Governor O'Malley to Attend National Night Out- Community Advisory

Chief Ronald A. Ricucci of the Takoma Police Department was informed Friday evening that Maryland Governor Martin O'Malley will be attending the Takoma Park Police Department's National Night Out on Tuesday, August 2nd at 6:00 p.m. located at the Piney Branch Elementary School (7510 Maple Avenue). Governor O'Malley will kick off the event and address those in attendance at 6:00 p.m. sharp.

The Takoma Park City Government and Takoma Park Police Department are honored to have Governor O'Malley attend our event. Please come out and show your support for our police department and show our Governor the strong community policing partnership we have in our city. This event is geared towards all residents. We want to see all of our residents stop by for a hot dog and pick up our various crime prevention handouts. Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Latanya Slaughter of Takoma Park, MD for Theft Under $500.00.

On Thursday, July 28th at 8:20 p.m., Takoma Park Police Officers responded to the Takoma Park/Silver Spring Food Co-op, located in the 200 block of Ethan Allen Avenue for a report of a theft that occurred earlier. Upon arrival officers met with the general manager who advised that a customer's wallet had been removed/stolen from the store.

The investigation revealed that the victim, was shopping in the store at approximately 11:45 a.m., and approached the cash register operated by Latanya Slaughter and paid for the items she purchased. Upon completion of the transaction, the victim exited the store unaware that she had left her wallet behind at the register.

A review of the video surveillance footage revealed that once the victim exited the store, the cashier, Latanya Slaughter, placed the victims wallet into her own purse and left with the victims wallet after the work day ended.

The suspect, Latanya Slaughter, was later located by officers and placed under arrest for Theft Under $500.00. The suspect was transported to the Montgomery County Central Processing Unit (CPU) without incident.

Aggressive traffic safety efforts aimed to cut fatalities in Maryland’s deadliest month

[Takoma Park, Maryland] The Takoma Park Police Department is joining with other law enforcement agencies throughout Maryland to crack down on speeders, and impaired, distracted or aggressive drivers. Traffic safety enforcement operations are being elevated as a part of a statewide effort during the month of August called Toward Zero Deaths, a high-profile initiative to continue working toward Maryland’s ultimate goal of zero traffic fatalities.

“Historically, August has proven to be the deadliest month in terms of traffic-related fatalities in Maryland,” said Chief Ronald Ricucci. “This year the public can expect an even greater police presence on our roads, especially at night.”

Between 2005 and 2009, 63 percent of the 2,275 vehicle occupant deaths involved speeding, impairment, or lack of seat belt use. There have been more traffic-related deaths in the month of August between 2001 and 2010, and night time enforcement operations are proving even more critical as enforcement operations escalate.

“Even one more death is too many,” stated Chief Ricucci. “My officers are committed to public safety, and we know that many dangerous behaviors happen at night. People are more likely to drive impaired or not wear their seat belt, and we are cracking down hard.”

Highly visible traffic enforcement will be present on all roadways throughout August, beginning with Smooth Operator, the statewide aggressive driving prevention campaign. DUI and seat belt patrols, as well as DUI checkpoints will be present throughout the rest of the month as well, and Maryland’s efforts are receiving the support of numerous local media outlets and statewide officials.

“The message we’re sending is simple,” warned Chief Ricucci. “Slow down, drive sober, and wear your seat belt – day and night. Those that do not comply will be caught and will be given citations, fines, points, and possibly even jail time for serious offenses.”

Flower Avenue Project Community Meeting – Community Advisory

The Flower Avenue Green Street Project is beginning! A kick-off community meeting is scheduled for Wednesday, August 3, 2011 from 7 - 8:30 pm in the lobby of Wilkinson Hall on the Washington Adventist University campus at Flower Avenue and Division Street. From 7 to 7:30 pm, attendees can look over maps, examples of "green streets," sign up for e-mail updates and talk to staff. At 7:30 pm, staff will present an overview of the project.

The goal for this multi-year project is to improve Flower Avenue from Piney Branch Road to Carroll Avenue by adding a sidewalk on the east side of the road, installing low-impact storm-water facilities (such as rain gardens) along the road, repaving the road surface, and improving crosswalks, bus stops and street lighting.

The project will be coordinated by the City of Takoma Park. Partners in the project are the Maryland State Highway Administration, Montgomery County, the Chesapeake Bay Trust, and the Friends of Sligo Creek.

The renovation of Flower Avenue will directly affect the residents and property owners along Flower Avenue. It will also affect the residents in surrounding neighborhoods--those who use Flower Avenue for access by car, bus, bicycle and walking and those whose property may be impacted by Flower Avenue storm-water runoff. In addition, college students, church attendees, and the many employees, patients and visitors going to Washington Adventist Hospital, will be affected by the renovation of the street. All are welcome to participate in the planning of this street renovation project.

