WINTER WEATHER ADVISORY and WINTER STORM WATCH - Community Advisory

A Winter Weather Advisory and a Winter Storm Watch are now in effect for Montgomery County. Two phase storm system expected to effect Montgomery County over the next 48 hrs. The first part of the storm will move through overnight tonight with light sleet and freezing rain. Up to .1" of ice and sleet possible from the first part of this storm and this part of the storm is covered by a Winter Weather Advisory from midnight tonight through noon tomorrow.

After a short break in precipitation tomorrow, the second more significant part of the storm will move through Tuesday evening-Wednesday and is covered by a SEPARATE Winter Storm Watch. Some guidance does indicate that up to .50" of glaze ice is possible during the second phase of the storm for areas of North Montgomery County. If this amount does appear likely, a warning will be issued reflecting these amounts.

A WINTER WEATHER ADVISORY is issued when frozen precipitation is expected which may impact travel. Travel during the Tuesday morning rush hours may become hazardous. Caution should be used during any travel.

UPDATE - Bank Robbery with Hostage-Officer Involved Shooting - Suspect Identity Released - Community Advisory


Detectives from the Montgomery County Police Major Crimes Division continue to investigate the bank robbery and the officer-involved shooting of the bank robbery suspect that occurred Friday, January 28, in Takoma Park. Today they are ready to release the suspect’s identity.

The bank robbery suspect was determined to be Carlos Rudolfo Espinoza Arcia, age 43, from the 5400 block of Sargent Road in Hyattsville, Maryland, in Prince George’s County.

Yesterday before noon, detectives received information from two sources to help them advance the confirmation of the identity of the suspect responsible for Friday’s bank robbery with hostage. Takoma Park Police received a call from a co-worker of the probable suspect to report that the co-worker had not come to work for the past two days. The place of employment was in Washington, D.C. A very short time later, Prince George’s County Police received a missing person report from a landlord, to make notification that a man who rented a room in Prince George’s County from him, had not been seen for two days. Both callers provided the same name as the probable bank robbery suspect. Officers responded to the residence in Prince George’s County and located an additional gun, sponges, copper wire, and aluminum foil.

The names of the involved officers from both the Takoma Park Police Department and Prince George’s Police Department were released on Saturday, January 29. The names of the three officers from Takoma Park Police are: Acting Lieutenant Tyrone Collington, Sr., Support Services Division Commander, with the TPPD for 12 years; Corporal Thomas E. Black, Patrol Division, with the department for 5 years; and Private First Class David M. Quante, Jr., Patrol Division, with the department for 5 years. The names of the three involved officers from the Prince George’s County Police Department are: Acting Sergeant Robbie Loveday, with the PGPD for 13 years; Corporal Bryan Medina, with the department 8 years; and Police Officer First Class Osiris Lopez, Jr., with the department for 5 years. They are all assigned to the Hyattsville District Station. As is standard procedure, the involved officers remain on administrative leave pending the outcome of the investigations.

It was just before 9:30 a.m. on Friday, January 28, that Takoma Park Police, Prince George’s County Police, and 3rd District Montgomery County Police officers responded to the Capital One Bank located at 1181 University Boulevard East in Takoma Park for the report of a bank robbery in progress involving a hostage.

The preliminary investigation revealed that a lone male suspect entered the bank at approximately 9:22 a.m. armed with a 9mm handgun, and carrying what were later determined to be two bogus explosive devices. One of the bogus devices was carried on his shoulder and the other he later placed on the bank counter. He approached a teller and speaking in Spanish demanded cash. A “Good Samaritan” adult male bank customer attempted to wrestle the gun away from the suspect, but the suspect pistol whipped him, and remained in control. While the suspect couldn’t see what was going on, a bank employee placed a dye pack in with the cash. There were five employees and one customer in the bank during the bank robbery.

Takoma Park Police officers, who were patrolling in the shopping center area where the bank is located, were the first to arrive at the scene while the suspect was still inside the bank. They established a perimeter and were joined by responding Prince George’s County Police officers and then Montgomery County Police officers. The suspect grabbed an adult female bank teller, and while holding a gun to her, used her as a shield as he exited the bank. Officers repeatedly gave verbal commands to the suspect to drop his gun. The suspect did not comply, and as the suspect with hostage were outside the bank, the dye pack exploded. The suspect stepped back, slipped on some ice, and the hostage was able to free his grasp and run from him. He immediately ran after her with his gun pointed at her. Officers continued their verbal demands to him to drop his weapon. When he did not comply and the hostage was out of his grasp, six officers - three Takoma Park Police and three Prince George’s County Police - fired at the suspect. The officers immediately rendered first aid to the suspect until Fire and Rescue personnel arrived. The suspect was pronounced dead at the scene. A Prince George’s County officer was grazed in the leg by a ricocheting bullet. No one else was struck or injured by the exchange of gunfire.

The number of shots fired and the circumstances surrounding the shooting remain under investigation. It is apparent that the officers exhibited restraint in firing at the suspect. At this stage of the investigation there is no evidence that the suspect fired his weapon.

Because of the presence of two potentially explosive devices, one on the suspect and one in the bank, a thorough investigation was conducted by the Montgomery County Fire and Explosives Unit. It was determined that both “devices” were kitchen sponges, 4” x 5” x 1” in size, wrapped in aluminum foil, secured with duct tape, and had several thin copper wires protruding from them.

