COMMUNITY ADVISORY – Crime Alert; Increase in Residential Burglaries


A Message from the Chief:

During the month of August, there has been a significant increase in residential burglaries. I have attached a map and included a listing of the hundred block where these burglaries have occurred. The information was prepared by our Crime Analyst, Andrew Gucciardo, who can be reached at 301-891-7130. The list indicates method of entry and items stolen. Once again, I urge you to secure your residences at all times. Please report ANY suspicious persons or vehicles in your neighborhoods to 301-270-1100. I have increased marked and unmarked patrols in your neighborhoods. This is our number one priority. We need your help – working together, we can make a difference.

The City has experienced 15 residential burglaries in the month of August. The most common method of entry has been made by suspect(s) kicking in doors or using a pry tool. However, many incidents involved unlocked or open windows and/or doors. The target item has been jewelry and laptops. All of the burglaries have occurred during the day and early evening (6:00 a.m. – 8:00 p.m.)

Investigations continue into these burglaries and suspect(s) are being developed, however, each resident can do their part to reduce their chances of being a victim, including but not limited to securing all doors and windows with working locks, trimming shrubbery and trees away from windows and doors, keeping valuable items out of plain sight, recording serial numbers of items to aid in investigations, and lastly, as stated, report all suspicious person(s) and/or vehicles to the police immediately.

COMMUNITY ADVISORY - Burglary

On August 30, 2010, at approximately 1:23 p.m., Takoma Park Police responded to the 7500 block of Central Avenue for reports of a burglary still in progress. Two unknown subjects gained entry through an unlocked rear door. The victim arrived home and discovered the two male subjects in her home. One fled by jumping off the roof and into a flower bed after crawling out of the second story window; the second fled out the back door and climbing over the rear property fence. One subject was wearing gloves and had in his possession a second shirt (different color than the one he was wearing). Property was not taken. The subjects are described as:

Subject #1: Unknown race male, approximately 20-25 years old, 5'10, 180-200 lbs, short curly black hair, light skin, muscular build, last seen wearing grey mesh shorts, white shoes, white t-shirt, black gloves with an extra black shirt on his shoulder.

Subject #2: Hispanic male, approximately 20-25 years old, 5'10, last seen wearing beige cargo shorts and a white t-shirt.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Justin Vonsee, 21, of W. Milford, New Jersey, for trespassing.

On August 29, 2010, at approximately 4:08 a.m., Takoma Park Police responded to the 7600 block of Maple Avenue for reports of a male subject banging on the balcony door of a 3rd floor apartment. Upon arrival, police found Vonsee passed out on the victim’s balcony in a chair. Vonsee was arrested and transported to the Montgomery County Central Processing Unit. Vonsee also has an outstanding warrant through New Jersey.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Rodney Terrance Finney, 42, of Washington, D.C., for burglary.

On August 29, 2010, detectives from the Takoma Park Police Department responded to the Arlington County, Virginia, Detention Center to take Finney into custody for an outstanding warrant through this agency for a burglary that occurred on June 1, 2010, in the 600 block of Elm Avenue, Takoma Park, Maryland. Finney was transported to the Montgomery County Central Processing Unit without incident.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Carlos Perez-Diaz, 27, and Rudy Ortega, 23, both of Takoma Park, Maryland, for 2nd degree assault.

On August 29, 2010, at approximately 8:19 p.m., Takoma Park Police responded to the 7600 block of Maple Avenue for reports of an assault in progress. Perez-Diaz and Ortega began fighting with each other when the assaults occurred against each other. Both were arrested and transported to the Montgomery County Central Processing Unit. Ortega also had an open traffic warrant through Prince George’s County.

