Residential Burglary-Community Advisory

On Friday, October 29th between the hours of 6:00 and 8:00 p.m. unknown suspect(s) made entry into a residence in the 1100 block of Kirklynn Avenue by breaking a side basement window. Once inside the suspect(s) removed property and then exited out the basement side door, fleeing in an unknown direction. At this time there is no suspect(s) description and investigation continues under case #10053742.

Residential Burglary-Community Advisory

On Sunday, October 31st at approximately 7:18 a.m. Takoma Park Police Department officers responded for a report of a residential burglary in the 6700 block of Gude Avenue. Unknown suspect(s) entered the residence through an unsecured rear sliding glass door and removed the victims property before fleeing in an unknown direction. There is no suspect description at this time and investigation continues under case #10053715.

Arrest made for Destruction of Property; Other Offenses-Community Advisory

On Saturday, October 30th at approximately 8:22 p.m., an off duty Takoma Park Police officer working a part time assignment received a look out through the Montgomery County Police Department for an assault in progress at the intersection of University Boulevard and Carroll Avenue at the Shell gas station. The officer responded and found the suspect Charles Andrew Gendreau 26, of Falls Church, VA, being held down by two witnesses. The suspect was taken into custody by the officer.

The officer spoke with the witness and was advised he was working in the gas station as an attendant when he heard the sound of glass breaking. The witness opened the door to his booth and noticed the suspect standing next to a freshly broken window on the door to the garage. The witness yelled at the suspect as he began to flee the area. The witness gave chase around the block which led back to the gas station. The witness and another bystander were able to grab the suspect and hold him down until police arrived. The suspect was severely intoxicated and could not advise how the window was broken, why he was at the gas station, how he got to the gas station, and did not remember anything up until the time police arrived. Charles Andrew Gendreau was transported to the Central Processing Unit (CPU) without incident and charged with the following: Disorderly Intoxication, Disorderly Conduct, Malicious Destruction of Property Under $500. This was a collaborative effort involving the Takoma Park Police Department and the Montgomery County Police Department.

Arrest made for Theft; Other Offenses-Community Advisory

On Sunday, October 31st at approximately 1:00 a.m. the Takoma Park Police Department received multiple calls regarding the arrested Charles Terry 41, of Takoma Park, MD. On this date and time the subject knocked on several doors, waking up the home owners. This subject has come into contact with officers on multiple occasions before for the same offense. The subject knocks on the doors of residences asking for money to help fix his vehicle, however does not own one.

While in route to the Central Processing Unit (CPU), the subject started to spit out of his mouth and shake. The transporting officer pulled over and attempted to give care and monitor vitals while calling for a Supervisor and Fire / Rescue to respond to his location. An ambulance responded and transported the subject to Holy Cross Hospital for a possible seizure. The subject was given a perfect bill of health by doctors and it was learned that the entire incident was a complete fabrication. When the subject was questioned about faking the illness by officers, he became combative toward the medical staff and police officers. The subject was restrained and successfully transported to the Central Processing Unit (CPU) without further incident. Charles Terry was charged him with the following: Theft Under $100.00, Disorderly Conduct, and Obstruction of Justice / Hindering Police.

Arrests made for Armed Robbery-Community Advisory

On Saturday, October 30th at approximately 10:37 p.m. Takoma Park Police officers responded for a report of an armed robbery in the 7000 block of Carroll Avenue. The victims were sitting at the bus stop in front of Victory Towers when they observed two male subjects with their faces covered across the street. The two males were described as "boyish" because they seemed to be engaged in horseplay and were giddy and jumping around. Although they approached the victims with their faces covered, the victims took notice but were not alarmed. The suspects pretended to be looking at the bus stop run times, and then Suspect #1 pulled out a black handgun and pointed it at the couple. He put it back in his waistband so they could still see it. Suspect #1 demanded the victims phones while Suspect #2 stood off to the side as a look out.

The female victim fumbled through her bag trying to find her phone. Suspect #1 became impatient with the delay and yanked the entire bag from her hands. Then the suspects took the male victim's jacket, wallet and his watch. The two suspects traveled southwest on foot through the park toward Westmooreland Avenue. A K-9 track was able to confirm the route of escape but went no farther then the park.

