Do NOT Leave your Children Unattended in a Motor Vehicle...Ever - Community Advisory
Just this morning, while making an early morning Starbucks stop, I observed a small child, around 6 years old, sitting in the car by herself. By the time I was ready to dial 9-1-1, the adult who left her there came out and left. There really are no good excuses for leaving your child unattended in a motor vehicle. Here are some that are given:
I will just be a second. I am...
Running into the ATM.
Going into the station to pay for gas.
Dropping mail off at the post office.
Running back into the house to grab a water.
Picking up the dry cleaning.
Stopping to get milk.
…and this morning, obviously the woman could not go without her coffee and did not want to be bothered with taking the child in with her.
I remember when my own daughter was an infant and I stopped to get gas. When I was ready to go in and pay, I took my daughter out of her car seat, put her coat and hat on her, locked the vehicle and went inside. I remember that it was cold and rainy that day. After I was done, I went back to my vehicle and started to strap her back into her car seat. An older gentleman walked up to me and said he just had to tell me how impressed he was that I went through the trouble of taking her in with me. While I appreciated his comment, and the fact that he thought to stop and thank me for it, my response to him was that it was never any trouble to me keeping my children safe.
One second is all it takes for something horrific to happen.
Although several times a year we hear stories on the news that recount how a car was stolen with a baby inside at the gas station, the message still hasn't been heard loud and clear that it is never acceptable to leave your child in the car, even for a moment.
In addition to only taking a second for something to go wrong, you should never leave your child alone in the car because:
It is scary for a child to be left alone.
A car's temperature can change quickly. It can become too hot or too cold in minutes.
You could lock your keys in the car, along with your child.
According to Safe Kids, 30 children die each year when they are alone in the car. One of those 30 could be yours.
In some states, it's illegal. It can be considered a misdemeanor offense and if your child is hurt or worse, it can become a felony.
In the State of Maryland, Maryland Vehicle Law, Article 21-1101a, indicates "Leaving Unattended Vehicle without Stopping Engine, Locking Ignition, Removing Key and Setting Brake" is a $70 fine and one point on your license.
Under Maryland State Family Law, 5-801, it states, "Child Unattended in Building/Motor Vehicle" is a $500 fine and/or 30 days in jail.
In a nutshell, when parents leave their children in the car because they don't want to go through the hassle of taking them in and out, is lazy parenting at its worst.
If you think it's too cold to take your child out of the car while you run an errand, skip it.
If you need gas, go to a full-service station.
If you need money, find a drive though ATM.
If you forgot your water, go without it.
If you see a child in an unattended motor vehicle, call 9-1-1 and report it.

Attempt Commercial Burglary; Destruction of Property - Community Advisory
On March 28, 2011, at approximately 7:22 a.m., Takoma Park Police responded to a call for a suspicious situation at a commercial establishment in the 7000 block of Westmoreland Avenue (Curves). Unknown subject(s) attempted entry by throwing a rock through the front glass door, which shattered. When officers arrived, the door was open. A building search was conducted with negative results. Property was not taken.
This attempt commercial burglary is consistent as to method of entry with two residential burglaries that occurred on March 27, 2011; one in the unit block of Philadelphia Avenue (case #11014489) and the other in the 7300 block of Holly Avenue (case #11014492).

Residential Burglary - Community Advisory
On March 27, 2011, at approximately 9:49 p.m., Takoma Park Police responded to the 7300 block of Holly Avenue for reports of a residential burglary. Unknown subject(s) attempted entry by throwing a rock to break out a bathroom window; but the opening was too small to fit through. Entry was made through a forced open kitchen door. Once entry was made, the residential alarm activated. It is unknown at this time if property was taken. A K-9 track was conducted which led officers from the residence through the backyard and out to Piney Branch Road where the track was lost.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile runaway. Nicole Michelle Owens, 13, was last seen on March 26, 2011, in the 8500 block of Flower Avenue, Takoma Park, Maryland. Nicole was last seen wearing a gray jacket, black blouse, blue jeans and hoop earrings. Nicole is a black female, 5’6 tall, 130 lbs., brown eyes and black hair. Nicole is considered a critical missing person due to age only. She is a habitual runaway.

