FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrests of Vyron Alexander Cox, 25, of Washington, D.C. and a male 16-year old juvenile, also of Washington, D.C., for motor vehicle theft, unauthorized removal, theft over $1,000, malicious destruction of property and conspiracy to commit all offenses.

On June 29, 2011, at 8:00 p.m., Takoma Park Police responded to the 6700 block of Westmoreland Avenue for recovered property that was found that appeared to be consistent with a theft. At 10:38 p.m., the officer responded to another address for report of a theft of a motor scooter that had occurred earlier from their driveway. After taking the report and leaving, the officer was near the intersection of Sligo Mill Road and Sheridan Street when he observed two males riding on a red scooter heading his way on Sligo Mill Road from Orchard Avenue. The scooter matched the description of the report he had just taken. The two males continued on to Sheridan Street towards New Hampshire Avenue. As they entered the intersection, the police officer attempted a stop of both males. The two males continued on the scooter crossing over into the 600 block of Sheridan Street and then they quickly brought the scooter to a stop and distanced themselves from it. After issuing several warning for them to stop, they did not comply until they heard the same warnings from the officer’s K-9 partner.

The two males were detained and the scooter was examined. The scooter showed signs of damage consistent with property that was previously found at the scene on Westmoreland Avenue. A registration check of the VIN verified that it was the scooter that had been reported as stolen.

Cox and the juvenile were both arrested and transported to the Takoma Park Police Department. The juvenile was released to the custody of his parents after notification to the Department of Juvenile Services.

Suspicious Fleeing Vehicle from Attempt Vehicle Stop – Community Advisory

On June 29, 2011, at approximately 2:00 a.m., Takoma Park Police responded to a call for a suspicious vehicle at 5th Avenue and Orchard Avenue. Once on the scene, the vehicle, a blue Plymouth Voyager with Virginia tags, was parked in the intersection with its lights on. The vehicle began to drive away, however based on the high number of stolen vans and the time of night/morning, an attempt traffic stop was initiated. The vehicle failed to yield to the officer’s lights and siren and began to flee at a high rate of speed down Sligo Mill Road, speeding through a stop sign at Eastern Avenue and crossing into the District of Columbia, still at a high rate of speed disregarding multiple traffic signs and lights. While continuing to follow the van at a safe speed and distance, the vehicle, at the time, was listed as negative for being stolen. The officer discontinued his following of the vehicle at that point and gave a look out to the Metropolitan Police Department.

During further investigation, Fairfax County, Virginia, Police Department was notified in an attempt to locate the owner of the minivan, which belonged to a stone granite business in Chantilly, Virginia. Contact was attempted with the business but it was not open at the time. Metropolitan Police Department also assisted Takoma Park Police in canvassing the area with negative results. Other similar vehicles in the area were also checked to make sure they were not tampered with or stolen.

At approximately noon on June 29, 2011, the owner of the company who owned the referenced vehicle indicated that one of his employee’s discovered the vehicle stolen and reported it to the police at 11:00 a.m. on June 29, 2011. The vehicle was last seen by the employee in the 5900 block of Eastern Avenue, NE, Washington, D.C., at approximately 6:00 p.m. on June 28, 2011.

Be Safe on the 4th of July! – Community Advisory

What You Should Know About FIREWORKS:

"As you prepare to celebrate Independence Day with family picnics, outings to the beach and neighborhood barbecues, take steps to prevent these festivities from turning into tragedies. Each Fourth of July, hundreds of children are permanently disfigured due to burns by fireworks. Here's what you should know:

Each year, fireworks in the United States cause approximately twelve deaths, 2000 serious eye injuries, and 5000 other injuries (including amputated fingers).

Although many people mistakenly believe that sparklers are safe, sparklers burn at 1,800 degrees Fahrenheit (nearly hot enough to melt gold)!

In Montgomery County, all fireworks are illegal to possess or discharge including gold label sparklers. Snap-and-pop noise makers, snakes, and party poppers are the only exception to this law.

Maryland's Fireworks Laws:

Fireworks include any firecracker, skyrocket, or Roman candle. Toy caps are only permitted if the explosive content is under .25 grains and they are designed so the hand cannot come in contact with the cap when in use.

In Maryland, private use and possession of fireworks, including sparklers, is illegal and carries a $500 fine.

It is against the law to sell fireworks in Maryland, and carries a $1,000 fine.

Public fireworks displays require proper permits and insurance.

Celebrate Wisely!

Teach children that fireworks are NOT toys. Explain the dangers of explosives and fireworks to your children.

Do not allow your children to handle fireworks, including sparklers. Set a good example! Do not handle fireworks or sparklers yourself.

Obtain the proper permits and insurance before holding any public fireworks display.

Enjoy the thrill of fireworks and pyrotechnics at public displays by licensed professionals.

