Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park person. Rosa Lorena Torres-Oseguedo, 18, was last seen on May 31, 2011, at 11:00 a.m. in Kensington, Montgomery County, Maryland. Rosa was last seen wearing a floral pattern white shirt. Rosa made several statements about being depressed; she may be in need of medication that she does not have with her. Rosa is a Hispanic female, 5’2, 130 lbs., with black hair and brown eyes.

Anyone who has information about Rosa’s whereabouts is asked to contact D/Pfc. Joseph Butler of the Takoma Park Police Department at 301-270-1100 and refer to case #11026087.

Gas Station Theft from Auto - Community Advisory

On May 29, 2011, at approximately 11:30 a.m., a theft from auto occurred in the 6400 block of New Hampshire Avenue (Texaco Gas Station). When the victim pulled up to the station and began to pump gas, a newer model, dark gray Infinity sedan slowly pulled up to the passenger side of her vehicle and one of the suspects stole her property from her passenger seat. The Infinity pulled away and was last seen heading southbound on New Hampshire Avenue towards the District of Columbia. The driver of the vehicle is described as a dark-skinned black male driving the dark gray Infinity 4S sedan bearing unknown temporary tags. The second and third suspects are also described as dark-skinned black males. No further descriptions.

Gas Station Safety Tips:

Because self-service gas pumps are used by most people today, carjackers have identified service stations as excellent locations to find plenty of victims. Carjackers simply wait for the moment when they can most easily move into a vehicle and drive away. Many drivers leave their keys in the ignition and their cars unlocked when they get out of their cars to use self-service gas pumps. While the driver is putting gas in the tank, the carjacker can simply open the car door, get in the car and drive away. This is especially dangerous if your children and/or pets are in the vehicle.

Sometimes, the carjacker will wait until the driver goes to the gas station’s cashier to pay for the gas. While the driver is busy paying the cashier, the carjacker will drive off with the car.

Carefully consider where and when you buy gas. Choose a safe, familiar area during daylight hours whenever possible. In addition, make a practice of filling up your tank when it is half-empty, if possible. Never let your gas supply get so low that you are forced to stop for fuel in an unsafe or unfamiliar area at a dangerous time.

In addition, sometimes it’s not a carjacker but a thief who chooses self-service gas pumps for his crimes. Most people will leave their keys in the ignition and their purses and/or wallets, cell phones, etc. on the passenger seat of the vehicle. With doors unlocked, it’s easy for a thief to open the door, take your belongings and flee. It only takes seconds.

Some tips when you are at a gas station:

1. Never leave your keys in the ignition. Take them out of the vehicle and lock your car while you are pumping gas.

2. Do not leave your valuables in plain sight when you exit your vehicle. Even with doors locked and no keys, the thief cannot resist your valuables.

3. Pay attention to your surroundings. Do not let your cell phone distract you. (As a side note, using your cell phone at a gas pump is very dangerous. Cell phones and other electronic devices may have the potential to emit electrical charges, and should therefore be left in the vehicle during fueling).

4. If you are going to pay for your gas inside the cashier’s office, please do not leave your children in the vehicle, regardless if your doors are locked or not. Take them with you. It may seem like a hassle, but consider the alternative.

5. If you are using a credit card at the gas pump, always take your receipt or hit the “clear” or “no” button when it asks before leaving. Otherwise, you leave your credit card information open for the next person.

Stolen Bicycles - Community Advisory

On May 29, 2011, at approximately 11:14 a.m., Takoma Park Police responded to the 7100 block of Woodland Avenue for reports of five adult-sized bikes that were stolen from three residential homes in the 7100 block of Woodland Avenue. The bikes were last seen some time in the evening of May 27, 2011, and discovered missing at approximately 11:00 a.m. on May 29, 2011.

Residential Burglary - Community Advisory

On May 28, 2011, at approximately 1:08 a.m., Takoma Park Police responded to the 7200 block of Cedar Avenue for reports of a residential burglary that had occurred. Three Hispanic males were seen inside the vacant home that is under renovation. No further descriptions. Property was taken.