A short time after the armed robbery in Takoma Park, Fairfax County Police apprehended the two suspects after they were caught attempting another armed robbery in that jurisdiction. The suspects are facing similar armed robbery charges in Virginia and property belonging to the armed robbery victims in Takoma Park was recovered. This was a collaborative effort involving the Takoma Park Police Department and the Fairfax County Police Department.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Anthony Petway 22, Robert Robinson 22, Daniel Fox 21, James Tinner 24, and Tavon Zackery 19, all of Washington D.C. for Conspiracy to commit 4th Degree Burglary, Theft under $1000.00, Possession of Burglary tools, and other related charges.


On October 28, 2010 at approximately 11:18 a.m. a citizen from the 7100 block of Holly Avenue called to report suspicious activity involving a vehicle. The license plate number of the suspicious vehicle was passed along to officers on patrol. Takoma Park Police officers observed the vehicle in the 7300 block of Holly Avenue where multiple burglaries have occurred recently. The subjects in the vehicle were seen looking into houses and knocking on the front doors of the residences on Holly Avenue just prior to being stopped. Officers located the vehicle and the vehicle was searched upon consent of the driver. A laptop computer that was stolen the same morning from an address in Washington D.C. was recovered and identified. The subjects had burglary tools and latex gloves in their possession. The five occupants of the vehicle were arrested and during questioning implicated themselves in the Washington D.C. burglary and on the intent to commit burglaries in the City of Takoma Park.

This was a collaborative effort among agencies, including the Takoma Park Police Department, Montgomery County Police Department and the D.C. Metropolitan Police Department. All the subjects were transported to the Central Processing Unit (CPU) without incident.

A Message from the Chief of Police regarding the Refuse to be a Victim Seminar – Community Advisory

I want to thank all of our residents who attended the two sessions of the Refuse to be a Victim seminar. I hope all of you who attended walked away with valuable information. As I mentioned at each session, this was a pilot project. Your evaluations have proven to be invaluable in assessing the program. As I mentioned, this is normally a four hour program taught over two nights, or a half a day on Saturday. We were experimenting with this format in an effort to further evaluate and plan for future sessions, based on the overwhelming feedback for more seminars like this. I am therefore asking for further feedback. Please let me know how long you think these sessions should be and when. Please identify the top four topics we should cover more or did not cover enough or at all. Your input is very important to me.

Our instructor, Janice Hart, expressed her thanks for the warm welcome and very enthusiastic interactive audience that she worked with.

Weather Alert - Community Information

Another round of severe storms possible this afternoon. Tornadoes, hail, winds of 70 MPH possible.

The National Weather Service has issued a TORNADO WATCH for Montgomery County effective immediately until 8 pm tonight. Atmospheric conditions are favorable for tornadic development in some of these storms.

Be prepared. Tornadoes can form from severe thunderstorms with little or no advanced warning. Know your safe room in your home, at school, and at work. If driving and a tornado is spotted, leave your car immediately and move to shelter or a low lying area. Do not use highway overpasses as shelters. Remain alert for the issuance of warnings.

Arrest Made in Montgomery College Assault - News Release

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Oritse Ayu, 29, of Baltimore, Maryland, for 2nd degree assault and indecent exposure.

On October 9, 2010, Takoma Park Police responded to the 7600 block of Takoma Avenue (Montgomery College) for reports of a male subject who assaulted a female who was sitting in the school library. The victim was sitting in the library when the male subject walked past her and ejaculated on her arm. When the victim turned to the subject, he was standing behind her with his "private parts" pulled out of his pants. The victim was able to get a good look at the subject before he fled the scene. The victim immediately went to the reception desk to report the incident. The receptionist contacted campus security and the Takoma Park Police Department. While contacting police, the subject re-entered the area where the victim was standing and spoke to her and then fled again from the library. The subject is unknown to the victim. DNA evidence was obtained from the victim. Campus security chased the subject on foot through the campus and witnessed him enter a maroon, four-door sedan displaying Maryland tags. The subject fled the area on Fenton Street towards Takoma Avenue.