Maryland Definition of Fireworks:

Article 38A-15. Definitions.

The term "fireworks" as used in this subtitle means firecrackers, squibs, rockets, Roman candles, torpedoes, bombs, grenades, fire balloons, signal lights, and any combustible, explosive or implosive composition etc.

Class "B" fireworks means special fireworks, designed primarily to produce visible or audio effects by combustion or explosion.

Class "C" fireworks means common fireworks, designed primarily to produce visible effects by combustion. Some small devices designed to produce an audible effect are included, but only when containing less than two grains of pyrotechnic composition.

Article 38A-16. Permits to discharge or sell.

Discharge. It is unlawful for any person to discharge fireworks without a permit issued pursuant to this subtitle, or to possess fireworks, either with the intention of discharging or permitting the discharge thereof in violation of this subtitle, or for the purpose of disposal or sale to persons for use or discharge without a permit, where a permit is required by this subtitle.

Sales. It is unlawful for any person to sell fireworks to any person without a permit issued pursuant of this subtitle.

Article 38A-17. Penalty for violations; seizure and removal of fireworks.

Any person possessing or discharging fireworks in violation of this subtitle is guilty of a misdemeanor and upon conviction shall be punished for each offense by a fine of not more than $500. Any person selling fireworks in violation of this subtitle is guilty of a misdemeanor and upon conviction shall be punished for each offense by a fine of not more than $1000.

Montgomery County recognizes fireworks as the definition printed above. Any possession or discharging of fireworks is in direct violation of this code and is subject to misdemeanor charges and fines not to exceed $500.

It is illegal to manufacture fireworks within Montgomery County.

Possession or use. Except as hereinafter provided, it shall be unlawful for any person to possess, store, to offer for sell, expose for sale, sell or use, burn or explode any fireworks; Provided that the possession, sale or discharge of fireworks are permitted when such activities are conducted under a permit issued by the State Fire Marshal.

Storage. No person shall keep or store fireworks in the county for a period in excess of eight hours unless such person shall have a valid permit from the State Fire Marshall for a display within the county and unless such storage site has been approved by the director.

Section 22-72: Model Rocketry.

A permit in accordance with the provisions of the Code for Model Rocketry, NFPA #41-L, shall be obtained before launching any model rocket.

The provisions of the Code for Model Rocketry, NFPA #41-L, shall apply to all model rocketry activities.

Any model rocketry or model rocket engine that does not comply with the requirements for construction in the standard adopted in subsection (b) of this section shall be considered a dangerous rocket. Any person who shall construct, manufacture, possess, give away, sell or launch such dangerous rockets shall be subject to the provision of the fireworks section of this chapter.

Message from the Chief of Police; Upsurge in Street Crimes – Community Advisory

Recently, there has been an upsurge in the street robberies in the areas near and around the Takoma Park Metro Station and the feeder streets to include the Eastern Avenue corridor in the area near Metro.

Victims are being accosted by the suspect(s) while walking home from the Metro. The suspects are exiting from a dark colored possibly Ford Crown Victoria with tinted windows, approaching victims, brandishing handguns and demanding the victim’s property.

The suspects are described as follows:

Suspect one: Black male, approximately 23 years old with a low/faded haircut, last seen wearing a black baseball cap, white T-shirt, blue skinny jeans and dark-colored tennis shoes.

Suspect two: Black male - no further description.

Suspect Vehicle: An older black sedan, possibly a Ford Crown Victoria or Grand Marquis, sitting low to the ground.

Takoma Park Police Department and the D.C. Metropolitan Police Department (MPD) Detective Units are working collaboratively to solve these crimes. Several similarities between Takoma Park and the Metropolitan Police Department cases have been made regarding the suspects and the vehicle being used during the armed robberies.

After committing the robberies, the suspects are fleeing the area toward Washington, D.C. and toward Montgomery County, MD. In reviewing some MPD reports and Takoma Park Police reports; in all incidents, the suspects are armed with handguns and have threatened to harm the victims if they fail to comply with the robber’s demands. In at least one MPD case, the victim was shot during the robbery. This initiative will increase the flow of information across the borders and into the community - such as suspect lookout information in a timely manner. The joint effort will enhance officers’ chances of apprehending suspects in a more expeditious manner.

There has been an upsurge in auto thefts throughout Takoma Park as well. Several Chrysler minivans have been stolen during the night time hours. Thieves are stealing the vehicles that don’t have any anti-theft devices, such as steering wheel clubs and/or alarm systems. The Takoma Park Police Department encourages all citizens to register their vehicles in the Watch Your Car Program. That program was detailed in a prior e-mail dated June 21, 2011. You can contact the Community Outreach Program coordinator by phone: 301-891-7121 or by email: carlam@takomagov.org for more information about vehicle theft prevention, or any other advice for securing homes, vehicles and outdoor property.