Residents Can Help Reduce Harmful Air Emissions During Code Orange Air Quality Alert - Community Advisory

With today’s issuance of a CODE ORANGE air quality alert, residents can help reduce harmful air emissions by doing the following:

• Carpool, telecommute, or take mass transit to work;
• Limit driving and combine errands;
• Refuel after dark;
• Avoid using gasoline-powered lawn equipment, including mowers;
• Wait for a cooler day to use oil-based paints or switch to non-solvent or low VOC-based paints;
• Avoid using aerosols and household products that contain solvents;
• Avoid mid-day driving; or
• Conserve energy at home and work to reduce power demand.

Ozone is a major element of urban smog, and its presence can limit one’s ability to take a deep breath, or cause coughing, throat irritation, and breathing discomfort. There is also evidence that ozone can lower resistance to respiratory disease (such as pneumonia), damage lung tissue, and aggravate chronic lung disease (such as bronchitis). Children and those with pre-existing lung problems (such as asthma) are sensitive to the health effects of ozone. Even healthy adults involved in moderate or strenuous outdoor activities can experience the unhealthy effects of ozone.

Another air pollutant of concern in the Washington Metropolitan area is particulate matter. Particles in the air can cause or aggravate a number of health problems and have been linked with illnesses and deaths from heart or lung disease. At highest risk from particle pollution are people with heart or lung disease, older adults, children whose lungs are still developing, and adults and children who are active outdoors. Particles of concern include both very small, “fine” particles (that can only be seen through an electron microscope) and somewhat larger “coarse” dust particles. Fine particles have been more definitively linked to the most serious health problems.

Unhealthy levels of ground level ozone occur in the summer as intense sunlight interacts with oxides of nitrogen (NOx) and volatile organic compounds (VOCs) volatile organic compounds. Ozone forming pollutants originate from vehicles, lawn-mowers and boats; emissions from power plants and other fuel burning equipment; and vapors from gasoline, paints and industrial processes. Particulate matter can either be directly emitted into the air or formed in the atmosphere by reactions of fuel combustion gases. Any measures taken to reduce ozone forming emissions will also reduce particulate matter.

Vehicles account for 30 to 40 percent of the pollutants that cause ozone in the Baltimore/Washington area and every summer day, gas-powered lawn and garden equipment release more than 100 times the VOC’s of a typical large industrial plant. For every person who postpones lawn mowing on Air Quality Action Days, potential VOC reductions equal the amount generated by a car driving from Montgomery County to Raleigh, North Carolina.**

Air Quality Alert and Heat Advisory Today - Community Advisory

The Metropolitan Washington Council of Governments, in association with the Maryland Department of the Environment, Virginia Department of Environmental Quality and District Department of Environment, has issued a CODE ORANGE air quality alert Tuesday for the DC Metro Area.

Code orange air quality alert means that air pollution concentrations within the region may become unhealthy for sensitive groups (children, asthma sufferers, people with heart disease or other lung diseases and the elderly).

In addition, the National Weather Service has issued a HEAT ADVISORY for the District of Columbia that goes into effect at noon today until 8 pm tonight. A heat advisory means that a period of excessive heat is expected. The combination of temperatures in the mid to upper 90's and high humidity will create a situation in which heat illnesses are possible.

7600 blk of Carroll Ave., on Tuesday, May 24 at 3:30 a.m., a female complainant was assaulted by an unknown male. The female complainant was unable to provide a suspect description.

1000 blk of University Blvd., on Friday, May 20 at 3:02 p.m., a female complainant stated that she was assaulted by a known male subject during a dispute over a parking spot.

Burglary- Residential

7300 blk of New Hampshire Ave., on Friday, May 20 at 1:46 p.m., officers responded for a burglary that occurred earlier. Unknown suspect(s) pried an apartment door using a pry tool to attempt to gain entry. Entry was not made and no property was taken.

Auto Theft

7500 blk of Maple Ave., on Monday, May 23 at 10:30 a.m., a witness observed two male suspects attempting to gain entry into a vehicle. The witness went inside a nearby building to report the suspicious activity. While the witness was inside the suspects successfully stole the dark blue 2003 Dodge Caravan.

On October 27, 2009, the Takoma Park Police Department launched the tip411 program, an internet-based tool that enables the public to text message an anonymous tip to the police, and lets the police respond back creating a two-way anonymous “chat.”

