Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Fredy DeJesus Monroy, 37, of Capitol Heights, Maryland, for attempt kidnapping, false imprisonment, second degree assault and malicious destruction of property.
On April 12, 2011, at approximately 1:26 a.m., Takoma Park Police responded to the 7400 block of New Hampshire Avenue for the report of an attempted kidnapping. The victim was walking home northbound on New Hampshire Avenue through a parking lot when a pick-up truck pulled up beside her. A male exited the vehicle and attempted to grab her and put her in the truck. The victim was able to pull away from the suspect and several cars passing by stopped to help her. The suspect got back into his truck and fled northbound on New Hampshire Avenue. The victim described her attacker and his vehicle to police.
Through investigation, Monroy was developed as a suspect. On October 11, 2011, a warrant was applied for and obtained by detectives in the Takoma Park Police Department. With the assistance of Capitol Heights Police and Seat Pleasant Police, Takoma Park Police responded to Monroy’s residence in Capitol Heights, Maryland, and served him with the warrant. Monroy was taken into custody and transported to the Takoma Park Police Department. Shortly after, he was transported to the Montgomery County Central Processing Unit in Rockville, Maryland, where he is being held pending a hearing before a Commissioner.