Working with surveillance video obtained from the college campus, detectives were able to identify Ayu as the suspect. With the assistance of Montgomery County’s Repeat Offender’s section (ROPE), Ayu was located in Baltimore, Maryland, arrested and transported to Takoma Park, Maryland. Ayu has been charged and transported to the Montgomery County Central Processing Unit.

Residential Burglary; Linked Events - Community Advisory

On October 25, 2010, at approximately 5:09 p.m., Takoma Park Police responded to the 7300 block of Holly Avenue for reports of a residential burglary that had occurred between 3:30 p.m. and 4:50 p.m. The victim arrived home to find property discarded near the front right side of the residence. Unknown subject(s) made entry through an unsecured rear basement door. Property was taken. A K-9 search was conducted with negative results. Investigation continues under case #10052649.

Upon further investigation, two other crimes have been linked to this residential burglary. At approximately 4:20 p.m., Takoma Park Police responded to the area of Jackson Avenue at Boyd Avenue for a suspicious situation. The victim was in the park with her children when she observed a black male, approximately 5’6, skinny with dreadlocks, last seen wearing a black shirt, black sweater and black or blue jeans standing at the entrance to the park staring at the attendees within the park. She then saw him approach the passenger side of her vehicle, pull out a set of unknown tools and begin prying the window of her vehicle. The victim approached and startled the subject who fled, driving an older model light blue/silver box-style taxi at a high rate of speed on Jackson Avenue turning west on to Route 410. A look out was broadcast. Investigation continues under case #10052678.

Another call was dispatched by communications to respond to the 7300 block of Cedar Avenue for a suspect, matching the description of the subject above, who startled a homeowner when the victim observed him on the front porch. When asked why he was there, the subject indicated he was looking for “Mikey.” The subject immediately walked towards a taxi, matching the one in the look-out given above, he got in and fled at a high rate of speed on Cedar Avenue making a right on to Holly Avenue. Investigation continues under case #10052676

At approximately 4:47 p.m., a Takoma Park Police officer observed the subject vehicle on Holly Avenue turning on to Philadelphia Avenue. As the officer maneuvered her vehicle to catch up to the subject vehicle, it began traveling at a high rate of speed on Philadelphia Avenue towards Piney Branch Road. Because of the high rate of speed, the officer was only able to see that the taxi displayed District of Columbia vehicle tags. Another Takoma Park Police officer was in the area of Philadelphia Avenue and observed the subject vehicle traveling towards Piney Branch Road north bound at a high rate of speed. The subject vehicle was then at Piney Branch Road at Mississippi Avenue where there was construction. Workers at the construction site pointed in the direction the subject vehicle was heading to assist officers in locating the subject vehicle. It is believed the subject vehicle turned west on to Sligo Avenue from Mississippi Avenue and headed in an unknown direction at that point. Officers continued on Sligo Avenue towards Georgia Avenue with no additional observance of the subject vehicle. Silver Spring Police Dispatch were notified of the above events.

Residential Fire - Community Advisory

On October 26, 2010, at approximately 7:30 a.m., Takoma Park Police were dispatched to the 7200 block of Willow Avenue for the report of an alarm. Initial units arrived at the residence and discovered smoke emitting from a second story window. Fire rescue also arrived and made forced entry into the residence. The fire was isolated to a sewing machine located on the first floor. Damage was limited to smoke and ventilation. There were no injuries.

Secure Your Home - Community Advisory

SECURE YOUR HOME!

Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:

1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!

2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.

3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.

4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.

5. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.

6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.

7. Be one step ahead of the burglar - case your own home and look for easy ways into your home and then take appropriate measures to correct it.

8. A big problem in our City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.

9. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?

10. Burglars know where to look for hidden keys. Do not leave one.

These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.

The Takoma Park Police Department currently has a task force in place made up of a Crime Analyst, detectives and patrol officers. We are committed to reducing the amount of crime in Takoma Park.

Arrest Made for 1st and 2nd Degree Assault; Other Offenses - News Release

FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Miguel Santana Lucas, 21, of Hyattsville, Maryland, for 1st and 2nd degree assault, two (2) counts of concealed dangerous weapon, theft under $100, and possession of counterfeit documents.