Anyone with a cell phone can send an anonymous tip to the Takoma Park Police Department by typing in the number 847411 and typing the word “TPPDTIP” before the message. It is 100% anonymous.

We have now added a link to “submit a tip” through our Police Department Facebook page. If you would like to “become a fan” of the City of Takoma Park Police Department Facebook page, you must have a Facebook account. You can then search “City of Takoma Park Police Department” and add the page to your account and receive police communications directly to your Facebook page. The Facebook page is also linked to the Police Department’s Twitter page if that is how you receive your communications.

The link to “submit a tip” is on the left-hand side of the Facebook page. It works the same way as text messaging a tip.

The tip line, whether on the cell phone or Facebook, should only be used for non-emergency tips. Texting or Facebooking to tip411 is not an alternative to calling 9-1-1. In an emergency, call 9-1-1, or the Takoma Park Police Department directly at 301-270-1100.

Pepco Customers – Smart Meter Deployment in Maryland – Community Information

Starting in June 2011 and continuing through the end of 2012, Pepco will install smart meters for all of its Maryland residential and business customers. This is part of their long-term investment to improve reliability and customer service. The Maryland Public Service Commission has authorized this initiative and Pepco has received a federal grant to help cover the costs of this modernization effort.

Meter installers from Scope Services, Inc., the company performing the work for Pepco, will be in your community during the next several weeks and will visit your home or business to make the meter upgrade. Scope Services, Inc., is a reputable firm that has been in business for more than four decades. Scope Services’ work force will be driving white vehicles with Scope Services and Pepco signs on them. Each employee will wear a blue shirt with the Scope Services logo, tan Khakis and a photo identification badge. You will not need to contact Scope Services or Pepco at this time to schedule an appointment for this meter exchange. If an appointment is needed, Scope Services will provide you with a door hanger with the necessary instructions.

During the meter exchange, there may be a brief power interruption of five minutes or less. Please note that if you, or a member of your household, are currently registered in Pepco’s Emergency Medical Equipment Program for customers with special medical needs, the meter installer will make personal contact prior to exchanging the meter. Severe Thunderstorm Watch - Community Information

A line of severe thunderstorms with damaging winds are possible this afternoon.

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 6 pm. Severe Thunderstorms are possible this afternoon and evening. The primary threat with these storms include extremely damaging winds, heavy rain, large hail, lightning, and isolated tornadoes.

Those with outdoor plans should monitor the skies and be prepared for threatening weather. If you are outdoors and the storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

Attempt Residential Burglary - Community Advisory

On May 19, 2011, Takoma Park Police responded to the 7300 block of New Hampshire Avenue for reports of an attempted residential burglary that had occurred some time between 6:58 a.m. and 6:32 p.m. An unknown suspect attempted entry through the front door leaving damage to the door. Entry was not made and no property was taken.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile. Quaicy Damar Hardy, 11, was last seen on May 20, 2011 at 7:00 a.m. in the 600 block of Houston Avenue, Takoma Park, Maryland. Quaicy was last seen wearing a red shirt and skinny blue jeans. Quaicy is a black male, 4'11 tall, 85 lbs.,short, black hair, brown eyes with a light brown complexion. Quaicy is considered a critical missing person due to age only.

Takoma Park Police Department Takes Part in the “Take 25” Awareness Campaign on May 25th – Community Advisory

Takoma Park Police Department Takes Part in the “Take 25” Awareness Campaign on May 25th – Community Advisory

“Take 25” is a preventive child safety campaign created by the National Center for Missing & Exploited Children (NCMEC) in honor of National Missing Children’s Day. Annually honored on May 25th, this day serves as a reminder to the nation to make child safety a national priority.

Designed to raise awareness of the issues surrounding missing and exploited children, the “Take 25” campaign encourages parents, guardians, educators, and others to take 25 minutes to talk to children about safety. With a focus on prevention, “Take 25” provides communities with free safety resources including safety tips, conversation starters, and engaging activities.