The victims were at home in the residence when two suspects attempted to enter the residence through the front door. Startled by the homeowners, the suspect(s) fled on bicycles down Maple Avenue towards Sligo Creek Parkway. A neighborhood canvass was conducted, to include Sligo Creek Parkway and adjacent streets, with negative results. There are no known suspect(s).

Message from the Chief of Police – Takoma Junction Light Cycles – Community Advisory

The Takoma Park Police Department, City Government, City Officials, and Elected Officials, have been receiving complaints about the light cycles for the traffic signals in the Takoma Junction. We have monitored the situation and learned that the light cycles have been changed and those changes are causing problems for motorists. Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park juvenile. Yvette Funmilayo Animashaun, 13, was last seen on July 22, 2011 in the 7600 block of Maple Avenue, Takoma Park, Maryland. Animashaun was last seen wearing a black head scarf, black shirt and shorts of an unknown color. Animashaun is a black female, 5’7 tall, 120 lbs., black hair in an afro-hair style, brown eyes with a fair complexion. Animashaun has a tattoo on her chest – “7600.” She may be at a friend’s house, but that is unknown. She is a habitual runaway. Animashaun is considered a critical missing person due to age.

Protect your Bikes and Outdoor Property - Community Advisory

Summer is here and your bikes and outdoor property may be vulnerable. Please consider these tips to protect your property:

When you are at home, please keep your bike secure and locked at all times.

When you are out, always lock your bike, even if you are only leaving it for a few minutes.

Avoid parking your bike in isolated or dimly-lit places. Always park your bike in a well light well populated area when possible. Thieves are less likely to commit a theft where they can be easily seen.

Get a good bike lock. The hardened steel D shaped locks are recommended as the minimum standard.

If you would like a national registration of your bicycle, please visit the National Bike Registry's web page at www.nationalbikeregistry.com.

The theft of garden ornaments, furniture, yard tools, and planters is another Spring/Summer trend.

Consider the security of your yard and remember that valuable planters and ornaments are safer in the back garden where passersby are less likely to see them.

Secure garden furniture by using an anchoring device and other devices to make it harder to move.

Use brackets to protect hanging baskets and plants.

Consider marking and photographing your valuables. If they are difficult to mark, take a photograph anyway to help with identification if the worst happens and they are stolen.

The tools and equipment in sheds and garages are more attractive to thieves who find them easier to sell as the weather improves. NEVER leave your sheds or garages unlocked.

Mark your property with your postal-code and house number.

Visible markings where possible, fit strong padlocks to doors.

Consider getting a shed alarm – they are fairly inexpensive and easy to install.

Package Delivery Tips - Community Advisory

There have been reports of packages stolen from porches and residences in the City. This is an easy target for thieves because sometimes the person expecting a package doesn't realize their package has been stolen until sometimes weeks after it was supposed to be delivered. Solutions to the problem include tracking your deliveries online and reporting missing bundles as soon as possible. And of course, try to be home when you're expecting something valuable to arrive. If you can't be there, make arrangements with a neighbor. A lot of times the thefts are not reported to police because those receiving the packages assume there was a problem with the delivery. We do encourage anybody who is missing a package after it has been verified through the shipping company to contact police and make a report.

If you are sending something to someone please let those people know they need to be expecting it. Also, check for an expected package at the usual time your postal carrier delivers to your home. If using a shipping company or service, ask about other measures they offer to ensure delivery. The best way to do it is to require a signature, especially if you are sending a high-value item. Some companies will allow a neighbor to be designated to accept packages if the delivery comes when you are away from home. Be neighborly and ask a neighbor if they will accept a package for you, or ask them to keep an eye out if you know you have a package being delivered.

Sign up for the Citizens' Police Academy! The course is designed to educate citizens on the required duties and obligations of a police officer, and it will provide a glimpse into all aspects of the City’s police department that make it run smoothly on a daily basis. Safety at Metro Stations - Community Advisory

Safe Takoma, Inc., in partnership with the Metro Transit Police, will be promoting "Safety at Metro Stations" by distributing a variety of informational brochures, safety whistles, and safety-related incentives on Monday, August 1 from 4:30 pm - 6:30 pm at the Takoma Metro Station.

The Takoma Park Police Department will be participating in the event, along with several other public safety institutions, to support locally-based Safe Takoma, Inc. and to assist in stressing the importance of personal safety during use of public transportation. The Takoma Park Police Department will be distributing brochures on safety topics, as well as be available to answer any safety concerns that citizens may have. Come out and join us!