The female hostage received a very minor scrape to her arm as she was being forced out of the bank. She received a medical check-up at an area hospital and was released. The Prince George’s County Officer grazed by a bullet received treatment at an area hospital and was released. The male bank customer who was pistol-whipped remained hospitalized yesterday.

Montgomery County Police continue to conduct the investigation of the bank robbery and of the Takoma Park Police and Prince George’s County Police officer-involved shooting incident which occurred in Montgomery County. Both the Takoma Park Police and Prince George’s County Police Departments are conducting internal investigations into their respective officer-involved shootings. Anyone who has information pertaining to the suspect is asked to call the Robbery Section at 240-773-5100. The investigations are continuing.

Winter Storm Watch - Community Advisory

A freezing rain event now expected to impact the region from Tuesday evening through Wednesday morning. Significant travel impact may be possible during the Wednesday morning rush hours.

The National Weather Service has issued a WINTER STORM WATCH for Montgomery County. This is expected to be a mixed winter weather event for Montgomery County with up to a 1/4" of glaze ice possible.

Residents should begin Winter Storm preparations which should consider the potential of significant ice accumulations within the next 48 hours. Please remain alert for the issuance of additional Warnings.

A winter storm watch is issued when there is the potential for significant snowfall and hazardous winter weather within 48 hours.

Chief Ronald A. Ricucci announced in March 2009 that the City of Takoma Park, Maryland, began working with ACS Solutions, and had installed speed cameras: one in the 7200 block of New Hampshire Avenue (southbound) and the 7100 block of New Hampshire Avenue (northbound). Two cameras had also been installed in the eastbound and westbound lanes of the 500 block of Ethan Allen Avenue.

**An additional portable speed camera has been placed in the 900 block of eastbound University Boulevard.**

For this new portable speed camera, beginning January 31, 2011, until February 13, 2011, the Takoma Park Police will be issuing warnings to violators driving 12 miles over the speed limit. On February 14, 2011, the Takoma Park Police will begin issuing citations. The Police Department issues citations and makes all decisions regarding citations.

The revenue from this program may be used for the following initiatives in the City:

- Contractual program staffing
- Sidewalk installation
- Trafficking calming measures
- Engineering assistance to help with sidewalk design and installation
- Engineering or planning assistance for bikeways in the City
- Traffic enforcement equipment, i.e., radar, radar display boards, etc.
- Traffic enforcement details

There are other areas in highway safety that these funds can be used.

Chief Ronald A. Ricucci of the Takoma Park Police Department will be interviewed on NBC Channel 4 News at 11:00 a.m. on Monday, January 31, 2011, to update the community and media on the bank robbery/shooting investigation.

In addition, Chief Ricucci will report to the City Council on Monday night, January 31st, also regarding the bank robbery/shooting investigation and what steps we are taking to meet the manpower shortage as a result of officers being on routine administrative leave. He will also update the community with information about Takoma Park’s Police Department's part in the storm clean-up and follow up.

UPDATE Bank Robbery with Hostage-Officer Involved Shooting-Detectives Confirm Suspect Identity - Community Advisory

Detectives from the Montgomery County Police Major Crimes Division continue to investigate the bank robbery and the officer-involved shooting of the bank robbery suspect that occurred Friday, January 28,in Takoma Park.

Today before noon, detectives received information from two sources to help them advance the confirmation of the identity of the suspect responsible for Friday’s bank robbery with hostage. The Takoma Park Police Department notifies appropriate companies when there is an electric or cable outage. At this time, COMCAST believes that the only problem with cable is for specific addresses with On Demand. They have relayed to this Department that they are working to resolve this and all issues within the next 72 hours. If your specific problems persist after that time frame, COMCAST asks that you call them directly at 1-800-COMCAST and give a specific address so they can address the problem.

Remaining Power Outages - Community Advisory

Delegate Tom Hucker has been talking with a high official at PEPCO. Apparently, a number of addresses that PEPCO thought had been fixed still don't have power. Delegate Hucker is asking anyone who still does not have power to text the address of the outage to him at 240-481-4825. He is then passing the addresses directly to his contact at PEPCO. Trucks are in the area and they're trying to get this area addressed today. Please pass along the word.

Both the Takoma Park Police and Prince George’s County Police Departments are conducting internal investigations into their respective officer-involved shootings. Bank Robbery with Hostage; Officer Involved Shooting-Community Advisory

The preliminary investigation revealed that a lone male suspect entered the bank at approximately 9:22 a.m. armed with a 9 mm handgun, and carrying what were later determined to be two bogus explosive devices. One of the bogus devices was carried on his shoulder and the other he later placed on the bank counter. He approached a teller and speaking in Spanish demanded cash. A Prince George’s County officer was grazed in the leg by a bullet. No one else was struck or injured by the exchange of gunfire.

Critical Missing Person-Community Advisory


Michael Wilder, a 47-year-old Caucasian male, has been reported missing from the Takoma Park area since Thursday afternoon. Wilder is 5 feet 6 inches tall and weighs 180-220 pounds. He was last seen wearing a red plaid jacket, a headband, blue jeans, and brown boots. He was reported missing Thursday when he did not return to his residence. Wilder's safety is a concern because he needs medication for his medical condition.

The department was informed that the PEPCO Strike Team has arrived in Takoma Park. The team is aware of the locations of the downed wires and will be addressing those locations. 7600 block of New Hampshire Ave., on Saturday, January 22 at 1:45 p.m., a female suspect attempted to hit the male victim during a verbal dispute. No reports of injuries.

