On September 25, 2010, at approximately 5:18 p.m., Takoma Park Police were on routine patrol in the 100 block of Sherman Avenue, when an officer noticed Moore walking with what appeared to be a bottle of alcohol in his hand. When the officer attempted to speak to Moore, Moore fled on foot down Sherman Avenue towards Maple Avenue. As he was running, he threw the bottle at the officer. Moore ran to a dumpster area in a parking lot in the 7600 block of Maple Avenue and threw a package into the dumpster and continued to flee. The officer continued a foot pursuit of Moore which led to a fenced-in construction site in the 7600 block of Maple Avenue. Moore continued to flee and refused to comply with orders by the police officer to stop. Back up officers arrived. They caught up to Moore and were able to finally bring him into custody.
Officers returned to the dumpster to retrieve the package that Moore had thrown in while fleeing. A witness who saw Moore throw the package into the dumpster stayed at the dump site until officers arrived. Officers retrieved the package which held 544.3 grams/1.2 pounds of Cocaine, a street value of $50,000.
Moore’s vehicle was recovered in the 100 block of Sherman Avenue and towed to Public Works pending a search warrant and seizure of the vehicle.
A Circuit Court search and seizure warrant was obtained based on the Cocaine arrest of September 25th. We obtained two additional search warrants for Moore’s vehicles, which were searched. Based upon the search warrant service, located in the home was over $41,000 in U.S. currency. Also located was a gallon (128) grams of liquid Phencyclidine (PCP), valued at approximately $77,000. There were also two handguns recovered; a Desert Eagle 44 caliber and the other a .38 Special revolver, which was loaded. The residence also yielded a small amount of Marijuana and paraphernalia, to include a scale that looked like a regular music CD case.
Moore is being held at the Montgomery County Central Processing Unit on a no bond status.
Chief Ricucci calls this seizure one of the largest in Takoma Park history. This is a significant arrest and the investigation continues.

However, if they have not adopted the proven personal safety routines recommended by Refuse to be a Victim, then they may have surrendered their options of refusing to be a victim of a crime.”
Many ask “What can I do to better protect myself, my family, friends or employees from becoming victimized?” These are the types of questions that men and women ponder prior to attending a Refuse to be a Victim crime prevention and personal safety seminar. A few things you will learn at a Refuse to be a Victim seminar are:
- How to minimize risk of victimization
- How to create a personalized safety plan, before it is needed
- An array of personal safety strategies
From setting up a home defense plan and safe room, to using your Internet Service Provider (ISP) parental control options to block access to adult material and adult chat rooms, the Refuse to be a Victim program has information for everyone.
Seminar participants of every age group are empowered by the information presented in the Refuse to be a Victim seminar. Whether you live in a major metropolitan city, the suburbs, or a one traffic-light rural town, crime prevention preparedness should be something to which you give a good deal of thought. Law enforcement and security experts agree that the best way to reduce one’s chances of victimization is through the development of a personal safety strategy before it is needed.
Develop your own personal safety strategy. Personal safety is not always convenient. You must consciously integrate the options you choose into everyday life until good habits are formed. Remember, criminals prefer easy targets. The more difficult a target you present, the less likely you are to become a victim.
Remember, you can choose to Refuse to be a Victim!