COMMUNITY ADVISORY - Commercial Burglary

On August 27, 2010, at approximately 2:44 a.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue for reports of a commercial burglary (ACR Accounting and Consulting Resources). An unknown subject gained entry by breaking open the window facing Kirklynn Avenue. A K-9 track was conducted which led police to the intersection of Holton Lane and Hammond Avenue, where it ended. Property was not taken. The subject is described as a Hispanic male, last seen wearing a gray t-shirt, dark baseball cap with white lettering, light blue jeans, tan work boots, and his left arm was possibly wrapped in a brown shirt (possible injury from breaking out the window). COMMUNITY ADVISORY – A Message from the Chief of Police

With our new Crime Analyst coming up to speed, we held our first resumed in-house CompStat meeting. During that meeting, it revealed some important things to keep in mind while protecting your property. While it appears that most have adhered to the police department’s advice and are removing all property from their vehicles, there still are some that continue to leave valuables in their vehicles in plain sight. I once again implore you to please take all valuables out of your vehicles for safety. This would include your GPS machines, lap tops, iPods, cell phones, wallets, purses, change and any other items of value. Also, remember the portable GPS systems leave a circular mark on your window when it has been removed. This indicates to the criminal that you may have a GPS system in your vehicle out of plain sight. Please take a few minutes to clean off that circular mark for even more protection.

During a recent residential burglary, the officers noticed a lot of shrubbery around the residence, which in effect gave the burglar some “privacy” to carry out his act. While we appreciate that home owners also enjoy that “privacy,” please make sure that the shrubbery is not becoming more of an invitation for criminals versus an aesthetic look for the owner.

It appears that stealing bicycles may be on the rise again. Please take the time to make sure you lock up your bikes and don’t leave them in your yard or on your porch. Make it difficult for someone to try and take your bike.

I cannot stress enough how important it is to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles, bikes. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.

If you see someone suspicious who does not belong in your neighborhood, call the police; OR if you see a suspicious vehicle, call the police at 301-270-1100. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.

COMMUNITY ADVISORY - Attempt Residential Burglary

On August 24, 2010, at approximately 3:00 p.m., Takoma Park Police responded to the 7400 block of Wildwood Drive for reports of an attempt residential burglary that had occurred earlier in the day between 12:15 p.m. and 2:55 p.m. An unknown subject broke out a side door window without gaining entry due to double dead bolt locks. The subject tried again to make entry in the rear of the home, looking for open windows, without success. The subject also tried to gain entry by smashing out a small window near the front door without success due to the locks in place. Entry was not made and property was not taken. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Derick Nathaniel Lewis, 28, of Burtonsville, Maryland, for felony possession of a firearm; possession of a handgun after being convicted of a violent crime, and transporting a handgun in a vehicle on public roads.

On August 22, 2010, at approximately 11:48 a.m., Takoma Park Police were on routine patrol in the 7500 block of New Hampshire Avenue and initiated a traffic stop for equipment failure on a vehicle. A vehicle search was requested and denied. Officers deployed their K-9 narcotic canine on the exterior of the vehicle and the K-9 alerted in three different locations. A search of the vehicle revealed small amounts of marijuana residue, as well as an unloaded .380 caliber Bersa, which was recovered in the trunk of the vehicle concealed in a sock which was inside a plastic bag.

Lewis was arrested and transported to the Montgomery County Central Processing Unit.

FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrests of Ashley Nichole Brown, 20, and Lamont Darnell Shepard, 21, both of Washington, D.C., for Kidnapping and False Imprisonment.

On August 9, 2010, at approximately 4:32 p.m., Takoma Park Police received a call from a subject advising that he had received a text message from the victim stating she and her 22 month old child were kidnapped and were heading to the 7400 block of New Hampshire Avenue (IHOP restaurant) in a blue Hyundai. A look out was broadcast and Takoma Park Police set up surveillance at the IHOP when they observed the look out vehicle pull into the parking lot. Takoma Park Police blocked the vehicle and the occupants were removed, one being Shepard, the driver, and other the victim and her 22 month old child. Brown was inside the IHOP and was removed from the business and detained. Investigation revealed that Brown believed that the victim owed her money and until she paid it, she requested Shepard to create a ruse to get her into his vehicle and hold her and her child until payment was made. Once the victim and her child were in Shepard's vehicle, he used the power locks to lock the doors and told her she could not leave. The victim was able to send text messages requesting help. The Metropolitan Police Department were notified, as well as detectives from the Kidnapping Squad. Brown and Shepard were transported to the Montgomery County Central Processing Unit. Federal charges will be filed against both Brown and Shepard.