To better serve the community with building a strong and cohesive partnership with our allied law enforcement community, the Takoma Park Police and the Metropolitan Police Department have agreed to combine resources and develop a unified operational plan, which includes the use of plainclothes units to conduct surveillance and other police operations in the areas mentioned to identify and apprehend criminals who are caught committing the armed robberies and the auto thefts.

As Chief of the Takoma Park Police Department, I am committed to protecting the citizens of Takoma Park and their property.

I am asking that if you suspect a crime is about to occur or you witness anything that looks suspicious, please call us at 301.270.1100 or dial 911.

Protect Your Bikes and Outdoor Property:

Summer is here and your bikes and outdoor property may be vulnerable. Please consider these tips to protect your property:

When you are at home, please keep your bike secure and locked at all times.

When you are out, always lock your bike, even if you are only leaving it for a few minutes.

Avoid parking your bike in isolated or dimly-lit places. Always park your bike in a well light well populated area when possible. Thieves are less likely to commit a theft where they can be easily seen.

Get a good bike lock. The hardened steel D shaped locks are recommended as the minimum standard.

If you would like a national registration of your bicycle, please visit the National Bike Registry's web page at www.nationalbikeregistry.com.

The theft of garden ornaments, furniture, yard tools, and planters is another Spring/Summer trend.

Consider the security of your yard and remember that valuable planters and ornaments are safer in the back garden where passersby are less likely to see them.

Secure garden furniture by using an anchoring device and other devices to make it harder to move.

Use brackets to protect hanging baskets and plants.

Consider marking and photographing your valuables. If they are difficult to mark, take a photograph anyway to help with identification if the worst happens and they are stolen.

The tools and equipment in sheds and garages are more attractive to thieves who find them easier to sell as the weather improves. NEVER leave your sheds or garages unlocked.

Mark your property with your postal-code and house number.

Visible markings where possible, fit strong padlocks to doors.

Consider getting a shed alarm – they are fairly inexpensive and easy to install.

I hope you find these tips helpful this summer!

Vehicle Thefts - Community Information

Vehicle thefts have been on the rise in the City since the beginning of the year, and especially in the past few weeks. There has been a 66% increase in vehicle thefts since this time last year, so it may be a priority to ensure that you are following good safety habits when it comes to your vehicle. Most vehicle thefts occur in the late night and early morning hours while the vehicle is parked on or in front of the owner’s residence. Although anyone can become victim to this crime, you can reduce the risk of your vehicle being stolen using the proper precautions.

Please contact the Community Outreach Program coordinator by phone: 301-891-7121 or by email: carlam@takomagov.org for a brochure in reference to preventing vehicle theft. She also has a “Watch Your Car” program registration form, which is provided free of cost by the Maryland Vehicle Theft Prevention Council. Many vehicles have been recovered as a result of this program before owners even report the vehicle stolen. How the program works:

1. You register for the program
2. You receive a sticker, which you affix to your vehicle in a designated location
3. The sticker, alone, gives law enforcement reason to stop the vehicle during specific times of the night
4. If your vehicle is stopped due to the sticker, the driver is identified. If the driver is not on the list of authorized drivers, you are contacted immediately by the agency that stopped the vehicle.

Within the coming months (exact date to be determined), a V.I.N. etching event will be available to community members, free of cost. It will be hosted by the police department with the assistance of the Maryland/DC Anti Car Theft Committee. V.I.N. (Vehicle Identification Number) etching is a security technique in which your vehicle’s V.I.N. is permanently etched into all the glass panes of the vehicle. It is a proven vehicle-theft deterrent, as criminals tend to avoid vehicles that have been etched because it is harder for “chop shops” to make profit off V.I.N.-etched vehicles.

Please think about your current security habits and see if there are any things you can do to reduce your risk of becoming a victim of a crime even more. There is no guarantee in crime prevention, but you can take measures to safe guard yourself and your property as best as possible.

You can contact the Community Outreach Program coordinator by phone: 301-891-7121 or by email: carlam@takomagov.org for more information about vehicle theft prevention or for any other crime prevention inquiries that you may have.

Gas Station Safety Tips:

Because self-service gas pumps are used by most people today, carjackers have identified service stations as excellent locations to find plenty of victims. Carjackers simply wait for the moment when they can most easily move into a vehicle and drive away. Many drivers leave their keys in the ignition and their cars unlocked when they get out of their cars to use self-service gas pumps. While the driver is putting gas in the tank, the carjacker can simply open the car door, get in the car and drive away. This is especially dangerous if your children and/or pets are in the vehicle.