FOR IMMEDIATE RELEASE
THIS IS A MONTGOMERY COUNTY PRESS RELEASE BEING FORWARDED BY TAKOMA PARK POLICE DEPARTMENT
Police Investigate Series of Hate-Based Vandalisms in Wheaton
Fourth District officers and detectives have been investigating a series of tire-slashing vandalisms in which the victims were primarily Hispanic. These incidents occurred between March of 2006 and August of 2010. Many of the victims were initially reluctant to report the incidents to police. Officers worked diligently with Hispanic community members to gain their trust and eventually identified 18 Hispanic victims. One additional victim was found to be Eastern Indian. The responsible male suspect has been identified but has not yet been charged.
The vandalisms occurred in: the 1100 block of Amherst Avenue, the 11000 block of Burnley Terrace, the 8700 block of Piney Branch Road, and the 2200 block of Prichard Road.
On July 15, 2010, a 36-year-old Hispanic man residing in the 1100 block of Amherst Avenue contacted the Montgomery County Police 4th District’s Community Outreach Officer. He believed that he was the victim of a hate crime. Through the course of the investigation it was learned that during the past four years, his vehicle had been vandalized 20 times. The tires of his vehicle were being punctured by an unknown type of sharp object. He had discussed the situation with neighbors and found out that he was not the only one whose vehicle tires were being slashed. He also found that non-Hispanic neighbors were not being targeted. Those who were victimized were predominately Hispanic. The victimized community members believed that one of their non-Hispanic neighbors was responsible for the vandalism.
At approximately 12:07 a.m. on August 23, 2010, a neighbor observed the tire-slashing suspect, who does live in the community, puncturing another neighbor’s tires in the 11000 block of Burnley Terrace.
He was interviewed by police about the incident. A search warrant for his residence was obtained and executed. Evidence related to the vandalisms was obtained. Charges are currently pending against this suspect.
All the vandalisms occurred during overnight hours and the vehicle tires were punctured with the same type of sharp object. FOR IMMEDIATE RELEASE
Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Eric Charles Bacon, 19; Todd Maurice King, 17; and a 15 year old juvenile, all of Washington, D.C., for First Degree Assault, Second Degree Assault, Armed Robbery, Theft less than $100 and Conspiracy to Commit Robbery. King is being charged as an adult.
On September 22, 1010, at 3:39 a.m., members of the Takoma Park Police Department were working a robbery detail due to the recent serious robberies over the last two weeks in the City. The above three subjects were spotted walking on Carroll Avenue towards Laurel Avenue. They matched the descriptions of the previous robbery suspects by their race, complexion, height, weight, clothing and hairstyle. They were followed to the 7100 block of Willow Avenue where they were detained on an investigative stop. This stop led to a consented frisk, which resulted in the seizure of illegal drugs, masks and gloves. The three subjects were transported to the station for further investigation, which resulted in our learning that they were going to rob someone tonight. They are also responsible for the robbery of a citizen on Saturday night on Maple Avenue.
Bacon and King were transported to the Montgomery County Central Processing Unit, and the 15 year old juvenile was transported to the NOYES Juvenile Detention Facility.
Chief Ricucci thanks the detectives of the Criminal Investigations Division (CID) and patrol squad 4 for their hard work, which resulted in these arrests. He assures all City residents that we will continue this robbery detail. Please be careful and safe.

Please call Cathy Plevy at 301.891.7142 or e-mail her at Cathyp@takomagov.org to sign up for the seminar. If you leave a message on the phone, please leave your name, address and telephone number. Be sure to include which seminar you will be attending.
Refuse to be a Victim is a seminar that teaches easy to understand methods you can use to increase awareness and prevent criminal confrontation. In just a few hours, you will get the tools you need to develop your own personal safety strategy, including information about:
- The Psychology of the Criminal Mind
- Personal & Technological Security
- Home & Phone Security
- Self-Defense Tools & Training Options
- Automobile & Travel Security
- And more!
Hundreds of federal, state and local law enforcement officials across the country have implemented Refuse to be a Victim into their crime prevention and community policing initiatives.
Executive Director of the Virginia Crime Prevention Association states “Everyone should consider the possibility of, and be prepared to defend themselves from, a criminal attack.

On April 19, 2010, at approximately 6:23 p.m., Takoma Park Police responded to a citizen armed robbery and assault that occurred in the 7300 block of Holly Avenue, Takoma Park, Maryland. The victim was walking down Holly Avenue from the metro when two subjects approached him from behind and hit him on the back of his head, however, he was not seriously injured. The victim's property was taken. The subjects then ran up Holly Avenue towards the metro station and were picked up by a third subject driving a black Honda. Police-Community Assist Elderly Man; May have Saved Life – Community Advisory
On September 19, 2010, at approximately 12:39 p.m., Takoma Park Police responded to the 7100 block of 13th Avenue for a check on the welfare of an elderly male who was not responding to phone calls. Knocks on the residence door yielded negative results. Nothing could be heard inside or outside. Officers checked the perimeter of the residence and noted that all doors and windows were tightly secured and the blinds were all closed. The resident’s vehicle was parked in the driveway and neighbors indicated that they may have seen him the day prior around 5:00 p.m. All attempts to try and make contact with the resident were unsuccessful. There were no exterior signs of foul play. Although the incident could have been cleared, the officers were not satisfied that the resident was not in danger. The officer returned to the front door and continued to yell through the door. At that time, the officer heard a faint call for help. Fire board (ambulance) was called and forced entry was made into the residence, causing some damage to the door. The resident had fallen down his stairs some time Saturday morning and made several futile attempts to get up and seek assistance. The resident was taken to the hospital where he is in stable condition.
Many thanks to the officer who handled this call with determination to make sure the resident was safe. Also, many thanks to the community who came out of their homes to show support and concern. They provided valuable information to police and emergency personnel in order to appropriately assist the resident. The community went above and beyond and grabbed some wood and nails and began securing the elderly gentleman’s home.
As Chief of Police, I am always proud of the teamwork of members of the department and the community and coming to the aid of someone in need. Thank you for a job well done!