On August 9, 2010, at approximately 4:57 a.m., Takoma Park Police responded to the 900 block of University Boulevard East (Shell Gas Station) for reports of a commercial burglary that had occurred earlier. Some time between August 8 at 11:00 p.m. and August 9 at 4:57 a.m., an unknown suspect broke into the cashier's booth located in the middle of the gas station. A large rock was located near the door, possibly to gain entry. Property was taken. A K-9 track was conducted, which led across the parking lot but ended at Carroll Avenue. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Jonathan Noe Leon Sosa, 18, of Adelphi, Maryland, for two counts of theft less than $1,000, possession of burglary tools and possession of a concealed deadly weapon.

On August 8, 2010, at approximately 11:20 p.m., Takoma Park Police were on routine patrol in the 1100 block of Lancaster Road when they approached a suspicious occupied vehicle. Police came into contact with Sosa, who was sleeping in the back of the vehicle. Sosa gave police conflicting information on why he was in the area. K-9 conducted an exterior scan of the vehicle and alerted to the driver’s side door. A search of the vehicle revealed a backpack sitting on the passenger seat. An inspection of Sosa’s backpack’s contents revealed burglary tools and various property that was reported stolen out of Montgomery County and Prince George’s County. Also recovered from the backpack was a knife.

Sosa was arrested and transported to the Montgomery County Central Processing Unit pending a hearing before the District Court Commissioner.

COMMUNITY ADVISORY – Burglary; Destruction of Property

On August 9, 2010, Takoma Park Police responded to the 7500 block of New Hampshire Avenue (The Caribbean Market) for reports of a commercial burglary that had occurred at approximately 12:17 a.m. The unknown suspect kicked in and removed the glass from the front door of the business. Once inside, the subject tried to destroy the main office door to the business. After the alarm sounded, the subject fled the business. No property was taken. The subject is described as a Hispanic or black male, tall, thin, light complexion, last known to be wearing black gloves, blue hat, gold chain, multi-colored shirt, blue jeans, black shoes and a blue bandana around his face.

COMMUNITY INFORMATION - Severe Thunderstorm Warning for Montgomery County

The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County until 3:45. At 3:03 PM EDT, Doppler radar indicated a thunderstorm approaching the County which has intensified past severe limits. This storm will effect areas South of Rockville and along I-495 with heavy rain, large hail, and damaging winds of 60 MPH possible.

Significant cloud to ground lightning is occurring with this storm. All outdoor activities in the following areas should be postponed until this storm passes.

I-270 S of Rockville
I-495
CHEVY CHASE VILLEGE
SILVER SPRING
BETHESDA
TAKOMA PARK

Severe Thunderstorms can produce tornadoes with little or no advanced warning. Residents are urged to seek safe shelter indoors until the storm passes and remain alert for any additional warnings. Any resident can report severe weather by replying to this alert, and the public is encouraged to do so.

COMMUNITY INFORMATION - Severe Thunderstorm Watch for Montgomery County

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 10 pm. Severe Thunderstorms are possible this afternoon and evening. At 1:23 pm, dopplar radar indicated thunderstorms beginning to form over West Virginia. These storms are expected to continue to intensify and become more wide spread this afternoon and evening in response to an approaching front.

The primary threat with these storms include damaging winds, extremely heavy rain, large hail, lightning.

Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. Lightning is the number one severe weather killer in the US. If you are outdoors and storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

COMMUNITY ADVISORY - Residential Burglary

On August 4, 2010, Takoma Park Police responded to the 1400 block of Erskine Street for reports of a residential burglary that had occurred between 4:50 p.m. and 6:00 p.m. The victims stated that when they arrived home, they noticed their pet had been locked in the basement and property was missing. Although locked before leaving, the side door to the residence was found to be unlocked but closed. Investigation continues under case #10038406. COMMUNITY ADVISORY - District of Columbia Armed Car-jacking

On August 4, 2010, at approximately 11:18 a.m., Takoma Park Police were called for assistance and alerted for a look out by the Metropolitan Police Department (MPD) for a suspect and vehicle for an armed car-jacking that had just occurred in the District of Columbia. The suspect was described as a black male, approximately 5’4 to 5’6, 180-220 lbs., last seen wearing a white t-shirt, yellow safety vest, blue jeans, white construction hard hat and armed with a large, black semi-automatic pistol (suspect is still at large). The suspect robbed a District of Columbia government employee of their assigned parking meter collection vehicle. The vehicle, which has been recovered, was a white, 2006 Ford E250 van. During investigation, a GPS signal gave the location of the stolen vehicle, which was parked in the 6500 block of Fourth Avenue in front of a residence. Takoma Park Police and MPD arrived and secured the area. The occupants of the residence were asked to exit the house in order that police could secure it for the safety of the occupants and the neighborhood. A search of the residence was negative for the suspect. It was determined that the residence and the residents inside were not connected in any way to the armed car-jacking or the recovery of the stolen auto in front of their residence. MPD is the lead investigating police department in this armed car-jacking.