7300 block of Jackson Ave., on Tuesday, January 25 at 1:10 a.m., unknown suspect(s) attempted to enter a residence by kicking in a front door but was unsuccessful. No property was taken.

Arrests Made for Possession of Burglary Tools; Other Offenses - Community Advisory

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Keith Nash, 19, of Washington, D.C.; Devin Lee Petterson, 19, of Washington, D.C.; and two male juveniles, 15 and 16 years old, both of Washington, D.C., for the following charges:

Nash was charged with possession of burglary tools and conspiracy to possess burglary tools.

Petterson was charged with possession of burglary tools, conspiracy to possess burglary tools, and making false statements to police officers.

The juveniles were each charged with possession of burglary tools and conspiracy to possess burglary tools.

On January 26, 2011, at 11:37 a.m., Takoma Park Police responded to the 300 block of Tulip Avenue for reports of several subjects looking into parked vehicles. Upon police arrival, they located four males who were walking in the area. The subjects attempted to discard two screwdrivers near two of the vehicles. Through investigation, a third screwdriver was located on one of the subjects.

All four subjects were placed under arrest and transported to the Takoma Park Police Department. Through further investigation, officers were able to ascertain valuable information regarding the intent of the four subjects.

Nash and Petterson were both transported to the Montgomery County Central Processing Unit and charged accordingly. One of the juveniles is being held by the Department of Juvenile Services and the other was released back to his court-ordered group home.

Burglary Pattern-Community Advisory


Chief Ricucci would like to make the community aware of the recent pattern of burglaries. The department has stepped up uniform and plainclothes patrols in the target areas. Please do not hesitate to call if you see suspicious subjects in your neighborhoods. Attempt Residential Burglary - Community Advisory

On January 25, 2011, at approximately 1:10 p.m., Takoma Park Police responded to the 7300 block of Jackson Avenue for reports of an attempted residential burglary in response to activation of a residential alarm. An unknown suspect attempted entry through the front door leaving damage to the door. Entry was not made and no property was taken.

Winter Storm Watch - Community Information

The National Weather Service has posted a Winter Storm Watch for the north and west suburbs from Wednesday afternoon through late Wednesday night. Counties in the watch include Frederick, Carroll, northern Baltimore, Harford, Montgomery, Rappahannock, Loudoun and northern Fauquier. The watch indicates the potential for five inches or more of snow.

Winter Pet Safety - Seven Risks to Avoid - Community Information

Space heaters. As with any electronic appliance, take care where you place these in your home. You want to prevent your pet from chewing cords. And either make sure your cat isn't tempted -- or able -- to jump on the heater, your cat or dog can't brush up against it, or that the temperature doesn't get too hot. Coming into contact with the heater could cause serious burns.

Temperatures below 45 degrees. Frostbite is rare, but you really want to watch out for too much exposure to cold. We start to get concerned below 45 degrees when a pet is in the cold for extended periods of time. Below freezing we have to be even more aware. Your pet's feet, ears, nose and tail are likely to be affected. You may not see the clinical signs for a couple of days, but if the areas are severely affected, the tissue starts to die, it changes to blue-black color, and your pet will get severe infections. You may see limping or pain and licking at the area. Hypothermia is also a risk. Symptoms include weakness, shivering and lack of mental alertness.

Leaving pets alone outside, in the car or in the garage. Leaving pets by themselves, even in a vehicle, is strongly not recommended. Especially if they're not used to cold temperatures. If pets do need to be left alone in cooler temperatures, short periods of time are acceptable. Longer than 20 minutes is when it gets to be risky. The ASPCA reminds us that outdoor cats like to sleep under cars, so take caution before starting your engine. The ASPCA also advises against leaving outdoor cats outside all winter long, as doing so increases their risk of freezing, theft, injury and death.

Salty sidewalks and driveways. It's not toxic, but salt on the ground can irritate your pet's paws. Particularly sensitive animals might limp after exposure. Dress feet in booties or consider buying pet-safe ice melters. The ASPCA recommends massaging petroleum jelly into your pet’s foot pads before going outside and toweling off the feet and applying moisturizer once everyone's back inside.

Antifreeze. It is estimated that 90,000 animals die each year from antifreeze poisoning. As little as 1/2 teaspoon can be toxic to a cat and just 1/4 cup can kill a medium-sized dog. The ethylene glycol in antifreeze is sweet-tasting and appealing to cats and dogs. Do not leave antifreeze unattended or allow it to spill onto the garage floor or into the street. Consider using nontoxic antifreeze with a bittering agent to discourage pet consumption. If you see your pet drinking any amount of antifreeze, take it to a veterinarian immediately.

Bodies of water. If your dog is a swimmer, keep him on a leash around open water or unstable ice. Hypothermia can set in quickly, and the dog may be unable to get out of the water.

Going off-leash in the snow. Canines often lose their scent in cold weather and can become lost. Dogs also can panic in snow storms and run away. The decreased daylight does not help either. More dogs are reported lost during the winter than any other season, so always keep dogs on a leash when outside a fully fenced yard and make sure your pet always wears proper identification.

Community Emergency Response Team Training - Community Information

The City of Takoma Park encourages residents to consider applying for this free CERT (Community Emergency Response Team) training. Classes begin this Wednesday and space is limited.