FOR IMMEDIATE RELEASE
On June 17, 2010, Antwan Grymes, of no fixed address, was found guilty in the Circuit Court of Montgomery County, after a three day trial, for robbery and 2nd degree assault. Sentencing was held on September 1, 2010. Judge Eric Johnson of the Circuit Court for Montgomery County sentenced Grymes to 15 years in prison.
On November 30, 2009, at approximately 8:20 p.m., Takoma Park Police responded to the 8100 block of Roanoke Avenue, Takoma Park, Maryland, for reports of an armed robbery. Grymes entered the victim’s residence, armed with a black revolver, and demanded property. The victim complied. Grymes then fled the residence in an unknown direction. Through investigation, the dispatcher, along with the patrol officers and the Criminal Investigations Division (CID), were able to ascertain Grymes’ nickname. That nickname was crucial in developing and identifying Grymes as the suspect in the armed robbery. An arrest warrant was successfully obtained charging Grymes with the above offenses.
Through further investigation, Takoma Park Police officers and members of CID located Grymes in the 600 block of Houston Avenue, where they arrested him and took him into custody without incident. Grymes was in possession of property belonging to the victim from the armed robbery on Roanoke Avenue. Additional items of evidentiary value were also seized. Officers were also able to ascertain the location of the revolver used by Grymes in the commission of the armed robbery, and did recover that weapon.
This was an excellent arrest by CID and the Takoma Park Police patrol officers. The dispatcher’s ability to identify Grymes through his nickname was imperative to his expedient arrest for this heinous crime.

COMMUNITY ADVISORY - A Message from the Chief of Police Regarding Burglaries
Yesterday, we arrested two juveniles from Washington, D.C., for burglary. Today, we arrested another three juveniles from Washington, D.C., for conspiracy to commit burglary. As a result of an alert citizen getting involved, we prevented a burglary and also developed probable cause to arrest these suspects for conspiracy. During a debriefing of our arrestees yesterday, we learned that the “word on the street” is that Takoma Park is an easy hit with residences with so many valuables inside. They further stated that it was easy because so many residences are left with open doors and windows. The method of operation of these arrested suspects is to look for an open window or door. Once again, I urge you to lock your doors and windows. Once again, I urge you to call if you see any suspicious activity. I commend this resident on Tulip who helped us today. Without this resident, we could not have made the case.

FOR IMMEDIATE RELEASE
Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of two male juveniles, 15 and 17, both of Washington, D.C., for first degree burglary and theft.
On September 7, 2010, at approximately 10:50 a.m., a detective from the Takoma Park Police Department was canvassing the residential area on Spruce Avenue, Takoma Park, Maryland. While he was driving down Spruce Avenue from Tulip Avenue, he noticed two males looking into yards as they walked through the neighborhood. Both males were detained in the 7200 block of Spruce Avenue. The subjects claimed to be in the neighborhood asking for donations for a “go-go” band. Both juveniles were arrested for truancy. A search incident to arrest revealed that the subjects had in their possession a computer bag which contained a Toshiba laptop and digital camera, as well as two Apple iPods and a pair of female ear rings. Both subjects were transported to the Takoma Park Police Department for processing. The property recovered was from at least one burglary that had occurred in the 7400 block of Cedar Avenue. It is also believed that these two juveniles are responsible for other burglaries, but not all of the ones that have plagued the City. The Takoma Park Police are pursuing all leads and continuing to be pro-active in their pursuit to bring those responsible for the other burglaries in the City to justice.
Both juveniles were transported to the NOYES Detention Center without incident, where they are still detained.
Chief Ricucci would like to thank Det. Butler for his keen eye and great police work in the arrest of these two juveniles. He would also like to thank squad 3 and the detectives in the Criminal Investigations Division for their assistance in this matter. Great police work!