Heat Precautions - Community Advisory

Temperatures are expected to reach 100° or more over the next several days, so residents should take precautions to protect themselves again heat-related illnesses such as heat stroke and heat exhaustion.

People are also asked to check on elderly relatives and friends and others who may be isolated to be sure they are not showing signs of heat-related illnesses. Takoma Park and County facilities, including libraries, swimming pools, recreation and senior centers, as well as regional services centers will be open and may provide respite from the heat.

“Summer heat waves can be dangerous, especially for seniors and those with chronic illnesses,” said County Health Officer Dr. Ulder J. Tillman. “It is important for all of us to check on our friends, relatives and neighbors to make sure they are safe during these extreme temperatures.”

Suggested Precautions:

Stay indoors, whenever possible. Visit nearby air conditioned buildings in your community if your home is not air-conditioned. In addition to City or County facilities, residents can visit shopping malls, movie theaters and museums.

Be careful to avoid strenuous activities that can result in overexposure to the sun, such as sports and gardening. If you must do a strenuous activity, do it during the coolest part of the day, which is usually in the morning before 9 a.m.

Drink plenty of water. Dehydration, cramps, exhaustion or heat stroke can result from not drinking enough fluids. Water is the safest liquid to drink.
Avoid drinks containing alcohol or caffeine.

Wear proper protection from the sun. Light-colored clothing, a hat, sunglasses and sunscreen protection are recommended.

Never leave pets or young children in a car for ANY amount of time, even if the windows are cracked open.

Monitor those at high risk. Those at greatest risk of heat-related illness include:

Infants and children up to four years of age;
Individuals 65 years of age and older;
Individuals who are ill or on certain medications; and
Individuals who are overweight.

Knowing the signs of heat exposure can prevent serious illness from becoming life threatening. Should any of the following occur, get out of the heat, loosen any tight or heavy clothing, and drink plenty of water:

Heat cramps: symptoms include painful muscle spasms, usually involving the abdominal muscles or legs;

Heat exhaustion: first signs are cool, moist, pale or flushed skin, dizziness, nausea, headache and weakness; and

Heat stroke: the most serious sign of overexposure. Symptoms include red, hot, dry skin, weak pulse, rapid breathing and changes in consciousness. Seek medical attention by calling 9-1-1.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Terry Phillip Blaine, 45, of Hyattsville, Maryland, for Strong Arm Robbery, 2nd Degree Assault, False Imprisonment and Theft.

On July 16, 2011, at 4:39 p.m., Takoma Park Police responded to the 200 block of Philadelphia Avenue for the report of a robbery that had just occurred. The victim had finished shopping and was sitting in her vehicle closing the door when she was approached by a male who pulled the door open. The victim was pinned against the driver’s seat by the suspect who told her several times to be quiet. The suspect then grabbed the victim’s bag and ran back to his vehicle – a red Ford truck with a silver strip. The suspect then fled the scene down Sycamore Avenue away from the victim. A witness to the incident was able to provide a vehicle tag number of the suspect’s vehicle. Takoma Park Police ran the tag number and retrieved information about the owner of the vehicle as well as a photograph. The witness and victim identified the suspect. A review of the store surveillance also confirmed the suspect’s identity.

Takoma Park Police applied for and received an arrest warrant for the suspect and his vehicle was entered as a felony vehicle in the National Crime Information Center (NCIC) database.

On July 18, 2011, the suspect, identified as Terry Phillip Blaine, arrived at the Takoma Park Police station and turned himself in on the active Takoma Park Police warrant. Blaine was arrested and transported to the Montgomery County Central Processing Unit, without incident, pending an appearance before a Montgomery County Court Commissioner.

The vehicle that was used in the commission of the robbery has not been located. Takoma Park Police responded to Blaine’s residence for a consensual search for items of evidentiary value. This investigation is on-going.

Changes Made with Opening of New District Court Location in Rockville; Effective August 1, 2011 – Community Advisory

Effective Monday, August 1, 2011, the District Court Commissioner location at the Central Processing Unit (CPU) will no longer be accessible to citizens. Commissioners at CPU will only see detainees for Initial Appearance hearings. The new Rockville District Court will be a 24/7 operation, and the Silver Spring District court will be open from 8 a.m. to midnight, seven days a week.

District Court Commissioners are prepared to assist citizens with posting bonds, filing criminal applications, filing domestic violence and peace order petitions, and seeking Emergency Evaluation Petitions at both courthouses. On Monday, August 1, 2011, the courthouses will be the only locations that citizens will have access to Commissioners for such matters.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of a 16-year old male juvenile of Washington, D.C., for Theft and Conspiracy to Commit Theft.