Montgomery County CERT (Community Emergency Response Team) is accepting applications for the Winter 2011 CERT Basic Class (MC-CB11-1). The class is open to all Montgomery County Residents 18 and older and is offered on a first come first serve basis. Class topics include Disaster Preparedness, First Aid, CPR, Damage Assessment, Fire Safety, Hazardous Materials Awareness, Incident Command System (NIMS), Pet Safety, Search and Rescue Techniques, Disaster Psychology, Terrorism Awareness, FRS Radio Use, Mass Casualty Response, and Disaster Simulations. MC CERT courses are taught by certified instructors and upon successful completion students receive a FEMA certificate.

Classes will be held in Rockville at the Executive Office Building or the County Office Building Auditorium on Wednesday evenings from 7-9 p.m. and Saturdays from 9 a.m. - 2 p.m. Students are expected to attend all sessions to earn the FEMA Certificate.

7800 block of Takoma Ave., on Tuesday, January 18 at 5:02 p.m., a female victim was home alone when she heard knocking at the door of her residence. She stated she saw black males looking into her windows and then heard loud banging coming from the side kitchen door as the suspects kicked in the door. The victim screamed and the suspects fled. Officers were able to take into custody two males 15 and 17.

6700 block of Eastern Ave., on Wednesday, January 19 at 3:55 p.m., unknown suspect(s) shattered a back patio door and cut two window screens in an attempt to enter a residence but were unsuccessful. No property taken.

Officers gave chase with negative results. The stolen Dodge Durango was recovered unoccupied and running at the intersection of Cockerville Ave. and Highland Ave. with a punched door lock and ignition.

Auto Theft Arrest Made-Community Advisory

On January 22nd, 2011 at approximately 11:33 a.m., Takoma Park Police Officers located a stolen vehicle parked behind the rear of the McDonalds in the 6300 block of New Hampshire Avenue in Prince Georges County.

The suspect occupying the stolen vehicle had an open warrant and was ordered by the responding officer to show his hands and remain in the car. The suspect did not obey commands and discarded a clear plastic bag containing CDS underneath of the vehicle. The suspect then fled from the officer and a foot pursuit ensued. The suspect ran through backyards and behind apartments. Metro Transit Police were in the area and joined in the foot pursuit. The suspect jumped over a fence and was cut off by a Takoma Park officer. Additional Takoma Park and Metro Transit officers arrived to assist. The suspect was successfully taken into custody.

Prince Georges County Police officers responded to the scene to take custody of the arrested, Gerard Martin Jones 36, of New Carrollton, MD.

This was a cooperative effort by the Takoma Park Police Department, Metro Transit Police Department, and the Prince Georges County Police Department.

Gas Station Theft From Auto-Community Advisory

On Friday, January 21, 2011 at approximately 10:43 a.m. units responded to the 6300 block of New Hampshire Avenue Sunoco gas station for the report of a theft from auto that had occurred earlier.

The victim had not realized the theft until going to retrieve the items that she reported stolen. An interview with the victim and review of the surveillance video showed that at 8:05 a.m. the victim was filling up at the pump when a newer model maroon Acura TL pulled alongside the passenger side of the victims vehicle. One suspect exited the vehicle, opened the victims unlocked front passenger door, reached in and removed property. The suspects fled southbound on New Hampshire Avenue toward Washington D.C. The suspects are described as two young black males, one driver and one passenger in the rear.

Chief Ricucci would like to remind citizens to lock their vehicle doors and remove valuables when filling up at gas stations to deter criminal activity.

Theft Arrest Made-Community Advisory

On Friday, January 21st, 2011 at approximately 2:51 p.m. officers responded to the 7600 block of Takoma Avenue for a reported theft.

An employee at the bookstore noticed the suspect hiding a bag under her arms that was covered by a coat. The employee became suspicious when she believed a theft was occurring in her presence. The employee confronted the suspect at the doorway when she attempted to exit the bookstore without paying. The suspect then ran down the hallway to escape and the store employee gave chase. The pursuit went downstairs and came to an abrupt halt when a security guard intervened. The suspect was held until officers arrived and took custody. The stolen property was recovered.

Cristina Barun 21, of Gaithersburg, MD was arrested and charged with Theft Under $1,000.00.

Chief Ricucci has been informed by the Montgomery County Police Department that the officer involved shooting that occurred on Thanksgiving Day, November 25th, 2010, involving Cpl. Douglas Malarkey has been presented to the Montgomery County Grand Jury. The Montgomery County Grand Jury has cleared Cpl. Malarkey and determined it was a lawful shooting. Chief Ricucci would like to thank the Takoma Park Police Department, Montgomery County Police Department Silver Spring District, and the Crime Against Persons Unit for their work on this case. Once again the cooperation between agencies was outstanding. Chief Ricucci would also like to praise the outstanding, heroic effort by Cpl. Malarkey.

Attempted Burglaries-Community Advisory

On Thursday, January 20, 2011 between the hours of 7:44 p.m. and 10:00 p.m.Takoma Park Police officers responded to three attempted burglaries that appear to be related. The first attempted burglary reported occurred in the 1100 block of Lancaster Avenue. The homeowner left the house around 5:00 p.m. and returned around 7:00 p.m. to find the rear kitchen door kicked in and the door window glass shattered. The suspect(s) were unable to gain entry into the house and no property was taken.

Shortly after at 9:30 p.m. officers responded to the 1100 block of Merwood Avenue for an attempted burglary. The homeowner advised when she arrived home from work at 9:30 p.m. the back door leading to the back yard had been kicked in, but was still secured by the deadbolt. Entry was not made into the residence and no property was taken.