Acting Lieutenant Tyrone Collington, Corporal Thomas Black and Private First Class David Quante will be returning to duty immediately.
Chief Ricucci would like to thank Chief Thomas Manger and the detectives from the Major Crimes Division of the Montgomery County Police Department for their excellent investigation. He would also like to thank State’s Attorney, John McCarthy, and staff for their handling of this case.

Severe Thunderstorm Watch - Community Advisory
The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 11 pm. Severe Thunderstorms are possible this afternoon and evening. At 4:25 pm, dopplar radar indicated a cluster of thunderstorms over Western MD that are intensifying past severe limits. These storm are expected to move East.
The primary threat with these storms include extremely heavy rain, large hail, lightning, and isolated tornadoes.
Those with outdoor plans this evening should monitor the sky and be prepared for threatening weather. If you are outdoors and storm approaches, seek safe shelter indoors.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park person. Rosa Lorena Torres-Osegueda, 18, was last seen on March 22, 2011, in the 8200 block of Houston Court, Takoma Park, Maryland. Rosa was last seen wearing a blue hoodie with yellow and pink colors, a white shirt and blue jeans. Rosa has been diagnosed with bi-polar disorder and may be in need of medical attention. Rosa is a Hispanic female, 5’2, 120 lbs., with black, curly shoulder-length hair, brown eyes and a fair complexion.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Larry Lynn Deahl, 49, of Bethesda, Maryland, for felony theft.
On March 18, 2011, the victim had procured approximately 700 cell phones from the City of Takoma Park, as well as other places, for charity. The phones were being donated to several organizations. The estimated value of the donation was $2,500. The cell phones were boxed up, labeled for shipping and placed inside of a business center to be picked up by UPS courier to be shipped. Before the shipment could be picked up, Deahl, as seen on video surveillance driving a 2003 white Chevy Cavalier with Maryland tags, removed said box from the business and left the area. A run of the tags and investigation led detectives to Deahl. Deahl was not the owner of the vehicle, but the owner identified Deahl as the person who was driving. The vehicle owner contacted Deahl to advise him that Takoma Park Police were trying to contact him. Detectives returned to the business for follow up of the investigation and Deahl was observed on the property with the stolen phones in his possession. He was carrying them from the same Chevy Cavalier and putting them back where he had initially taken them from. Deahl was placed under arrest for felony theft and transported to the Montgomery County Central Processing Unit.

On March 21, 2011, Takoma Park Police conducted a surveillance detail at Cockerille Avenue at Kansas Lane in response to the attempted child abduction that was reported on March 18, 2011. At 6:35 a.m., the detective noticed a green 2001 Toyota Echo in the area. The driver, who matched the description given by the child, exited the vehicle and walked through the path to deliver a newspaper on Circle Avenue. When the driver responded back to his vehicle, the detective made contact with him. It was determined that the subject parks his vehicle at that location every morning between 6:30 and 7:00 a.m. to deliver newspapers to houses on Circle Avenue. When asked about the incident on March 18th, the subject stated he was running late and he ran to the house on Circle Avenue but does not recall seeing the child. Further investigation revealed that when the child saw the subject running towards him, he ran and hid behind a van and the subject ran past him, but never actually ran after him. An independent witness confirmed the subject’s daily routine, supporting the investigation. Based on this information, the case is closed.
Child abduction is a scary thing. In today’s world, children are taught at an early age, at home and at school, about the dangers of being kidnapped and of "stranger danger." While this child was not in any danger at the time, he did fear for his safety and thus did the right thing by running to his home and reporting what he thought was a safety issue. Remember, it is better for you to teach your child(ren) to be safe than for them to learn the hard way, by becoming a victim.