Sometimes, the carjacker will wait until the driver goes to the gas station’s cashier to pay for the gas. While the driver is busy paying the cashier, the carjacker will drive off with the car.

Carefully consider where and when you buy gas. Choose a safe, familiar area during daylight hours whenever possible. In addition, make a practice of filling up your tank when it is half-empty, if possible. Never let your gas supply get so low that you are forced to stop for fuel in an unsafe or unfamiliar area at a dangerous time.

In addition, sometimes it’s not a carjacker but a thief who chooses self-service gas pumps for his crimes. Most people will leave their keys in the ignition and their purses and/or wallets, cell phones, etc. on the passenger seat of the vehicle. With doors unlocked, it’s easy for a thief to open the door, take your belongings and flee. It only takes seconds.

Some tips when you are at a gas station:

1. Never leave your keys in the ignition. Take them out of the vehicle and lock your car while you are pumping gas.

2. Do not leave your valuables in plain sight when you exit your vehicle. Even with doors locked and no keys, the thief cannot resist your valuables.

3. Pay attention to your surroundings. Do not let your cell phone distract you. (As a side note, using your cell phone at a gas pump is very dangerous. Cell phones and other electronic devices may have the potential to emit electrical charges, and should therefore be left in the vehicle during fueling).

4. If you are going to pay for your gas inside the cashier’s office, please do not leave your children in the vehicle, regardless if your doors are locked or not. Take them with you. It may seem like a hassle, but consider the alternative.

5. If you are using a credit card at the gas pump, always take your receipt or hit the “clear” or “no” button when it asks before leaving. Otherwise, you leave your credit card information open for the next person.

Please be safe!

Safety Tips - Community Information

With the beginning of summer, we would like to re-send out some helpful tips to help prevent crime. We need our residents to be our eyes and ears and call in any suspicious observances. Working in partnership we can have a safe summer.

BURGLARY PREVENTION TIPS:

Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:

1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!

2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.

3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., bikes, jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.

4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time. Takoma Park Police offer a home security survey free of charge. A residential security survey is an inspection of your home, performed by a police officer, in an effort to identify possible improvements to the physical security of your residence and to review personal safety and security habits. The goal is to decrease the likelihood that you might be victimized by a crime. Home security surveys are offered to homeowners living in the City of Takoma Park, by appointment. They generally take about an hour of your time and can be set up during evening hours. To schedule a security survey and a review of personal safety issues, contact our Community Outreach Program officer, Carla Magnaye, at 301.891.7121 or 301.270.1100.

5. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.

6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence. Do not leave valuables easily accessible in your yard.

7. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it.

8. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.

9. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?

10. Burglars know where to look for hidden keys. Do not leave one.

11. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).

These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.

The Takoma Park Police Department currently has a task force in place made up of a Crime Analyst, detectives and patrol officers. We are committed to reducing the amount of crime in Takoma Park.

If you are not satisfied with your contact with the Takoma Park Police Department, you are encouraged to call Chief Ricucci directly and let him know about it. His direct number is 301.891.7104. He is always happy to hear from our citizens!

Let’s make a difference together. Let’s demonstrate to the criminals that we are putting them on notice that they will be caught!

PROTECT YOURSELF WHILE WALKING THROUGHOUT THE COMMUNITY:

Some safety tips the Takoma Park Police want citizens to know and how they can protect themselves while walking throughout the community.

Safety is everyone’s responsibility. Most criminals look for convenient and what they perceive as “easy” prey. There are some common sense precautions you can take to minimize the risk of being robbed.

If you must walk alone at night, walk in highly visible, well lighted areas.

Always be alert and aware of your surroundings. As you walk, look around you. Scan the area.

Do not allow yourself to be distracted by using a cell phone or head phones.

Walk purposefully and look confident. Keep your head up.

If you see an individual, a group or a parked vehicle that looks suspicious or causes you concern, keep your distance. Take another route or ask for help.

Do not walk close to shrubbery, doorways or cars where someone can easily hide.

Hide your valuables. Don’t flash jewelry or other expensive belongings. Keep any bag or purse close to your body, preferably in front.

Try to limit your use of ATM machines to daytime, avoiding those that are out of the way and as always, be aware of your surroundings.

If you think you are being followed, quickly change directions and if possible go to a location where there are other people that can help you.

If an unknown vehicle approaches you, immediately change directions.

If you do find yourself being robbed, avoid being injured by giving the robber what they want.

Don’t attempt to resist or attack the subject.

If possible, try to note details that will help in catching the suspect, such as race, hair, facial features, height, weight, build, clothing and vehicle and tag information.

Call police immediately (301.270.1100) or “911" and stay in a safe place nearby until they arrive.

SECURE YOUR VEHICLE:

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!

Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.

The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.

How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.

Deterrents:

Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.

For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.

What you can do:

Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle.)
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.

Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.