At 10:10 p.m. officers responded to a third attempted burglary in the 7400 block of Wildwood Avenue. The homeowner returned home from work at 10:00 p.m. and noticed the front door hade been tampered with. Investigation reveled that a pry tool had been used on the door in an attempt to gain entry. Entrance was not made and no property was taken.

All three attempted burglaries appear to be related and at this point of the investigation there is no suspect(s) information.

500 block of Lincoln Ave., between Friday, January 14 at 5:30 p.m., and Saturday, January 15 at 9:30 a.m., unknown suspect(s) stole property from an unlocked vehicle.

Arrests:

7500 block of New Hampshire Ave., on Monday, January 17 at 11:03 a.m., a male 35 was arrested after being stopped for a suspended registration and possessing forged documents.

7400 block of New Hampshire Ave., on Sunday, January 16 at 3:00 p.m., two males both 19 were arrested for possession of marijuana.

1300 block of University Blvd., on Saturday, January 15 at 9:09 p.m., two males 41 and 25 were arrested for possession of cocaine and trespassing.

8100 block of Lockney Ave., on Saturday, January 15 at 1:38 a.m., a male 21 was arrested for damaging property after hitting several parked cars.

Unit block of Belford Pl., on Friday, January 14 at 3:06 a.m., a male 38 was arrested for driving under the influence.

Armed Robbery-Community Advisory

On Wednesday, January 19, 2011 at approximately 7:18 p.m., officers were dispatched to a 911 disconnect in the 1000 block of University Boulevard. While in route to the call the dispatcher notified responding officers that the 911 disconnect, was a robbery that occurred approximately 5-10 minutes ago. Upon arriving on scene officers met with the store clerk who provided the following information:

It was determined two Hispanic males came into the business, one armed with a black revolver handgun. It was further stated that one of the male suspects tried to gain entry to the rear counter area door where the clerk was behind bullet proof glass, but was unable. The other suspect pointed the black revolver under the counter glass slot, and stated in Spanish "Give me the money quick, I will not kill you." The clerk complied and slipped the currency under the window slot. The unknown suspects fled out of the front door in an unknown direction.

Suspect #1 was described as Hispanic male, light complexion, approximately 5'4 to 5'5, weighing approximately 130 to 145 lbs., wearing a black sweatshirt with red lettering on the front with the number 2 or 12, with some type of red letter design on the back, possibly a picture of a person, dark blue jeans, a blue bandana under the black hood of the sweatshirt, a black half mask around his neck and chin area and a black revolver handgun.

Suspect#2 was described as a Hispanic male, light complexion , approximately 5'4 to 5'5, weighing approximately 130 to 145 lbs., wearing a black sweatshirt, with the hood on his head, a black jacket, dark blue jeans with some type of white design on the leg area of the pants below the knee, with white shoes, and a black half face mask.

Responding officers canvassed the area for the suspects with negative results. At the time of this report no additional witnesses were located and the lookout was given to the surrounding jurisdictions. No further information at this time, the store clerk was not hurt in this incident.

Attempted Burglary-Community Advisory

On January 19, 2011 at approximately 3:55 p.m. units responded to the 6700 block of Eastern Avenue for a residential alarm. Upon arrival officers observed a back patio door was shattered and two window screens were cut.

The suspect(s) were unable to gain entry into the residence due to the glass door having a double pane and the alarm activating. Latent prints were attempted but yielded negative results. Photo's and a neighborhood canvas were also completed. At this time there is no suspect information available.

Arrests Made for Conspiracy to Commit Burglary-Community Advisory

On January 18, 2010 at approximately 5 p.m. units responded to the 7800 block of Takoma Avenue for a burglary in progress. Once on scene two witnesses advised they saw 5-7 male subjects surrounding the house and attempt to break in. The victim who was home said she heard someone knocking on her door and then saw a group of males outside her residence. She did not answer the door. The victim then heard a loud banging on the side kitchen door and screamed for the suspects to leave.

The suspects ran on foot, fleeing the immediate area. Responding units circulated the area which resulted in officers spotting and detaining one suspect, a male 17.

Additional units spotted and detained a second suspect to the rear of the 500 block of Philadelphia Avenue. The second suspect was a male 15. The witnesses were able to confirm one suspect and the second suspect admitted to taking part in the attempted burglary. The side door had been broken and appeared to have been kicked in. The victim was not harmed.

ROAD CLOSURE-Community Advisory

At approximately 2:00 p.m., Officers observed power lines engulfed in flames and arching in the 7600 Block of Carroll Avenue. The lines were also charged and jumping from the poles. As a precaution, the road way was shut down north of the Washington Adventist Hospital Carroll Avenue exit to the intersection of Carroll Avenue at Flower Avenue. Traffic is being diverted east and west bound Flower Avenue on to north bound Carroll Avenue. Montgomery County and Prince Georges County ECC has been advised along with Ride-On and Metro Access. PEPCO is on-scene and will need to replace the damaged power lines. The road way will be opened as soon as the area is found safe to do so.

Winter Weather Advisory - Community Information

Hazardous morning commute possible as ice, sleet and snow arrive overnight.

The National Weather Service has issued a WINTER WEATHER ADVISORY for Montgomery County until noon tomorrow. A mix of precipitation types expected overnight. At this time, it appears that snow will initially move over the area between 10 pm and midnight. The precipitation may change to sleet and freezing rain for a while before changing to rain on Tuesday. An inch of accumulating sleet and snow is possible and up to .20" of glaze ice is also possible before any change over.