On October 21, 2010, at approximately 1:45 p.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue (TJ Liquor) for reports of a theft and assault in progress. Police arrived and detained Lucas. Investigation revealed that Lucas stole property from the establishment and then proceeded to assault the victim when confronted.

Lucas was transported to the Montgomery County Central Processing Unit without incident.

Greenbelt, Maryland - A federal grand jury indicted Corey Moore, age 35, of Takoma Park, Maryland, late yesterday on charges of possession with intent to distribute controlled substances, specifically cocaine and phencyclidine (PCP); possession of firearms in furtherance of a drug trafficking crime; and being a felon in possession of guns and ammunition.

The indictment was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Theresa R. Stoop of the Bureau of Alcohol, Tobacco, Firearms and Explosives - Baltimore Field Division; Chief Ronald A. Ricucci of the Takoma Park Police Department; Chief J. According to the four count indictment, on September 25, 2010, Moore possessed with intent to distribute powder cocaine. The indictment further alleges that on September 27, 2010, Moore possessed with intent to distribute one kilogram or more of PCP. According to the indictment, on September 27, 1010, Moore also possessed an Israel Weapon Industries, Model Desert Eagle, .44 caliber, semi-automatic pistol; and a Smith & Wesson, Model 64-3, .38 caliber revolver, as well as six rounds of .38 caliber ammunition. The indictment alleges that Moore had the guns to further his drug trafficking, and further alleges that he was prohibited from possessing the guns and ammunition due to a previous felony conviction.

Moore faces a maximum sentence of 20 years in prison for possession with intent to distribute cocaine; a minimum of 10 years and a maximum of life in prison for possession with intent to distribute one kilogram or more of PCP; five years in prison, consecutive to any other sentence imposed, for possession of a firearm in furtherance of a drug trafficking crime; and a maximum of 10 years in prison for being a felon in possession of guns and ammunition. Moore remains detained pending his an initial appearance in U.S. District Court in Greenbelt, which has not yet been scheduled.

An indictment is not a finding of guilt. An individual charged by indictment is presumed innocent unless and until proven guilty at some later criminal proceedings.

United States Attorney Rod J. Rosenstein praised ATF, the Takoma Park Police Department, Montgomery County Police Department and the Montgomery County State’s Attorney’s Office for their work in the investigation. Mr. Rosenstein thanked Assistant United States Attorneys Mara Zusman Greenberg and George Hazel, who are prosecuting the case.

Halloween Safety Tips - Community Advisory

It’s that time of year again. Time for all the little witches, ghosts and goblins to go out in search of treats. Halloween is an exciting time for children of all ages, but we want to make sure they understand how to keep themselves safe, whether they are with their parents or out with friends.

- Make sure your child’s costume is bright and reflective since it will become dark outside during the course of their trick or treating. If it’s not, consider putting reflective tape or stripping on their costumes. Make sure their shoes fit well and their costumes are short enough that they don’t find themselves tripping.

- Put your child’s name, address and phone number somewhere on them, especially for little ones, in case they get separated from you.

- Review with your child “Stop-Drop-Roll” in case their costume does come in contact with fire.

When trick-or-treating, remind your child(ren):

By using a flashlight, they can see and be seen by others.
Stay in a group, walk slowly and communicate where you are going.
Only trick-or-treat in well known neighborhoods at homes that have a porch light on.
Remain on well-lit streets and always use the sidewalk.
If no sidewalk is available, walk at the farthest edge of the roadway facing traffic.
Never cut across yards or use alleys.
Never enter a stranger's home or car for a treat.
Obey all traffic and pedestrian regulations.
Always walk. Never run across a street.
Only cross the street as a group in established crosswalks.
Remove any mask or item that will limit eyesight before crossing a street, driveway or alley.
Don't assume the right of way. Motorists may have trouble seeing Trick-or-Treaters. Just because one car stops, doesn't mean others will.
Never consume unwrapped food items or open beverages that may be offered.
No treats are to be eaten until they are thoroughly checked by an adult at home.
Law Enforcement authorities should be notified immediately of any suspicious or unlawful activity.

October 14, 2010 (11:58 a.m.)
FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Davon Allen Parker, 24, of Washington, D.C., for burglary.

