maple Avenue. The boyfriend did not leave the property as ordered to and was arrested for trespassing.
An adult arrest was made on March 29, 2010, for giving false statements to a police officer, failure to obey a lawful order and disorderly conduct. The subject turned himself in on an outstanding warrant.
An adult arrest was made on April 18, 2010, for 2nd degree assault. Officers responded to a domestic issue, in which the female struck the male in the head with a glass picture frame. The female was arrested.
An adult arrest was made on April 27, 2010, for disorderly conduct. A field interview was being conducted with a member of the Maple Avenue Crew a/k/a MAC gang, who was identified as a juvenile. The adult subject objected to the interaction and became disorderly and was asked to leave the area of the stop but refused. The arrest occurred on Lee Avenue – a frequent hang out of gang members from Maple Avenue.
A juvenile arrest was made on April 30, 2010, for reckless endangerment, 3rd degree burglary and malicious destruction of property. There were several destruction of properties to two schools, the City building, the library and other apartment buildings in the area. Suspects were developed and a juvenile was arrested and charged in the incidents of vandalism, which were extensive and involved tagging with spray paint involving gang graffiti. The juvenile was charged with reckless endangerment for placing a large tree in the roadway on Grant Avenue.
Three adult arrests were made on May 14, 2010, for possession of marijuana and possession of drug paraphernalia. A call was received by officers about five subjects loitering in front of an apartment building on Lee Avenue, where gang members from Maple Avenue Crew a/k/a MAC frequent. Officers observed one of the subjects smoking marijuana and the others were in possession of drug paraphernalia. The subjects were with a Maple Avenue Crew a/k/a MAC member.
Three adult arrests were made on May 20, 2010, for armed kidnapping, 1st degree assault, false imprisonment, wearing/carrying a firearm and possession of counterfeit currency. Officers responded to the 7500 block of Maple Avenue for the report of an attempt armed robbery that had just occurred. The suspect vehicle was located on New Hampshire Avenue after a lookout was placed. Investigation of the robbery revealed that it was in reference to a drug transaction on Maple Avenue involving the suspects and the Maple Avenue Crew a/k/a MAC gang, in which drugs were sold to members of the gang. One of the subjects involved was forced into the vehicle at gunpoint to look for members of the gang. A loaded handgun was recovered from the vehicle.
Four juvenile arrests were made on May 22, 2010, for 3rd degree burglary. Officers responded to Lee Avenue for the report of a burglary attempt in progress. Officers spoke with the resident, who had fled from the back door after hearing attempts to gain entry from the front of his apartment. The above subjects were located inside the apartment. At least one of the juveniles is a known Maple Avenue Crew a/k/a MAC gang member and frequents the 7600 block of Maple Avenue.
Items of Interest:
This report contains numerous links to crime in the Maple Avenue corridor that is linked to the Maple Avenue Crew a/k/a MAC gang. There has been crime in the past dealing with burglary, theft from auto, and auto thefts traced back to the gang and in the 7600 block of Maple Avenue. The enforcement/surveillance by officers/Tactical Enforcement Unit has increased in this corridor as the criminal gang activity may increase over the summer months. The frequent arrests of some of the same juvenile offenders shows the difficulty and frustration that we have when dealing with juvenile offenders who are most often released to parents and/or guardians. The activity has moved at times from Maple Avenue to Lee Avenue, and other areas where members of Maple Avenue Crew a/k/a MAC gang members frequent, which may have to do with the increased enforcement activity.

Chief Ronald Ricucci announces today the officers and civilians who have won 2009 awards.
The 2009 Officer of the Year is Detective Private First Class Charles Hoetzel. D/Pfc. Hoetzel was selected because of his overall outstanding performance of duties as an officer and his dedication to the Department in numerous additional tasks, including his role as detective in the Criminal Investigations Division (CID).
D/Pfc. Hoetzel took the Oath of Office with the Takoma Park Police Department on March 3, 2008. He successfully completed his field training in June 2008. D/Pfc. Hoetzel currently works in the Criminal Investigations Division (CID) of the Takoma Park Police Department. D/Pfc. Hoetzel’s teamwork, persistence and efforts to take felons off the streets, to ensure the safety of others, are outstanding.
D/Pfc. Hoetzel was assigned 117 cases during 2009, ranging from robbery, burglary, sexual assault, child abuse, theft from auto, and many other cases, which required extensive investigation. Despite his heavy workload, D/Pfc. Hoetzel managed to investigate each case thoroughly, complete the investigative reports and submit all cases, leaving on a handful of cases that were assigned at the end of the year. During 2009, D/Pfc. Hoetzel ended the year with a 49% closure rate and had a total of 59 arrests.
During 2009, D/Pfc. Hoetzel was the lead investigator in numerous Asian-owned commercial armed robberies that occurred along the New Hampshire Avenue corridor. Approximately 16 Asian-owned commercial robberies occurred in Takoma Park and the surrounding jurisdictions, including Prince George’s County, Montgomery County and the District of Columbia. Arrests were made in February 2009.
During June and July 2009, there were a series of burglaries that were occurring in the City. Although D/Pfc. Hoetzel was not the lead investigator, he showed his dedication and willingness to be a team player by assisting in the execution of several search warrants, collecting and logging evidence, as well as conducting interviews.
In November 2009, a sexual assault occurred along the Sligo Creek Parkway. D/Pfc. Hoetzel canvassed the area and immediately located a possible suspect matching the description. The suspect had denied any involvement, but was in possession of a weapon that had been described by the victim. D/Pfc. was able to obtain a consent from the suspect to obtain his DNA. Based on that DNA, a match came back on that suspect implicating him in the sexual assault. In addition, Prince George’s County was able to link the same suspect to a similar sexual assault that occurred in their jurisdiction. If it were not for D/Pfc. Hoetzel observing and stopping this suspect, the case may never have been solved.
We congratulate D/Pfc. Charles Hoetzel on being named Officer of the Year!