A WINTER WEATHER ADVISORY is issued when frozen precipitation is expected which may impact travel. Travel during the Tuesday morning rush hours may become hazardous. Caution should be used during any travel.

Auto Theft and Recovery - Community Advisory

On January 16, 2011, at approximately 1:15 a.m., Takoma Park Police responded to the 6400 block of 5th Avenue for reports of a stolen auto. A look-out was given for a white “sports car” which had pulled up behind a Dodge Durango with three suspects all dressed in black clothing inside. They exited the “sports car,” broke into and stole the Durango. A vehicle matching the description of the white “sports car” was observed by a Takoma Park Police Officer at Kansas Lane and Eastern Avenue. An attempted traffic stop was initiated at New Hampshire Avenue and Eastern Avenue, however, the vehicle fled at a high rate of speed towards Sergeant Road and into the District of Columbia. During a canvass of the area, the Durango was located abandoned at Cockerille Avenue and Highland Avenue with the engine still running. The vehicle had a punched ignition and door lock.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Alexander Zambrano, 21, of Hyattsville, Maryland, for hit and run; other offenses.

On January 15, 2011, at approximately 1:38 a.m., Takoma Park Police responded to the 8100 block of Lockney Avenue for reports of a hit and run that had just occurred. It was reported that after crashing into several vehicles, a Hispanic male exited the suspect green, 4-door Mercury and fled on foot down Lockney Avenue towards Anne Avenue. Upon arrival at the scene, officers discovered the suspect vehicle abandoned with heavy front end damage and two other vehicles with significant rear end damage. Officers ran the tag number for the suspect vehicle and retrieved an address for Zambrano. Zambrano was located and, upon his request, was transported back to the suspect vehicle. Investigation confirmed that Zambrano was the driver of the vehicle. Zambrano was arrested and charged with hit and run, driving without a license, reckless driving and failing to notify owners of vehicles in property damage collisions.

Zambrano was transported to the Montgomery County Central Processing Unit.

On January 13, 2011, a News Release was posted indicating that Avery Fuller, 16; Elijah Allen, 16; and Avery Freeman, 17; all of Washington, D.C., pled guilty in the Montgomery County Circuit Court to the October 3, 2010, Armed Robbery of the Eastern Carry-Out; and that they had been sentenced.

The Takoma Park Police Department RETRACTS that News Release due to erroneous information provided to the Public Information Officer of the Takoma Park Police Department. The cases against all three suspects are still pending and they are presumed innocent until judicial adjudication.

1100 block of Larch Ave., between Sunday, January 9 at 9:45 p.m. and Monday, January 10 at 9:00 a.m., unknown suspect(s) entered a vacant house with no sign of force and stole a furnace.

7400 block of New Hampshire Ave., on Sunday, January 9 at 12:15 p.m., an unknown suspect threw a large rock through the driver’s side window and opened the vehicles glove box removing property.

7600 block of Carroll Ave., on Tuesday, January 11 between 6:46 p.m., a female 69 was arrested and cited for theft.

900 block of Anne St., on Wednesday, January 12 at 11:10 a.m., a female victim left her vehicle running and unattended in her driveway. Suspects approached the vehicle opened the unlocked door and fled the scene in the gray 2010 Acura RDX. At approximately 9:30 p.m. Metropolitan Police Department officers located the stolen vehicle on 1000 block of Otis St. Washington, DC NE and arrested two juvenile males.

7500 block of New Hampshire Ave., on Tuesday, January 11 at 1:21 a.m., a female 23 was arrested for possession of marijuana.

7100 block of Maple Ave., on Tuesday, January 11 at 1:00 p.m., a male 49 was arrested for having an open warrant through Montgomery Country for trespassing.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces that Avery Fuller, 16; Elijah Allen, 16; and Avery Freeman, 17; all of Washington, D.C., pled guilty in the Montgomery County Circuit Court to Armed Robbery. All three defendants were sentenced to 15 years at the Patuxent Youth Center in Jessup, Maryland, suspending seven and a half, and three years probation. In addition, for the use of a handgun, they were all sentenced to an additional five years.

On October 4, 2010, the defendants were arrested for Armed Robbery, Assault First Degree, Assault Second Degree, Theft $1,000 to under $10,000, Use of a handgun in the commission of a felony, Unlawful taking of a motor vehicle, Unauthorized removal of property and Theft less than $1,000. All three were charged as adults.

On October 3, 2010, at approximately 3:56 p.m., there was an armed robbery and 1st degree assault in the 6900 block of New Hampshire Avenue, Takoma Park, Maryland (Eastern Carry-out). The three subjects entered the business and robbed one customer and two employees of the business. The subjects were each armed with semi-automatic handguns. The subjects obtained property and fled in a Burgundy Dodge Intrepid. A Takoma Park officer spotted the subject vehicle traveling at a high rate of speed on Lincoln Avenue at Elm Avenue. The vehicle continued traveling at a high rate of speed west on Lincoln Avenue when it lost control at Lincoln at Boyd Avenue and flipped over and struck multiple vehicles before coming to rest on its roof in the 300 block of Lincoln Avenue. All three subjects in the vehicle exited and fled on foot. With the assistance of K-9 and officers, a perimeter was established which aided in the capture of two of the three subjects. An active search continued for the third subject. A U.S. Park Police and Maryland State Police helicopter were utilized in the search.