On May 25th, the Takoma Park Police Department will be taking part in this campaign by having an informational table set up in the police department lobby between the hours of 10:00 a.m. and 4:30 p.m. at 7500 Maple Avenue, Takoma Park, Maryland 20912. Severe thunderstorms possible this afternoon and again tomorrow. Primary threat is large hail but isolated tornadoes cannot be ruled out. Any rotation within an approaching storm may spin up quick hitting tornadoes. Be prepared to act quickly should a tornado warning be issued for your area.

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 9 pm. Severe Thunderstorms are possible this afternoon and evening.

Those with outdoor plans should monitor the skies and be prepared for threatening weather. If you are outdoors and storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

Detectives from the Takoma Park Police Department are investigating the disappearance of a missing juvenile runaway. Alex Moran, 15, was last seen on May 12, 2011, in the 100 block of Lee Avenue, Montgomery County, Maryland. Alex is a Hispanic male, 5’6 tall, 140 lbs., fair complexion, brown eyes with black hair. Alex was last seen wearing a white t-shirt, blue jeans and gray Nike tennis shoes. Alex has the names “Patricia” and “Alexa” tattooed on both of his wrists and a cross on his hand. He is a habitual runaway and has admitted gang affiliation.

Residential Burglary - Community Advisory

On May 13, 2011, Takoma Park Police responded to the 7600 block of Maple Avenue for reports of a residential burglary that had occurred earlier between 7:30 a.m. and 8:50 p.m. The victim returned home to find that entry had been made to his residence by unknown means. Property was taken.

Recovered Stolen Auto - Community Advisory

On May 12, 2011, at approximately 11:49 p.m., while on patrol in the 6400 block of New Hampshire Avenue, a Takoma Park Police officer observed a 2002 green Dodge Caravan parked in the rear lot of the area. A check through the National Crime Information Center (NCIC) stolen vehicle database revealed that the vehicle had been stolen out of Prince George’s County, Maryland, on April 15, 2011. The ignition had been punched, disabling the vehicle. Prince George’s County Police were notified. Investigation continues under case #11022671. Theft from Commercial Establishment - Community Advisory

On May 12, 2011, at approximately 7:40 p.m., Takoma Park Police responded to the 1100 block of University Blvd. (LP Arcade & Laundry) for reports of a theft. The victim was inside the establishment when her purse was stolen. The suspects are described as:

1. Hispanic male, thin build, 5’6 to 5’8, 15-17 years old, with short black hair.
2. Hispanic male, medium build, 5’10 to 6’0, 15-17 years old with medium to long black hair.
3. Hispanic male, young looking.

The suspects entered the establishment and played video games for approximately 20 minutes. One of the suspects grabbed the victim’s purse and fled with the two other suspects out the back door on foot in an unknown direction.

Stolen Autos - Community Advisory

On May 12, 2011, at approximately 7:48 a.m., Takoma Park Police responded to the 6800 block of Westmoreland Avenue for reports of a stolen auto. The victim’s vehicle was parked in the 6800 block of Westmoreland Avenue and was noticed missing between 9:00 p.m. on May 11, 2011 and 6:00 a.m. on May 12, 2011. The outstanding stolen vehicle is a 1998 purple Dodge Caravan with Maryland tag #595AWR.

On the same date, at approximately 11:43 a.m., Takoma Park Police responded to the 7700 block of Maple Avenue for reports of a stolen auto. The victim parked her vehicle in the front lot at 10:36 a.m. and when she returned after a brief time, her vehicle was missing. The outstanding stolen vehicle is a 1997 light blue Dodge Caravan with Maryland tag #28653M4.

The outstanding vehicles have been entered into the National Crime Information Center (NCIC) stolen vehicle database. Investigation continues under case #11022546 and #11022562, respectively. Anyone with information about these crimes is asked to please call us at 301.270.1100.

REMINDER Community Outreach Program (COP) Free Seminar - Community Information

UPDATE Gas Leak Repaired; Carroll Avenue Re-Opened with One Lane - Community Advisory

Washington Gas has repaired the gas leak on Carroll Avenue. The temporary detour to Jefferson Avenue has been stopped. WSSC has resumed their work. Carroll Avenue is open with one lane of traffic with the assistance of a road crew.