On August 3, 2010, at approximately 3:20 p.m., during a routine traffic stop for a moving violation in the 6900 block of Cherry Avenue, Delonte Gomez, 29, of Takoma Park, Maryland, was arrested for 2nd degree assault, possession of a deadly weapon, resisting arrest, failure to obey a lawful order and disorderly conduct. When the officer approached the vehicle, the passenger, Gomez, became irate and began yelling racial slurs and threatened the life of the officer. Gomez exited the vehicle and began to charge the officer, who was yelling loud and clear verbal commands ordering Gomez to comply. Gomez did not comply and additional officers assisted to bring Gomez under control. Gomez was taken into custody without further incident. A knife was recovered from Gomez before he was transported to the Montgomery County Central Processing Unit.

COMMUNITY ADVISORY – A Message from the Chief of Police – National Night Out a Success!

Last night was our annual National Night Out 2010. We celebrated it at 7777 Maple Avenue, which was open to the entire City. In previous years, we have celebrated it at different locations in the City. We chose one location in the center of our City for this year’s event. National Night Out is a celebration of the many partnerships in our community, who work together to make our City safer and a better place to live. There were twenty-one members of our police department, S.S. Carroll Civic Association (led by Kay Daniels-Cohen), the Red Cross, Maryland National Capital Park Police, State’s Attorney’s Office, Recreation Department, Emergency Preparedness Committee, Buckle-Up for Safety, Positive Vibrations, Takoma Park Volunteer Fire Department (led by Chief Jarboe), Liz Lerman Dance Exchange and the many residents of Takoma Park who helped and participated in the event - coming together for three hours to celebrate. This was our most successful National Night Out as so many residents from different areas in the City participated. I want to personally thank all who helped or came to the event. This was one of those special nights which makes our City different and such a wonderful place to live. Last night proves that working together we can make a difference.

Chief Ricucci of the Takoma Park Police Department announces the arrests of a male juvenile, 16, of Takoma Park, Maryland, and Leo Connel, 18, of no fixed address. for hate crimes - simple assault and malicious destruction of property.

On August 3, 2010, at approximately 2:21 a.m., victims were leaving a food establishment in the 7400 block of New Hampshire Avenue, when they were confronted by a large group of subjects (six to eight males and two females); harassing them about their sexual orientation. As the victims were pulling out of the parking lot, the group approached the vehicle and Connel reached inside the vehicle and assaulted one of the victims. The victims left the area and immediately called the Takoma Park Police. It was then they noticed damage to the hood of their vehicle. The victims were taken back to the food establishment where they identified the juvenile as one of the offenders. The juvenile was arrested, charged accordingly and then released to the custody of a guardian. Approximately one hour later, Connel was seen walking on New Hampshire Avenue near Kingwood Avenue with several members of the group from the prior encounter. Connel was arrested, charged accordingly and then transported to the Montgomery County Central Processing Unit.

This was an excellent arrest by Squad 1 members of the Takoma Park Police Department!

On August 1, 2010, at approximately 9:18 a.m., Takoma Park Police responded to Sligo Creek Parkway, between Flower Avenue and New Hampshire Avenue, for reports of a subject riding a bicycle exposing his buttocks. Officers responded to the location and tried to make contact with San Francisco, 27, of no fixed address, who refused to stop his bicycle. While still attempting to make contact with Francisco, asking him to stop so officers could talk with him, he swerved the bike trying to hit the officer, which ended up pinning the officer against the steel fence and guard rail. Francisco then lost his balance and fell off of his bike. He then jumped up in a fighting stance yelling obscenities at the officer and making threats. Francisco was arrested and charged with assault, disorderly conduct and resisting arrest. He was transported to the Montgomery County Central Processing Unit.