On July 18, 2011, at approximately 3:40 a.m., Takoma Park Police were on patrol in the 200 block of Hodges Lane, Takoma Park, Maryland, when an officer observed four young males on bicycles. One of the subjects was riding one bicycle while pushing a second one. An attempt to stop was made of the group, and all but one fled into the District of Columbia. The remaining subject attempted to drop the second bike and flee without success. Investigation revealed the bicycle that the subject was riding was stolen, as was the second bicycle he was pushing. A back pack also in the subject’s possession, which contained a pair of bolt cutters. A request was made of the subject to show the officer where the bicycles were taken from and the officer and subject went to that residence. It was confirmed that the bicycles had been stolen and the bicycles were returned to the owner. The Metropolitan Police Department was notified and given a look-out of the outstanding subjects as Takoma Park Police continued to canvass the area. The subject in custody was able to provide identification of the fleeing subjects he had been with; they were all juveniles and residents of the District of Columbia. Investigation will continue.

The 16-year old juvenile was arrested and charged accordingly. He was released to the custody of a parent after refusal of intake by the Department of Juvenile Services.

Attempt Residential Burglary - Community Advisory

On July 17, 2011, Takoma Park Police responded to the 7100 block of Poplar Avenue for reports of an attempted residential burglary that had occurred at approximately 8:38 p.m. Unknown suspects attempted entry by breaking the glass to the front door of the residence. The homeowner was home, which scared off the suspects. Entry was not made and no property was taken. The suspects are described as:

Suspect 1: Unknown race male, approximately 6-6'2", last seen wearing a black ski mask, black gloves and black clothes.

Suspect 2: Hispanic male, approximately 5'6", shoulder-length hair, last seen wearing a black t-shirt and baggy blue jeans.

City Seeks Funding from U.S. Department of Justice – Community Advisory

The City is seeking funding from the U.S. Dept. of Justice under the Edward Byrne Memorial Justice Assistance Grant (BJAG) program, as allocated in the Federal FY2011 cycle.

Proposed use of the funds will be for continuation for 24 weeks of the part time Research and Policy development position within the Takoma Park Police Department. The position researches new procedures, equipment, tactics and cutting edge issues. The employee reviews existing policy and revises them as needed, as well as develops new policy and procedures for emerging issues affecting the agency. Funding amount sought in this grant program is $11,159.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Taron Trice, 33, of Silver Spring, Maryland, for Possession of a Controlled Dangerous Substance (CDS) Marijuana with the Intent to Distribute, Possession of CDS Marijuana, and Possession of CDS paraphernalia. The case is under investigation and other charges may be forthcoming.

On July 14, 2011, at approximately 3:42 a.m., Police Officers from the Takoma Park Tactical Enforcement Unit were on patrol in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland. A check of a suspicious vehicle was found to be occupied by a juvenile and another subject. The juvenile gave a room number to the hotel adjacent to the vehicle where she was staying. Contact was made with the occupants of the room. A male, later identified as Trice, and a female juvenile were inside the room. An odor of Marijuana was detected from the room and there was drug paraphernalia and suspected Marijuana found in plain view. A large quantity of Marijuana, indicative of an intent to distribute, was found in the hotel room with Trice. Items of evidentiary value were seized.

Trice was transported to the Montgomery County Central Processing Unit pending a hearing before the Commissioner. The juveniles were taken to one of the juvenile’s guardians in Silver Spring after consultation with Prince George’s County Child Protective Services.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Abdoul Wahab Traore, 27, of Bowie, Maryland, as a fugitive from justice.

On July 11, 2011, at approximately 4:03 a.m., a Takoma Park Police officer was on patrol in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland, when a vehicle with out of state tags failed to obey the “do not enter” sign on New Hampshire Avenue, which prompted a vehicle stop. A check of the driver indicated that he had outstanding warrants in North Carolina for twelve counts of fraud/identity theft and illegal use of credit cards, which was confirmed through the Takoma Park Dispatcher. Traore was taken into custody by Takoma Park Police, transported to the Central Processing Unit in Montgomery County and charged accordingly.

Heavy rainfall and severe storms possible this afternoon and evening. Storms will be capable of producing 2" per hour rainfall rates in addition to significant lightning, hail and damaging winds. Additional watches and warnings are possible this afternoon.

The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County until late tonight. Heavy rain may have the potential to cause severe and unexpected flooding within the next 24 hours.

Do not drive through flooded areas. As little as 2 feet of water can sweep a vehicle off the road.