UPDATE Gas Leak; Road Closure on Carroll Avenue - Community Advisory

Carroll Avenue between Lincoln Avenue and Jefferson Avenue will be closed for approximately 4-5 hours due to a gas leak. Washington Gas is on the scene. Old Carroll is closed in the direction of Sligo Creek Parkway. Drivers are being re-routed down Jefferson Avenue towards Lincoln Avenue. Fire Board and Ride-on have been notified. Updates will be forthcoming as we learn more.

Community Outreach Program (COP) Free Seminar - Limited to 50 Attendees - Community Information

On Thursday, May 12, 2011, from 7:00 p.m. to 9:00 p.m., a free seminar is being offered to all who live and work in the City of Takoma Park, Maryland, hosted by the City of Takoma Park Police Department. It will include an introduction to the City of Takoma Park Police Department's Community Outreach Program (COP) in its pilot phase, basic crime information and crime prevention tips, as well as an introduction to the programs in which residents of the community can participate. Takoma Park Police Department Takes Part in the “Take 25” Awareness Campaign on May 25th – Community Advisory

“Take 25” is a preventive child safety campaign created by the National Center for Missing & Exploited Children (NCMEC) in honor of National Missing Children’s Day. Annually honored on May 25th, this day serves as a reminder to the nation to make child safety a national priority.

Designed to raise awareness of the issues surrounding missing and exploited children, the “Take 25” campaign encourages parents, guardians, educators, and others to take 25 minutes to talk to children about safety. With a focus on prevention, “Take 25” provides communities with free safety resources including safety tips, conversation starters, and engaging activities.

On May 25th, the Takoma Park Police Department will be taking part in this campaign by having an informational table set up in the police department lobby between the hours of 10:00 a.m. and 4:30 p.m. at 7500 Maple Avenue, Takoma Park, Maryland 20912. Officer Carla Magnaye, the Department’s Community Outreach Coordinator, will be available that day to answer questions and will have available informational kits and brochures in English and Spanish to all interested members of the community. In addition, we will be giving out FREE child ID kits and offering FREE fingerprinting for children.

Community Outreach Program (C.O.P.) is Underway; Currently Offered Programs – Community Advisory

The Community Outreach Program (C.O.P.) is underway and there are four programs currently being offered, which are geared towards those who live within the City. These programs are:

1. Home Security Surveys = Survey of the strengths and weaknesses of security measures of a residence (fences, locks, alarms, etc.). It is conducted by an officer trained in completing security surveys. The officer provides information on how to reinforce the weak security measures.

2. Operation Identification = Residents mark all their valuables with a specific ID number and write down all serial numbers of valuables to be kept by the police department. A sticker is provided to participants to display on their doors/windows to notify individuals of their participation in the program, also making it less desirable for criminals to burglarize those residences.

3. Neighborhood Watch = Small groups consisting of neighbors who act as extra sets of eyes and ears for the police department. They immediately report any suspicious activity in the neighborhood to the police. These residents have each others’ contact information and get to know each other well during regular informal “get-togethers” hosted by a member of the group. The group “captain” is responsible for having weekly contact with the C.O.P. officer. This program is a great way to strengthen communication and relationships among neighbors as well as between residents and the police department.

4. Citizens on Patrol = Residents who participate in neighborhood watch usually participate in this program as well. Small groups are designated to certain areas of the community to patrol the area on foot at least one (1) time a week.

Along with these four programs, C.O.P. would also like to remind the community about the CARE (Caring About Residents Everyday) program. It is geared towards the elderly and those with special needs who live alone. Residents who are registered will receive a courtesy call daily from the police department if they do not call us first. If the resident does not pick up the phone, the police department will send an officer out to the resident’s home to check on their welfare. This program is to protect those in need and to bring a sense of peace to those friends and relatives who care, but who cannot check on the registered residents on a daily basis. Gas Station Theft from Auto - Community Advisory

On May 4, 2011, at approximately 8:30 a.m., a theft from auto occurred in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). The victim pulled up to the station and began to pump gas when she heard someone yell someone was in her car. The victim's purse was taken by a black male, approximately 5'11, wearing a "do-rag" on his head and a striped shirt. The suspect fled in a newer style silver Acura TSX (DC temporary tags that began with K93) southbound on New Hampshire Avenue towards the District of Columbia.

