Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Deondray Osbourne, 22, and Raphfel Osbourne, 20, both of Washington, D.C., for possession of Controlled Dangerous Substance (CDS), two counts of possession of Controlled Dangerous Substance (CDS) paraphernalia, two counts of theft and conspiracy to commit theft.
On October 9, 2011, at approximately 10:43 a.m., while on patrol in the area of Elm Avenue and Hickory Avenue, Takoma Park Police observed a suspicious vehicle which was occupied by three individuals. The vehicle attempted to flee from the police and turned down the dead end street of Circle Avenue at which time one of the occupants of the vehicle got out and fled. A traffic stop was initiated on Circle Avenue. The driver asked the officer for directions, for which the officer assisted him. During this time, in plain view of the officer was Controlled Dangerous Substance (CDS) paraphernalia. Because of the plain view of the CDS paraphernalia, a K-9 was requested at the location. The K-9 alerted on the vehicle, which means the K-9 smelled drugs in the vehicle. Controlled Dangerous Substance (CDS) was recovered from the vehicle. Both subjects were arrested.
A search of the vehicle incident to arrest revealed items that linked the occupants to a theft from auto that had occurred on October 9th in the unit block of Valley View Avenue, as well as one that had occurred on October 7th in the 200 block of Park Avenue. Further checks of pawn history revealed that the subjects were responsible for a theft from auto from Holly Avenue that occurred on September 19th. Charges are pending for that theft from autos. There were also other items that were recovered from the vehicle that have not yet been linked to any thefts or burglaries, but investigation continues under case #11050103.