The City of Takoma Park Police Department would like to encourage you to attend the City's annual National Night Out Activities tonight from 6:00 p.m. to 9:00 p.m. at Essex House, 7777 Maple Avenue, Takoma Park, Maryland. Remember, National Night Out is a nationally recognized celebration. National Night Out is a time for community members to come out of their homes, meet their neighbors, local police officials and other governmental representatives.

National Night out is designed to heighten community awareness of crime and drug prevention; generate support for, and participation in, local anti-crime programs; strengthen neighborhood spirit and police-community partnerships; send a message to criminals that neighborhoods are organized and fighting back; and promote emergency preparedness awareness.

Activities will include food, music, games, face painting, moon bounce, sno-cones, cotton candy, ice pops, fire truck, 9-1-1 emergency center demonstration by the Fire Chief, Buckle-up for Safety, general safety information, police horse demonstration, officers on bikes, as well as other children’s events and activities. FREE CHILD IDENTIFICATION SERVICES WILL BE AVAILABLE.

In addition, there will be an update on the Takoma Park Police Department's participation in the “Project 365” program. This program asks each police department participating in National Night Out to designate a problem and/or problem area within their community. The goal is to work towards correcting, or having a major impact, on the problem within an estimated "365" days - or in other words, from National Out 2009 to National Night Out 2010. Takoma Park Police's objective for “Project 365” was to target drug activity, whereby decreasing crime in the area. By targeting the drug problem, we also targeted the gang activity, and other criminal offenses related to that "life-style," i.e., graffiti, loitering, auto theft, theft from vehicles, etc.

The success of any police department is contingent upon the involvement of the community and National Night Out provides us with the reminder that the police alone cannot be the sole providers of safety and security in a community. Citizen involvement and participation is instrumental in addressing crime and crime prevention in communities. National Night Out is a time for us to reinforce our commitment to strengthening police community partnerships.

On August 1, 2010, at approximately 8:42 p.m., Takoma Park Police responded to Hillwood Manor Park for reports of subjects smoking a Controlled Dangerous Substance (CDS) in the park. Officers responded to the location and came into contact with Darius J. Gorham, 19, of Washington, D.C., who was in possession of CDS (marijuana). Gorham was placed under arrest and charged with possession of Controlled Dangerous Substance (CDS) - Marijuana - and possession of CDS paraphernalia. Gorham was taken to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

COMMUNITY ADVISORY - Commercial Burglary

On July 31, 2010, Takoma Park Police responded to the 1100 block of University Boulevard for reports of a commercial burglary that had occurred earlier between 11:00 p.m. on July 30 and 8:00 a.m. on July 31. Entry was made by an unknown subject(s) through the rear door. Property was taken.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Andy Claude Christian, 31, of Washington, D.C., for stolen auto.

On July 31, 2010, at approximately 4:25 p.m., Takoma Park Police responded to the 300 block of Mississippi Avenue for a sounding residential burglar alarm. Upon arrival, officers observed a 2000 Dodge Durango idling in front of the residence where the alarm was sounding with two black males inside. One of the officers ran a routine check of the tag, which came back as flagged as a stolen vehicle out of Booton, New Jersey. Christian was in possession of the stolen vehicle and was arrested and charged accordingly. Christian was transported to the Montgomery County Central Processing Unit. The other subject was issued a criminal citation and released from the scene.

COMMUNITY ADVISORY - Shoplifting

On July 31, 2010, at approximately 3:30 p.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue (The K Shop) for reports of a subject in the area who was wanted for previously shoplifting from the establishment on July 24, 2010. The subject left the store and a look-out was broadcast. A short time later, a subject matching the description was stopped. Through investigation, he was confirmed to be the subject who was wanted for shoplifting. James Jerome Davis, 50, of Hyattsville, Maryland, was placed under arrest and issued a criminal citation for theft under $100.

On July 30, 2010, at approximately 7:03 p.m., Takoma Park Police responded to the 8600 block of Flower Avenue for reports of a suspicious vehicle. Officers responded to the location and came into contact with Trevelyn Hinton, 27, of Silver Spring, Maryland, who was in possession of Cocaine. Hinton was placed under arrest and charged with possession of Controlled Dangerous Substance (CDS) - Cocaine - and possession of CDS paraphernalia. Hinton was taken to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