Gas Station Safety Tips:

Because self-service gas pumps are used by most people today, carjackers have identified service stations as excellent locations to find plenty of victims. Carjackers simply wait for the moment when they can most easily move into a vehicle and drive away. Many drivers leave their keys in the ignition and their cars unlocked when they get out of their cars to use self-service gas pumps. While the driver is putting gas in the tank, the carjacker can simply open the car door, get in the car and drive away. This is especially dangerous if your children and/or pets are in the vehicle.

Sometimes, the carjacker will wait until the driver goes to the gas station’s cashier to pay for the gas. While the driver is busy paying the cashier, the carjacker will drive off with the car.

Carefully consider where and when you buy gas. Choose a safe, familiar area during daylight hours whenever possible. In addition, make a practice of filling up your tank when it is half-empty, if possible. Never let your gas supply get so low that you are forced to stop for fuel in an unsafe or unfamiliar area at a dangerous time.

In addition, sometimes it’s not a carjacker but a thief who chooses self-service gas pumps for his crimes. Most people will leave their keys in the ignition and their purses and/or wallets, cell phones, etc. on the passenger seat of the vehicle. With doors unlocked, it’s easy for a thief to open the door, take your belongings and flee. It only takes seconds.

Some tips when you are at a gas station:

1. Never leave your keys in the ignition. Take them out of the vehicle and lock your car while you are pumping gas.

2. Do not leave your valuables in plain sight when you exit your vehicle. Even with doors locked and no keys, the thief cannot resist your valuables.

3. Pay attention to your surroundings . Do not let your cell phone distract you. (As a side note, using your cell phone at a gas pump is very dangerous. Cell phones and other electronic devices may have the potential to emit electrical charges, and should therefore be left in the vehicle during fueling).

4. If you are going to pay for your gas inside the cashier’s office, please do not leave your children in the vehicle, regardless if your doors are locked or not. Take them with you. It may seem like a hassle, but consider the alternative.

5. If you are using a credit card at the gas pump, always take your receipt or hit the “clear” or “no” button when it asks before leaving. Otherwise, you leave your credit card information open for the next person.

“The terrorist threat facing our country has evolved significantly over the past 10 years, and in today’s environment – more than ever – we know that the best security strategy is one that counts on the American public as a key partner in securing our country.” These were the words of Secretary Napolitano, at the announcement of the implementation of the Department of Homeland Security’s (DHS) National Terrorism Advisory System (NTAS) – a robust terrorism advisory system that provides timely information to the public about credible terrorist threats and replaces the former color-coded alert system.

The death of Al-Qaeda leader, Osama bin Laden, could result in retaliatory attacks in the United States. The security of the City of Takoma Park depends greatly on citizen involvement. No police department can effectively protect life and property without the support and cooperation of the citizens it serves. The Takoma Park Police Department needs your help in countering terrorism.

Terrorists are trained to “blend in” and assimilate to their surroundings. Most terrorists’ acts are well organized and well planned. Terrorists will conduct training, surveillance and “dry runs” prior to the commission of a terrorist act. They like to strike at government and civilian targets in an effort to instill fear. Ironically, though it is the terrorist’s intent to instill fear in you, it is you and your vigilance that the terrorist fears most!

How can you assist?

We need you to:

- Remain alert and be aware of everyday activities in your neighborhood and the City.

- Encourage the involvement of family, friends and neighbors.

- Assume responsibility to observe and report activities that appear out of place or unusual.

If you become aware of suspicious activity DO:

- Record as many details as possible.

- Notify the appropriate authorities as soon as possible.

Describing possible events:

- Who did I observe?

- What specifically did I see?

- Where did I observe the suspicious behavior?

- When did I observe the suspicious behavior?

- Why do I think the behavior is suspicious?

Ways to improve observation skills:

- Employ good listening skills.

- Do not let personal feelings interfere with the incident.

- Look at the entire situation before making a judgment.

- Watch for non-verbal communication signs.

- Use feedback to obtain and verify information or observations.

- Observe and report.

- Do not become personally involved.

Chief Ricucci encourages residents to follow NTAS alerts for information about threats and take an active role in security by reporting suspicious activity to local law enforcement authorities through the “If You See Something, Say Something” public awareness campaign.