Bicycle Thefts - Community Advisory

On July 6, 2011 at 7:48 a.m. Takoma Park Police responded to the 7300 block of Flower Avenue for a report of stolen bicycles. Unknown suspect(s) removed two bicycles from the back of the victim’s truck. The bicycles were last seen there at midnight and noticed missing at 6:30 a.m. There are no suspect(s) at this time.

The bicycles are described as a 27” purple hybrid cycle Track bike and the other a 17” light blue Schwinn bike.

FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of a 16-year old male juvenile of Takoma Park, Maryland, for attempt theft from auto and rogue and vagabond.

On July 5, 2011, at approximately 2:48 p.m., Takoma Park Police observed a young subject with his shirt off running from Tulip Avenue on to Maple Avenue and into the bushes at the church. The subject then ran down Maple Avenue and, at that time, because of the officer’s training and experience, a look out was issued for the subject. The subject was stopped in the 7300 block of Maple Avenue. Takoma Park Police K-9 conducted a reverse track on the subject which led him from the subject to a 2004 Honda van, which was located at Tulip Avenue at Cedar Avenue with the front door to the vehicle open.

The juvenile was arrested and charged accordingly. He was transported to the Takoma Park Police Department and released to the custody of his mother.

On July 1, 2011, at approximately 5:20 p.m., Takoma Park Police responded to the 500 block of Margaret Drive for a report of a theft from auto that had occurred sometime between June 30, 2011 at 9:00 p.m. and July 1, 2011 at 4:10 p.m. Property was taken from the vehicle.

4th of July Road Closures and Detours- Community Advisory

The City of Takoma Park Detours are in effect for July 4th from 8:00 a.m. until 1:00 p.m.

East West Highway traffic coming from Hyattsville, will be detoured onto Jackson Avenue, to Sligo Creek Parkway, and then west to Piney Branch Road, and back south to Philadelphia Avenue.

From Silver Spring, traffic will be detoured north onto Piney Branch Road, turning east onto Sligo Creek Parkway, and can turn south onto New Hampshire Avenue, and back to East West Highway.

Carroll Avenue traffic heading south, will be detoured west onto Flower Avenue, to Piney Branch Road, then south towards the District.

Northbound Carroll Avenue traffic should use either Piney Branch Road or New Hampshire Avenue as an alternate.

Information for Residents; DC Curfew Law- Community Advisory

The Metropolitan Police Department is stepping up enforcement of their curfew law in an effort to get juveniles off the street. This law applies to residents and non-residents. For the months of September through June curfew begins at 11:00 p.m. on Sunday though Thursday nights and continues until 6:00 a.m. the following day. Curfew hours are 12:01 a.m. to 6:00 a.m. on Saturday and Sunday (curfew on "Friday night" begins at 12:01 a.m. Saturday; curfew on "Saturday night" begins at 12:01 a.m. Sunday)

During July and August only:

Curfew hours are 12:01 a.m. to 6:00 a.m., seven days a week.

Does curfew law apply to non-District residents?

Yes. The curfew law applies to all persons under the age of 17 who are in the District of Columbia during curfew hours. This includes both District residents as well as young people who reside elsewhere.

What are the penalties for violating the law?

A parent or legal guardian of a juvenile under the age of 17 commits an offense if he or she knowingly permits, or by insufficient control allows, the minor to violate the curfew law. Any adult who violates the Juvenile Curfew Act is subject to a fine not to exceed $500.00 or community service. A minor who violates curfew may be ordered to perform up to 25 hours of community service.

On June 30th, 2011 at 11:56 p.m., in the 100 block of Park Avenue, Takoma Park Police officers responded for a motor vehicle theft that just occurred. Unknown suspect(s) made entry by unknown means and stole the vehicle while it was parked in the driveway. Officers canvassed the area with negative results. There are no suspect(s) at this time.

Arrest Made for Motor Vehicle Theft- Community Advisory

On July 1st, 2011 at 12:28 a.m. in the 7200 block of Carroll Avenue, Takoma Park Police officers observed a stolen vehicle occupied by three males traveling southbound toward Washington DC. Officers attempted to conduct a traffic stop at the intersection of 4th Street and Cedar Street as vehicle attempted to flee. Takoma Park Police officers successfully stopped the vehicle and detained all three suspects without incident. The Metropolitan Police Department arrived on scene to assist in the arrests.

Morris Houston Grant was arrested for Unauthorized Use of a Motor Vehicle, Theft over $1,000, and Driving Without a License. Two juveniles were also detained and released to guardians. This was another great example of collaboration between the Takoma Park Police Department and the Metropolitan Police Department.