On August 31, 2010, Takoma Park Police responded to Hickory Avenue for reports of a residential burglary that had occurred between 11:00 a.m. and 6:00 p.m. Entry to the residence was made by removing a screen from the rear of the house and then crawling through an unlocked/unsecured window. Property was taken.

Through investigation, Parker was developed as a suspect, and on October 12, 2010, he was arrested for the burglary. Parker was transported to the Takoma Park Police Department. Through further investigation, it was revealed that Parker was also involved in at least one other burglary and at least one attempt burglary, both in the City.

Parker was transported to the Montgomery County Central Processing Unit without incident.

This was great investigation work by detectives and the Tactical Enforcement Unit.

Criminal Citation Issued for Consuming Alcoholic Beverages on Public Property - Community Advisory

On October 11, 2010, at approximately 8:50 p.m., Takoma Park Police were on routine patrol in the 7400-7500 blocks of Takoma Avenue (Belle Ziegler Park). While patrolling the park, an officer observed a subject under the pavilion who started to walk away from the park upon seeing the police officer. The officer approached the subject and immediately smelled an odor of alcohol. Through investigation, it was determined that the subject was drinking alcohol in the park. Andre Jackson, 43, of Washington, D.C. was issued a criminal citation for consuming alcoholic beverages on public property.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Kuru Wondwosen, 42, of Takoma Park, Maryland, for indecent exposure.

On October 10, 2010, at approximately 11:36 p.m., Takoma Park Police responded to the 900 block of University Blvd. for reports of an attempt rape. The victim was a patron of a taxicab being driven to her residence. After being dropped at her residence, the victim realized she left her cell phone in the taxi. She used a pay phone to contact the taxi driver to ask that he bring her phone back to her. At first Wondwosen said he could not, but then changed his mind after being told he would be paid. When Wondwosen arrived back to where the victim was waiting, he opened the front passenger side door and told her to “get in.” The victim refused and again asked for her phone. The victim then noticed that Wondwosen’s pants were unzipped and his “private parts” exposed. Wondwosen finally gave the victim her phone and she fled to a neighbor’s residence and called police. Wondwosen left the area.

At approximately 11:46 p.m., Takoma Park Police met with Montgomery County Police officers in the 1100 block of Bonifant Street with the taxi that matched the description given by the victim. Wondwosen was positively identified and he was placed under arrest and transported to the Montgomery County Central Processing Unit.

Attempt Robbery - Community Advisory

On October 9, 2010, at approximately 8:00 p.m., Takoma Park Police responded to the 6900 block of Carroll Avenue after a citizen entered the police station on Maple Avenue to report that two subjects attempted to rob him. The victim made a withdrawal from the Bank of America ATM located in the 6900 block of Carroll Avenue and then began walking in the rear parking lot of the bank towards Maple Avenue. The victim was approached by two subjects who at first asked for money and then demanded money. One of the subjects implied that he was carrying a weapon. The victim fled on foot. No property was taken. The subjects are described as:

Subject 1: Black male, 15-18 years old, 5’8 – 5’9, last seen wearing a navy/blue jacket, red baseball cap with a white logo.

Subject 2: Black male, 15-18 years old, 5’9 – 5’11, short hairstyle, last seen wearing a brown jacket.

Sexual Assault - Community Advisory

On October 9, 2010, Takoma Park Police responded to the 7600 block of Takoma Avenue (Montgomery College) for reports of a male subject who assaulted a female who was sitting in the school library. The victim was sitting in the library when the male subject walked past her and ejaculated on her arm. When the victim turned to the subject, he was standing behind her with his "private parts" pulled out of his pants. The victim was able to get a good look at the subject before he fled the scene. The victim immediately went to the reception desk to report the incident. The receptionist contacted campus security and the Takoma Park Police Department. While contacting police, the subject re-entered the area where the victim was standing and spoke to her and then fled again from the library. The subject is unknown to the victim. DNA evidence was obtained from the victim. Campus security chased the subject on foot through the campus and witnessed him enter a maroon, four-door sedan displaying Maryland tags. The subject fled the area on Fenton Street towards Takoma Avenue. Investigation is on-going under case #10049990.