Attempted Child Abduction and Safety Tips - Community Alert
On March 18, 2011, at approximately 7:00 a.m., a 12-year old male victim was walking to his bus stop when he approached Cockerille Avenue and Kansas Avenue. A Hispanic-looking male stopped near the victim, exited his vehicle and chased the victim at a full sprint in an attempt to grab him. The victim fled and was pursued by the suspect briefly. The victim fled to his residence and the suspect was seen casually returning to his vehicle and fleeing the area from Circle Avenue, making a right on to Kansas Avenue. Sex Offender Registry - Community Information
As of October 1, 2010, the laws governing the Maryland Sex Offender Registry changed to reflect those standards set by the 2007 federal Sex Offender Registry and Notification Act which is contained in the Adam Walsh Act. Categories changed from that of a Child Sex Offender, Sexually Violent Offender, Offender and Sexually Violent Predator to a three tier system. The previous categories do not directly correlate with the new categories of Tier I, Tier II and Tier III.
Among other changes, the new registry laws will increase registrations for most offenders from a semi-annual to quarterly registrations and homeless offenders will be required to register weekly.

Found Dog - Community Information
Takoma Park Police found a medium sized white dog. The dog has a collar but no owner information on it. The dog is approximately 40 lbs and looks like a large-sized version of a Schitzu dog. Montgomery County Animal Control has been contacted. Flood Warning for Montgomery County - Community Advisory
Radar indicates heavy rainfall with thunderstorms approaching the County. Flooding is likely in some areas with half and inch of rain per hour possible through 8 pm.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile. Cecilia Fenwick, 14, was last seen on March 6, 2011, in the 700 block of Hudson Avenue, Takoma Park, Maryland. Cecilia was last seen wearing black shoes, a silver rain jacket and multi-colored pajama pants. Cecilia has a tattoo on her right and left arms and a piercing (blue stud) below her lip. Cecilia is a black female, 5’4 tall, 160 lbs., black/red hair, brown eyes with a dark complexion.
Cecilia has been spotted hanging out in South Baltimore, Maryland, on Carey Street. It is believed that she is in the company of two other critical missing juveniles, Rhonda Hudson and Ashley Richardson. Authorities in South Baltimore have been notified.

Ashley was last seen wearing tennis shoes, a red tank top, pajama pants, green polka dot socks and gold loop earrings. Ashley has a tattoo of the name “Qwanny” on her upper left chest area and a butterfly on her right hand. Ashley is a black female, 5’4 tall, 135 lbs., black hair, brown eyes with a dark complexion.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Meverard Edward Paul, 19, of Takoma Park, Maryland, for 2nd degree burglary, malicious destruction of property, conspiracy to 2nd degree burglary and conspiracy to malicious destruction of property.
On February 27, 2011, an attempt commercial burglary occurred in the 7500 block of New Hampshire Avenue (Caribbean Market). Unknown subjects attempted to break into the business. Security footage recorded the subjects attempting to break the front glass by throwing a brick, but failed several times. One of the subjects was last seen walking up the staircase towards the business. A lookout was given pursuant to the video surveillance.
On March 3, 2011, at approximately 10:39 a.m., a Takoma Park Police Officer was on patrol in the area of New Hampshire Avenue and Sligo Creek Parkway when he noticed a subject matching the description from the attempt burglary of the Caribbean Market.
Through investigation, Paul was identified as one of the subjects attempting to break into the Caribbean Market business. Paul was transported to the Montgomery County Central Processing Unit where he was charged accordingly.
The officer’s quick action and observations on the lookout is highly commended. His dedication to the safety of the Takoma Park community is outstanding.

When the clerk left the front desk to assist the suspects, Suspect #1 brandished a handgun and demanded money from the clerk and forced her back behind the front desk. The suspects then grabbed money from the safe. Suspect #2 sprayed the clerk with pepper spray and both fled the business.

When the clerk left the front desk to assist the suspects, Suspect #1 brandished a handgun and demanded money from the clerk and forced her back behind the front desk. The suspects then grabbed money from the safe. Suspect #2 sprayed the clerk with pepper spray and both fled the business.