At approximately 6:40 p.m., the third subject was apprehended. This was an excellent multi-jurisdictional apprehension with a successful conclusion and no one injured.

Takoma Park Police Chief Ronald A. Ricucci, Mayor Bruce Williams and City Manager Barbara Matthews, welcomed three new officers to the Takoma Park Police Department in a swearing-in ceremony held on Monday, January 10, 2011. Afuw Muhammad, Peter Marable and Thomas Sims graduated from the Montgomery County Police Training Academy, Session 55, on January 6, 2011. The Academy is a demanding six-month program, which is the foundation of a successful and rewarding career in law enforcement. For the first time, Takoma Park Police Corporal Paula Gaskin, became certified as an instructor for the Academy. Corporal Gaskin was recognized by Captain Nancy Demme, Director of the Training and Education Division, for her exceptional dedication and contribution to the success of the graduating officers.

All three graduates were recognized by the Academy for various awards that were presented. Afuw Muhammad was recognized for his academic success in patrol operations. Peter Marable was recognized for his academic success in traffic investigative techniques. Thomas Sims received the prestigious Captain James E. Daly, Jr. award, which was presented by Captain Daly’s wife. This award is very sentimental to Chief Ricucci in that Captain Daly, then a Sergeant, was his supervising officer when he was in Session 2 of the Academy in 1969. On March 26, 1976, Captain James E. Daly, Jr. and Corporal John M. Frontczak made the ultimate sacrifice in giving their lives while attempting to apprehend an armed subjected wanted for a bank robbery. Captain Daly and Corporal Frontczak were both slain while serving their community. To honor his memory, the Captain James E. Daly, Jr. Award was established. This prestigious award is given to a graduating officer by the Academy Staff. The “DALY AWARD” is presented to the recruit who best exemplifies the ideals of guidance, knowledge, courage, skill and dedication to public service for which Captain Daly so proudly stood.

Afuw Muhammad, 27, graduated from Friendly High School in Ft. Washington, Maryland. He has taken courses at the University of the District of Columbia in Computer Science. He was formerly a security officer for the Marriott Corporation Special Police.

Peter Marable, 23, graduated from East Carolina University in North Carolina with a Bachelor’s Degree in Criminal Justice. He was formerly a Montgomery County District Court Commissioner.

Thomas Sims. 45, graduated from Park University in Missouri with a Bachelor’s Degree in Criminal Justice Administration in Law Enforcement. He retired from the Air Force in March 2009.

All three graduates will now complete their three-month field training program with veteran officers of the department.

The vehicle was located in the 1000 block of Otis Street, N.E., Washington, D.C. by Metropolitan Police Department (MPD). Two juveniles have been arrested by MPD in connection with the auto theft.


On January 12, 2011, at approximately 11:10 a.m., Takoma Park Police responded to the 900 block of Anne Street, Takoma Park, Maryland, for reports of a stolen auto. The victim indicated her gray 2010 Acura RDX vehicle (tag #MD37458M1) was stolen from her driveway that was left running briefly unattended. A witness recalls seeing a suspicious unknown subject in all black clothing wearing a hood on Cole Avenue walking towards Anne Street just before the theft. The victim’s vehicle was seen driving away on Cole Avenue away from Anne Street.

The vehicle has been entered into the National Crime Information Center (NCIC) stolen vehicle database and a statewide lookout has been released by Takoma Park Police Department. Attempt Residential Burglary - Community Advisory

On January 11, 2011, at approximately 12:54 p.m., Takoma Park Police responded to the 7300 block of Piney Branch Road for reports of an attempted residential burglary. School Bus Bullying – Community Information

School bus bullying is a growing concern among parents, but recognizing the signs of bullying and knowing how to react to the situation can help ease tensions and eliminate problems.

Why Bullies Pick the Bus

For bullies interested in picking on their peers, the school bus is an ideal location. Supervision is generally minimal – before boarding the bus, the hectic rush of activity makes small bullying tactics hard to notice, and while on the bus, the only adult may be the driver, who cannot react to every incident because he or she is operating the vehicle. Because the bus is a small, closed space, victims of bullying have no place to retreat to, and they often have no choice but to ride the bus, making them easy and regular targets. This makes students vulnerable to intimidation and physical abuse on the bus. Parents, teachers and other students need to be aware of these problems and how to prevent them for the safety of everyone on the bus.

Dangers of Bus Bullying

While there is no doubt that bullying is dangerous to the student being tormented – in addition to physical harm, constant bullying tactics can damage a child’s confidence, self-esteem and other personality traits – bullying is dangerous to everyone in the vehicle. Because of the close quarters, other students can easily be drawn into the action, either as additional victims or succumbing to the peer pressure to be a bully themselves. Severe bullying can distract the bus driver, increasing the risk of vehicular accidents that can severely injure students, or motorists and pedestrians. Bullying can also disrupt students’ education by making them fearful of going to school and forcing them to focus on the intimidation rather than the learning.

Signs of School Bus Bullying

Students who are being bullied may not be willing to approach adults for help because they are concerned with being labeled weak or tattle-tales. Adults can, however, recognize signs of bullying – whether it is on the bus, on the playground or in the classroom – to help them know when children may need help. Bus bullying signs include:

- Fear of going to school or of riding the bus.

- Habitually delaying or otherwise deliberately trying to miss the bus.