Move Over Law Now in Effect - Community Advisory

On October 1st, a newly enacted law went into effect throughout the
state of Maryland. It has been referred to as the “Move-Over” law
and is designed to increase the safety of first responders stopped
alongside the roadways throughout the State.

The purpose of this law is to provide an increased layer of separation
between the law enforcement officer, fire/rescue personnel, and/or
motorists stopped on the shoulder of a highway. This is accomplished by
motorists either safely moving out of the travel lane next to where the
emergency vehicle - operating it’s emergency lights is, or if that is
not possible, to reduce their speed while passing the stopped emergency
vehicle.

Under Transportation Article Title 21, Section 405 (e):

Duty of driver upon approach of emergency vehicle on highway. –
(Abbreviated)


When an emergency vehicle using any visual signal is stopped, standing,
or parked on a highway, the driver of a motor vehicle approaching the
emergency vehicle from the rear shall:

(1) If practicable and safe to do so, make a lane change into an
available lane not immediately adjacent to the emergency vehicle;
OR

(2) If the driver is unable to make a lane change, slow to a
reasonable and prudent speed that is safe for existing traffic
conditions.

The penalty for violating this law include a $110.00 fine and (1) point
or if the violation contributes to a collision - a $150.00 fine and (3)
points. If the violation results in serious bodily injury or death, the
penalty is a $750.00 fine and (3) points in addition to other criminal
and civil sanctions.

Thirteen Things an Identity Theft Won’t Tell You – Community Information

Watch your back in line at the grocery store. I’ll hold my phone like I’m looking at the screen and snap your card as you’re using it. Next thing you know, I’m ordering things online – on your dime.

That red flag tells the mail carrier – and me – that you have outgoing mail. And that can mean credit card numbers and checks. I can reproduce.

Check your bank and credit card balances at least once a week. I can do a lot of damage in the 30 days between statements.

In Europe, credit cards have an embedded chip and require a PIN, which makes them a lot harder to hack. Here, I can duplicate the magnetic stripe technology with a $50 machine.

If a bill doesn’t show up when it’s supposed to, don’t breathe a sigh of relief. Start to wonder if your mail has been stolen.

That’s me driving through your neighborhood at 3 a.m. on trash day. I fill my trunk with bags of garbage from different houses, then sort later.

You throw away the darnedest things – preapproved credit card applications, old bills, expired credit cards, checking account deposit slips, and crumpled-up job or loan applications with all of your personal information.

If you see something that looks like it doesn’t belong on the ATM or sticks out from the card slot, walk away. That’s the skimmer I attached to capture your card information and PIN.

Why don’t more of you call 888-5-OPTOUT to stop banks from sending you preapproved credit offers? You’re making it way too easy for me.

On October 6, 2010, Emilio Osorio-Osorio, 24, of Silver Spring, Maryland, after a three day trial, was found guilty in the Circuit Court for Montgomery County of Attempted Murder and First Degree Assault for a stabbing which occurred on July 3, 2009, at the Tijuana Café. Sentencing is scheduled for December 9, 2010.

On July 3, 2009, at approximately 9:45 p.m., Takoma Park Police responded to the 900 block of University Blvd., Tijuana Café, for reports of an assault that occurred within the establishment. The victim was in Tijuana Café when he was assaulted by Osorio-Osorio, with a knife, who cut him in several places about his body. After the assault, Osorio-Osorio fled the establishment and was later apprehended. The victim was transported and treated at the Washington Hospital Center for serious but non-life threatening injuries.

Residential Burglary - Community Advisory

On October 7, 2010, at approximately 4:23 p.m., Takoma Park Police responded to the 7100 block of Maple Avenue for reports of a residential burglary that had occurred earlier between 3:45 p.m. and 4:08 p.m. Unknown subject(s) made entry by unknown means and took property. A K-9 search was conducted with negative results.

7300 block of New Hampshire Avenue, on Wednesday, October 6, at 1:24 p.m., two males 14 and 21 were arrested for 4th degree burglary, malicious destruction of property, and other related charges.

1200 block of Merwood Avenue, on Saturday, October 2 at 10:15 a.m., unknown suspects entered a vacant residence and damaged several fixtures. Stolen property is pending.