Chief Ronald A. Ricucci announces the release of the Takoma Park Police Department 2010 Annual Report, which can be viewed on-line at http://www.takomaparkmd.gov/police/annualreport/2010_Annual_Report.pdf. Highlights in the report for the year 2010 are the 14.7% reduction in Part 1 crimes. The biggest decreases are felony assaults by 42.2%, larceny by 22.6% and auto thefts by 14.7%.
The Criminal Investigations Division (CID) closed 39.4% of their cases, a 1.8% increase from 2009.
The Department continues to operate at full staffing with no vacancies.
Chief Ricucci attributes the decrease in crime to a fully staffed patrol division, the Criminal Investigations Division, and the Tactical Enforcement Unit (TEU) - plainclothes unit. Although the results are good, we still have to work on reducing burglaries, which had a 33.9% increase from 2009.
In 2010, the Takoma Park Police Department began a new Gang Unit with funds through the Prince George’s-Montgomery County Grant Initiative (PGMCGI). This gang unit works closely with surrounding jurisdictions to combat the very serious gang issue.
The Takoma Park Police took another step in the technology age by adding Twitter as a means to keeping residents updated on police news releases, advisories and community events.
Refuse to be a Victim seminar was a popular addition to teach crime prevention measures. The Department has held three successful seminars.
Chief Ricucci urges residents to report crimes and suspicious situations to the police department. Citizens must practice good crime prevention habits to assist in the department’s endeavor to continue to reduce crime.

Commercial Burglary - Community Advisory
On March 1, 2011, at approximately 2:23 a.m., Takoma Park Police were contacted by Montgomery County Department’s Fire and Rescue Services and advised they were in the 1300 block of University Blvd. for an unrelated emergency and discovered a fire alarm activation at the Tiffin Restaurant. Units arrived at the establishment and discovered that unknown subject(s) made entry by shattering a front glass window with a large stone. Property was taken. A K-9 track was attempted with negative results.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces a new program called Caring About Residents Everyday (CARE). This program is directed at our residents who live alone with special needs, or just need to be checked on each day. The program is similar to a Sheriff’s Department program currently in Warren County, Virginia, which was in operation when I was Police Chief in Front Royal, Virginia. Recent weather events, Pepco outages and the urging of a City resident, Catherine Tunis, have led me to announce this program. Residents who need to be checked on will register with the Police Department. They will call us once each day between 12:00 p.m. and 5:00 p.m. If they don’t call, we will call them. If they do not answer, we will send a patrol officer to check on their welfare. This program is to protect those in need and bring a sense of peace to those friends and relatives who care, but who are not close enough to check themselves. Gas Station Theft from Auto - Community Advisory
On March 1, 2011, at approximately 7:24 a.m., a theft from auto occurred in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). The victim pulled up to the station and began to pump gas when a dark-colored Honda Accord with temporary tags with red lettering was seen entering the parking lot. A black male, approximately 5’10, medium build, was seen entering the passenger side of the victim’s unlocked vehicle and taking property. The suspect got back into the Honda Accord and left the station going southbound on New Hampshire Avenue.

Gas Station Safety Tips:
Because self-service gas pumps are used by most people today, carjackers have identified service stations as excellent locations to find plenty of victims. Carjackers simply wait for the moment when they can most easily move into a vehicle and drive away. Many drivers leave their keys in the ignition and their cars unlocked when they get out of their cars to use self-service gas pumps. While the driver is putting gas in the tank, the carjacker can simply open the car door, get in the car and drive away. This is especially dangerous if your children and/or pets are in the vehicle.
Sometimes, the carjacker will wait until the driver goes to the gas station’s cashier to pay for the gas. While the driver is busy paying the cashier, the carjacker will drive off with the car.
Carefully consider where and when you buy gas. Choose a safe, familiar area during daylight hours whenever possible. In addition, make a practice of filling up your tank when it is half-empty, if possible. Never let your gas supply get so low that you are forced to stop for fuel in an unsafe or unfamiliar area at a dangerous time.
In addition, sometimes it’s not a carjacker but a thief who chooses self-service gas pumps for his crimes. Most people will leave their keys in the ignition and their purses and/or wallets, cell phones, etc. on the passenger seat of the vehicle. With doors unlocked, it’s easy for a thief to open the door, take your belongings and flee. It only takes seconds. Some tips when you are at a gas station:
1. Never leave your keys in the ignition. Take them out of the vehicle and lock your car while you are pumping gas.
2. Do not leave your valuables in plain sight when you exit your vehicle. Even with doors locked and no keys, the thief cannot resist your valuables.
3. Pay attention to your surroundings . Do not let your cell phone distract you. (As a side note, using your cell phone at a gas pump is very dangerous. Cell phones and other electronic devices may have the potential to emit electrical charges, and should therefore be left in the vehicle during fueling).