- Continually asking for rides to school or finding excuses to ride with friends instead of on the bus.

- Ripped clothes, missing possessions or signs of physical abuse that a teacher is unable to report happening in class or at school.

How to React to Bullying

It is estimated that nearly one in five students is subjected to school bus bullying, and many parents’ initial reaction may be to rush into the situation and protect their child. While this is admirable, such heroics may not help the situation because the parent cannot be present every time an incident may occur. - Sit as close to the bus driver as possible and on the right-hand side of the bus so that they are visible to the driver.

- Pair up with a neighborhood friend and ride the bus together.

- Be polite to someone who tries to bully them rather than reacting with anger; fighting back should never be an option and will only make the situation worse.

- Tell adults when bullying happens; including parents, teachers and the bus driver. If there are patrols on the bus, make sure they are aware so that bullying students can be dealt with according to school policies.

- Stand up for other students who are being bullied to keep it from spreading.

Parents can…

- Check the school’s bullying prevention policies and report incidents to the proper officials.

- Keep the student’s name confidential to avoid increased bullying.

- Be a good listener to encourage the child to tell adults if an incident occurs.

- Teach responsible bus riding behavior.

- Be a good role model by avoiding road rage and other driving related intimidation tactics.

- Avoid blaming the child for being bullied.

- Avoid encouraging retaliation or fighting and focusing on positive bullying prevention methods instead.

- Investigate alternative transportation such as car pooling, biking, walking or a different bus route, if possible.

In cases of extreme bullying, even these tactics may not be enough to protect children from physical, verbal and emotional intimidation. There are, however, other ways parents can get involved to end this harassment.

Parents Getting Involved

The best way to eliminate this is to create a supportive, positive school environment that catches bullying early and makes it unacceptable behavior. Parents can support their local schools in a number of ways, such as:

- Start an anti-bullying campaign that may include school-wide activities, student pledges and other events to show that it is unacceptable.

- Institute bus behavior contracts for all students that clearly delineate consequences for bullying, including suspension of bus riding privileges and consequences for students who see incidences occur but don’t step in to help it stop.

- Setting up parent supervision at the school bus zones and neighborhood bus stops.

- Volunteering to ride the school bus to help increase supervision.

- Raising money to install security cameras on school buses to indentify bullies and provide evidence of poor behavior.

A Final Thought

School bus bullying can make school a tortuous experience rather than a fun opportunity for learning, and thousands of students are subjected to intimidation and abuse while riding to and from school every day. By recognizing the signs of bullying, knowing how to react to it, and getting involved to prevent bullying, both parents and students can make the school bus the first step toward a bully-free learning environment.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Gloria Jean Butler, 23, of Myersville, Maryland, for Possession of a Controlled Dangerous Substance (CDS), Possession of CDS paraphernalia and various traffic offenses.

On January 11, 2011, at approximately 12:12 a.m., Takoma Park Police were on routine patrol in the 7500 block of New Hampshire Avenue, Takoma Park, Maryland. A traffic stop was initiated at which time the officer observed the driver to be impaired. A search of Butler’s vehicle, incident to arrest, yielded a Controlled Dangerous Substance (CDS) Marijuana in an amount indicative of an intent to distribute.

Butler was transported to the Montgomery County Central Processing Unit pending a hearing before the Commissioner.

Winter Weather Advisory - Community Information

Snow is expected to begin between 3 pm and 5 pm this afternoon.

The National Weather Service has issued a WINTER WEATHER ADVISORY for Montgomery County until 6 am Wednesday. 2-4" of snowfall possible this afternoon and evening.

A WINTER WEATHER ADVISORY is issued when frozen precipitation is expected which may impact travel. Travel during this afternoons rush hours may become hazardous. Caution should be used during any travel.

Unknown suspect(s) made entry by unknown means. Property was taken. There are no known suspects at this time.

Detectives from the Takoma Park Police Department are investigating the disappearance of a missing Takoma Park juvenile. Miyonna L. Cooper was last seen on January 1, 2011, around 8:00 p.m. in the 700 block of Hudson Avenue.

Miyonna L. Cooper is described as a 16 year old black female, 5’7, 165-170 lbs., black hair and black eyes.

1000 block University Boulevard, on Friday, December 31 at 2:11 a.m., two male suspects approached two male victims, demanded the victim’s property while implying they had a gun, to which the victims complied and then the suspects fled on foot. The victims attempted to chase the subjects with negative results.

Larceny

7400 block of New Hampshire Avenue, between Thursday, December 30 at 11:30 p.m. and Friday, December 31 at 5:30 a.m., unknown suspect(s) removed four wheels and tires from a victim’s vehicle in a parking lot.

Arrests:

7500 block of Maple Avenue, on Monday, January 3 at 6:40 p.m., a male 20 was arrested for having an open warrant for assault and reckless endangerment.

1300 block of Holton Lane, on Friday, December 31at 2:03 p.m., a male 49 was arrested for disorderly conduct and having an open warrant though Prince Georges County.

900 block of East West Highway, Tuesday, January 4 at 2:32 a.m., a male 45 was arrested for having an open warrant for driving under the influence of alcohol.

6300 block of New Hampshire Avenue, on Monday, January 3 at 4:20 a.m., a male 44 was arrested for assault, resisting arrest, and disorderly conduct.

7600 block of New Hampshire Avenue, on Saturday, January 1 at 2:00 a.m., a male 26 was arrested for 2nd degree assault.