7400 block of Wildwood Drive, between Saturday, October 2 at 3:00 p.m. and Sunday, October 4 at 2:36 p.m., unknown suspects(s) entered victim’s vehicle through an unlocked door, rummaged through property but did not take anything.

Armed Robbery - Community Advisory

On October 6, 2010, at approximately 10:04 p.m., Takoma Park Police responded to the 7800 block of Lockney Avenue for reports of an armed robbery that had just occurred. The victim was walking home from the CVS in Langley Park when she was assaulted from behind by two black males at the intersection of Kirklynn Avenue and Lockney Avenue. The subjects approached her from behind and assaulted her about the head with an unknown brown handgun, forcing her to the ground. Property was taken from the victim and the subjects then fled on foot in an unknown direction. A K-9 track was conducted which led officers down Kirklynn Avenue to Kennewick Avenue and ended in the area of the 7800 block of Kennewick Avenue, where the track was lost. The victim did not sustain serious physical injury. The subjects are described as:

Subject 1: Black male, 30-40 years of age, 5'6 - 5'9, 150-160 lbs., medium build, narrow face, last seen wearing a black nylon hooded jacket and dark colored pants.

Subject 2: Black male, 5'10-6'0, slim build, unknown clothing description.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Walter Roberto Martinez, 21, of Riverdale, Maryland, and a 14-year old male juvenile, also of Riverdale, Maryland, for 4th Degree Burglary and Malicious Destruction of Property. Additional charges are pending.

On October 6, 2010, at approximately 1:24 p.m., Takoma Park Police were dispatched to the 7900 block of Wildwood Drive, Takoma Park, Maryland, for reports of the sounds of glass breaking in the vicinity. While responding to the call, the dispatch office received another call from a resident in the 7300 block of Wildwood Drive indicating that there were suspicious subjects on the property in the 7300 block of New Hampshire Avenue shattering the windows to the residence. When officers arrived at the scene in the 7300 block of New Hampshire Avenue, they observed two individuals slam the front door to the residence and flee out the back door, jumping a fence and running towards Wildwood Drive. Police officers and K-9 pursued the subjects on foot. An officer spotted both subjects and challenged them. She was able to place both subjects on the ground and with the aid of a back up officer, secured and searched both subjects without further incident. The residence that had been burglarized and destroyed was vacant and recently had been rehabilitated and placed on the market for sale. Investigation revealed that both subjects forced entry to the residence, vandalized the interior walls and shattered the windows and doors. Damage is estimated at over $20,000. Both subjects were arrested. Martinez was transported to the Montgomery County Central Processing Unit and the 14-year old juvenile is being held at a juvenile facility pending placement.

Attempt Residential Burglary - Community Advisory

On October 6, 2010, at approximately 6:17 a.m., Takoma Park Police responded to the 7300 block of New Hampshire Avenue for reports of an attempted residential burglary. Unknown subject(s) attempted to open the side screens and windows on the right side of the house. Entry was not made. While checking an adjacent house, a broken door window was found in the rear of the house. That house was vacant. There is no suspect information. Investigation continues under case #10049374. On October 5, 2010, Tony Victor Dickens, 20, of Silver Spring, Maryland, pled guilty in the Montgomery County Circuit Court to robbery. Dickens was sentenced to three years incarceration, all but 15 months suspended. His co-defendant, Jose Antonio Lopez, will stand trial.

On June 15, 2010, at approximately 7:30 p.m., Takoma Park Police responded to a robbery that had just occurred in front of the Chevy Chase Bank located in the 7600 block of New Hampshire Avenue. The victim had used the ATM at this location and while walking to his vehicle in the parking lot he was approached by one of the subjects who demanded his money. A struggle ensued between the subject and victim at which time the subject took the money and fled from the parking lot on to Kirklynn Avenue. There, the subject entered a red Nissan Maxima on the passenger side, which was parked facing the opposite direction on Kirklynn Avenue, and fled on Kirklynn Avenue towards Carroll Avenue.