Chief Ronald Ricucci announces today the officers and civilians who have won 2010 awards.

The 2010 Officers of the Year are Corporal Michelle Holmes and Detective Private First Class Joseph Butler.

Corporal Michelle Holmes served 13 years with the Baltimore City Housing Police Department, where she went through the ranks to Patrol Division Lieutenant. She left that department in June 2001, when it merged with the Baltimore City Police Department. Cpl. Holmes joined the Takoma Park Police Department on June 3, 2001, and was assigned to a squad in the patrol division. She was assigned to the Takoma/Langley Crossroads area, which is both a residential and commercial area, and one of the busiest areas in the City. Cpl. Holmes was promoted to Corporal in 2008, and in 2010, she became the full-time traffic officer. This position was designed as a way to curb traffic violations and in turn reduce the amount of traffic collisions that occur in the City. Cpl. Holmes has handled this position with the same dedication and enthusiasm she displayed when she was first assigned to a patrol beat. From May 1, 2010, to December 31, 2010, Cpl. Holmes issued 2,847 State citations for violations of Maryland Traffic laws. She also issued 105 warnings, 405 City citations, 112 Safety Equipment Repair Orders, 545 reports, handled 540 calls for service, made 10 in-view arrests and 12 warrant service arrests. She has handled the majority of serious motor vehicle collisions, as well as some minor collisions. She also supplements regular patrol squads when they are short-staffed. Cpl. Holmes has worked diligently with the Safe Routes to School program, which is a traffic enforcement program that concentrates on speed enforcement in school zones, pedestrian safety and enforcement of the requirement for vehicles to stop for the flashing red lights on school buses. Cpl. Holmes works very hard to make the streets of Takoma Park safe for every type of commuter, whether they are walkers, drivers or bicyclists.

D/Pfc. Butler took the Oath of Office with the Takoma Park Police Department on March 18, 1998. He successfully completed his field training on June 22, 1998. D/Pfc. Butler worked successfully in the patrol division until his transfer to the Criminal Investigations Division (CID) of the Takoma Park Police Department on February 14, 2010. His teamwork, persistence and efforts to take felons off the streets, to ensure the safety of others, are outstanding.

D/Pfc. Butler proved his excellent organizational and case management skills early on. He was assigned 94 cases during 2010, ranging from robbery, burglary, sexual assault, child abuse, theft from auto, and many other cases, which required extensive investigation. Despite his heavy workload, D/Pfc. Butler managed to investigate each case thoroughly, complete the investigative reports and submit all cases, leaving on a handful of cases that were assigned at the end of the year. During 2010, D/Pfc. Butler ended the year with a 55% closure rate and had a total of 52 arrests. This was a major accomplishment considering that this was D/Pfc. Butler’s first year in CID as an investigator.

D/Pfc. Butler was assigned to an area in Takoma Park which was plagued with numerous residential burglaries and robberies. He played an essential role as the lead investigator in making several arrests throughout the year. During the months of February and March when the City was experiencing a rash of residential burglaries, D/Pfc. Butler was able to develop three suspects after they used a victim’s credit card from a burglary that had occurred. D/Pfc. Butler has brought much talent and skill to CID and is recognized for that dedication and commitment.

We also congratulate our Civilian of the Year, Ms. Lakyia Coles, Administrative Services Division. Ms. Coles hails from New York and began her career at the Takoma Park Police Department as an Intern in 2003, where she quickly moved into a full-time, permanent position. Ms. Coles is the Police Administrative Specialist, handling such duties as logistics and payroll. In addition, she is also part of the Crime Scene Technician Unit, where her work in processing evidence has been invaluable to the Criminal Investigations Division. Ms. Coles covers a myriad of other responsibilities, including finger-printing and filling in for Crossing Guards when they are short-staffed. She also serves as supervisor to the Crossing Guard staff. Ms. Coles improves overall employee morale within her division, and in the department as a whole. She regularly looks for ways to improve in her area. Even with all of her current responsibilities, Ms. Coles routinely will drop whatever she is doing to assist in the Communications Division when there is a lot of activity. Ms. Coles contributes significantly to the department’s visions and goals through her extraordinary efforts, outstanding performance and dedication to duty. Congratulations to Ms. Coles!