A look-out was broadcast for the red Nissan Maxima. Montgomery County Police Special Assignment Team (SAT) units in the area located the vehicle and followed it to a Giant shopping center located in the 8700 block of Arliss Street, Silver Spring, Maryland. While in the Giant parking lot, the front passenger exited the vehicle and grabbed at a purse from a victim. The purse fell to the ground and the subject picked it up and ran back towards the red Nissan Maxima. A Takoma Park Police Officer pursued the subject on foot. The subject fled into the wooded area behind the apartment buildings located on Arliss Street. The driver of the red Nissan Maxima also fled the area. Despite the collective and exhaustive efforts of Takoma Park Police, Montgomery County Police, Montgomery County Police K-9 and Maryland State Police, the subjects were not apprehended.

Later on the same day, the Montgomery County Police SAT stopped the red Nissan Maxima at the intersection of Colesville Road at University Blvd. The vehicle was registered to Jose Antonio Lopez, Jr., who was driving the vehicle. Lopez was arrested and transported to the Montgomery County Central Processing Unit and charged with conspiracy to commit robbery.

On June 16, 2010, members of the Montgomery County Department of Police Repeat Offenders Section (ROS) were contacted by their SAT to assist with a robbery suspect that had fled on foot June 15th. On that date, at approximately 2:50 p.m., a subject matching the description of the robbery suspect, later identified as Tony Victor Dickens, Jr., was observed walking in the 200 block of Harlequin Terrace. Dickens was followed to the Exxon Station located at Randolph Road and Old Columbia Pike, Silver Spring, Maryland, at which time he was stopped by police. Investigation revealed that Dickens was the second subject being sought for the robbery on June 15th. Dickens was arrested and transported to the Montgomery County Central Processing Unit and charged with conspiracy to commit robbery.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Avery Fuller, 16; Elijah Allen, 16; and Avery Freeman, 17; all of Washington, D.C., for Armed Robbery, Assault First Degree, Assault Second Degree, Theft $1,000 to under $10,000, Use of a handgun in the commission of a felony, Unlawful taking of a motor vehicle, Unauthorized removal of property and Theft less than $1,000. Fuller and Allen are being held at the Montgomery County Central Processing Unit and Freeman is at Suburban Hospital for observation from injuries suffered in the accident. All three are being charged as adults.

On October 3, 2010, at approximately 3:56 p.m., there was an armed robbery and 1st degree assault in the 6900 block of New Hampshire Avenue, Takoma Park, Maryland (Eastern Carry-out). The three subjects entered the business and robbed one customer and two employees of the business. The subjects were each armed with semi-automatic handguns. The subjects obtained property and fled in a Burgundy Dodge Intrepid. A Takoma Park officer spotted the subject vehicle traveling at a high rate of speed on Lincoln Avenue at Elm Avenue. The vehicle continued traveling at a high rate of speed west on Lincoln Avenue when it lost control at Lincoln at Boyd Avenue and flipped over and struck multiple vehicles before coming to rest on its roof in the 300 block of Lincoln Avenue. All three subjects in the vehicle exited and fled on foot. With the assistance of K-9 and officers, a perimeter was established which aided in the capture of two of the three subjects. An active search continued for the third subject. A U.S. Park Police and Maryland State Police helicopter were utilized in the search.

At approximately 6:40 p.m., the third subject was apprehended. Chief Ricucci thanks his Takoma Park Police officers, Takoma Park K-9, Montgomery County Police, Montgomery County K-9, U.S. Park Police and Maryland State Police for the use of their helicopters. This w an excellent multi-jurisdictional apprehension with a successful conclusion and no one injured.

A Takoma Park officer spotted the subject vehicle traveling at a high rate of speed on Lincoln Avenue at Elm Avenue. The vehicle continued traveling at a high rate of speed west on Lincoln Avenue when it lost control at Lincoln at Boyd Avenue and flipped over and struck multiple vehicles before coming to rest on its roof in the 300 block of Lincoln Avenue. All three subjects in the vehicle exited and fled on foot. With the assistance of K-9 and officers, a perimeter was established which aided in the capture of two of the three subjects. There is an active search of the third subject at this time. A U.S. Park Police helicopter is on-scene assisting officers with the search. Citizens are being asked to remain inside while the search continues. Additional information will follow as it becomes available.
