FOR IMMEDIATE RELEASE
Chief Ronald A. Ricucci of the Takoma Park Police Department announces that there is a new fixed pole speed camera located in the 900 block of westbound East West Highway. This new camera will begin issuing warnings for violators driving 12 miles over the speed limit beginning Friday, September 30, 2011. Citations for violators driving 12 miles over the speed limit will be issued beginning midnight, October 15, 2011. This additional speed camera is part of Takoma Park Police Department’s Safe Speed Program. The objective of the program is to reduce speed, which will reduce accidents.
Below are the current sites for the City of Takoma Park Government traffic enforcement activities. The areas listed below are fixed pole enforcement speed unit sites:
7200 block of New Hampshire Avenue (southbound)
7100 block of New Hampshire Avenue (northbound)
Eastbound lane of the 400 block of Ethan Allen Avenue
Westbound lane of the 500 block of Ethan Allen Avenue
There is also a portable speed camera located as follows:
900 block of eastbound University Blvd.

Theft from Auto - Community Advisory
On September 30, 2011 at approximately 12:00 a.m., Takoma Park Police responded to the 300 block of Grant Avenue for the report of a theft from auto that was in progress. Two suspects were seen inside the vehicle having entered it through an unlocked front passenger door. Property was taken. The suspects fled before police arrived. Because it had just occurred, a K-9 search was conducted, however, with negative results. A canvass of the area was also conducted with negative results.

Theft from Auto - Community Advisory
On September 29, 2011 at approximately 2:01 p.m., Takoma Park Police responded to the 7600 block of Flower Avenue for the report of a theft from auto that occurred earlier between 8:00 a.m. and 1:30 p.m. Unknown suspect(s) smashed out the front driver's side window to gain entry. Property was taken. A suspect was observed inside the victim's vehicle at approximately 12:40-12:45 p.m. described as a black male, 6'2, last seen wearing a black shirt and blue jeans with holes. The suspect was seen leaving in a red truck without a front vehicle tag.

Shots Heard Fired in the Area of Garland Avenue; Two Shell Casings Recovered - Community Advisory
On September 29, 2011, at approximately 1:24 a.m., Takoma Park Police responded to the 7200 block of Trescott Avenue for a report of shots fired. As Takoma Park Police were responding, calls were still being taken by Communications providing different locations for the sounds of shots fired. A total of nine calls were received. Based on the calls and the areas that were given, a concentrated canvass was conducted in the 7200 block of Garland Avenue. During the canvass, an officer located two 9 mm shell casings - both recovered in the 7200 block of Garland Avenue. There are no reports of injuries and a suspect(s) has not been located. We will update you as information becomes available.

CORRECTION Dogs Being Walked on Playground of Piney Branch Elementary School - Community Advisory

It has been brought to our attention that residents are using the playground of Piney Branch Elementary School to walk their dogs. The playground is the property of the Park and Planning Commission. During the construction, this area is closed to the public. It is only used by the school for recess during construction. We have also received complaints of dogs not being on leashes on the playground, which is a violation of the law. Please obey the law with regard to leashes and do not use the playground during construction. Thank you in advance for your cooperation in this matter.

Crime Alert; A Message from the Chief of Police - Community Advisory
There has been an upsurge in burglaries, robberies and thefts during the month of September in our City. All members of the Department are on high alert for these crimes. We have increased uniform and plainclothes patrols in the City. Our detectives are following up on all leads and are working closely with other jurisdictions. The exchange of information between jurisdictions is proving helpful in our investigations. The burglaries, we believe, are occurring during the early part of the day after people leave for work. The public's help is needed. We need you to call in anything suspicious in your neighborhood. We will continue to update you as we make progress in these on-going investigations. Working together we can close these investigations by arrests and reduce the fear and alarm in our community.
Once again, I urge you to secure your residences at all times. Please report ANY suspicious persons or vehicles in your neighborhoods to 301-270-1100. This is our number one priority. Gas Station Theft from Auto - Community Advisory
On September 27, 2011, at approximately 8:45 a.m., a theft from auto occurred in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). The victim pulled up to fuel her vehicle and proceeded inside the gas station to pay the cashier. While inside, a black BMW SUV-style vehicle pulled up next to her vehicle occupied by three black males. The rear driver’s side passenger exited the vehicle and opened the victim’s front passenger door and stole property.

Gas Station Safety Tips:
Because self-service gas pumps are used by most people today, carjackers have identified service stations as excellent locations to find plenty of victims. Carjackers simply wait for the moment when they can most easily move into a vehicle and drive away. Many drivers leave their keys in the ignition and their cars unlocked when they get out of their cars to use self-service gas pumps. While the driver is putting gas in the tank, the carjacker can simply open the car door, get in the car and drive away. This is especially dangerous if your children and/or pets are in the vehicle.
Sometimes, the carjacker will wait until the driver goes to the gas station’s cashier to pay for the gas. While the driver is busy paying the cashier, the carjacker will drive off with the car.
Carefully consider where and when you buy gas. Choose a safe, familiar area during daylight hours whenever possible. In addition, make a practice of filling up your tank when it is half-empty, if possible. Never let your gas supply get so low that you are forced to stop for fuel in an unsafe or unfamiliar area at a dangerous time.
In addition, sometimes it’s not a carjacker but a thief who chooses self-service gas pumps for his crimes. Most people will leave their keys in the ignition and their purses and/or wallets, cell phones, etc. on the passenger seat of the vehicle. With doors unlocked, it’s easy for a thief to open the door, take your belongings and flee. It only takes seconds.
Some tips when you are at a gas station:

Burglary - Community Advisory
On September 26, 2011, at approximately 7:19 a.m., Takoma Park Police responded to the 7400 block of Holly Avenue for reports of a burglary that had just occurred. The victims’ observed a black Mazda 3 Hatchback vehicle with Maryland tags parked in front of their home. They observed two black males walking from the direction of the open garage of their residence which is located to the rear of the residence. The suspects were carrying property from the victims’ garage. When the victim yelled, the suspects entered the referenced vehicle and fled towards Eastern Avenue. Prior to this date, on September 20, 2011, the victims’ pick-up truck, which was parked in their driveway, had been broken into and several tools were stolen.
The suspects are described as:
Black male, 5’11, 20-30 years old, short dreads, last seen wearing dark pants (possibly blue jeans), dark t-shirt, and baseball cap.

RELEASED FROM THE MARYLAND-NATIONAL CAPITAL PARK POLICE, PRINCE GEORGE'S COUNTY DIVISION
On September 22, 2011, a detective of the Maryland-National Capital Park Police, Prince George’s County Division filed criminal charges for the arrest of Noe Cordero-Moya. The suspect, Cordero, is charged with two counts of indecent exposure. He is accused of indecently exposing himself while patrons were walking on the Sligo Creek Hiker/Biker Trail on at least two separate occasions, the most recent being on September 17, 2011.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of James Gondor, 23, of Takoma Park, Maryland, and Jordan Allen Kamara, 22, of Silver Spring, Maryland, for the following charges:
James Gondor for wearing, carrying or transporting a firearm, possession of Controlled Dangerous Substance (CDS) Marijuana, and false statements to a peace officer; and
Jordan Kamara for first degree assault, second decree assault, use of a handgun in the commission of a violent felony, wearing, carrying or transporting a firearm and failure to identify.
On September 23, 2011, at approximately 11:32 p.m., Takoma Park Police responded to shots fired in the area of Lee Avenue. While responding to the call on northbound New Hampshire Avenue, the officer spotted a green Ford minivan driving on eastbound Sligo Creek Parkway. The van continued northbound on to New Hampshire Avenue. Given the speed, proximity and prior knowledge of a green minivan being the suspect vehicle in multiple shots fired calls on Erskine Street, a traffic stop was initiated. As the van turned right heading eastbound on Erskine Street, the officer activated his emergency equipment. The vehicle stopped at Erskine Street at 13th Avenue. The officer gave direction to the driver, Gondor, which was ignored. After several requests, Gondor complied and placed the keys of the vehicle on the roof of the van. During this time, the passenger of the vehicle, Kamara, bailed out of the vehicle with a semi-automatic handgun. After pointing the weapon at the officer, Kamara fled on foot into the backyard of the homes on 13th Avenue. While maintaining control over Gondor, the officer requested additional units and Montgomery County Police K9 and Takoma Park Police K9 arrived and began searching for Kamara. Gondor was taken into custody without further incident, and the vehicle was also taken into custody and impounded pending a search warrant. Takoma Park Police located Kamara in the 7100 block of 13th Avenue and took him into custody without incident.
Montgomery County K9 Officer and his partner conducted a track for evidence and located a Smith and Wesson 9mm semi-automatic handgun in the street in the 7200 block of 13th Avenue.
This investigation #11047238 is on-going and other charges may be pending. The suspect vehicle may have been involved in an attempt armed carjacking and attempt citizen armed robbery both of which occurred in Prince George’s County on September 23, 2011.

Shots Fired in the Area of Maple Avenue – Community Alert
On September 23, 2011, at approximately 9:15 p.m., Takoma Park Police responded to Maple Avenue for a report of shots fired. At approximately the same time, reports were also made about shots being fired on Sligo Creek Parkway. Spent shell casings were located by an officer on Sligo Creek Parkway near Houston Avenue. Montgomery County Police and Maryland-National Capital Park Police also responded to the area. Spent shell casings were recovered as far as Sligo Creek Parkway and Route 29. There are no reports of injuries and a suspect(s) has not been located. The Maryland-National Capital Park Police have taken the lead on the investigation with assistance from the Takoma Park Police. Preliminary investigation reveals that the spent shell casings in these incidents are the same brand as the casings found on Lockney Avenue. We will update you as information becomes available.
Commercial Burglary - Community Advisory
On September 23, 2011, Takoma Park Police responded to the 7300 block of New Hampshire Avenue (Takoma Overlook Apartments) for reports of a commercial burglary that had occurred earlier between 4:30 p.m. on September 22, 2011 and 6:30 a.m. on June 23, 2011. Unknown subject(s) made entry by unknown means. Property was taken. The suspect is described as a black male, approximately 17 to 22 years old, 5’10 and 180 lbs.

Armed Robbery - Community Advisory
On September 21, 2011, at approximately 11:22 p.m., Takoma Park Police responded to the 7300 block of Birch Avenue for reports of an armed robbery. The victims were walking north in the 7300 block of Birch Avenue from the Metro when the suspects came out from a yard on Dogwood Avenue and approached them. The suspects pointed guns at the victims and ordered them to lie on the ground. The suspects took property and fled on foot up Birch Avenue to Dogwood Avenue, making a left on to Dogwood Avenue. The suspects then got into an unknown vehicle and fled on Dogwood Avenue towards Holly Avenue. They then made a right turn on to Holly Avenue towards Philadelphia Avenue. The victims did not sustain any physical injuries.
Suspect 1: Black male, 5’10, 160-170 lbs., last seen wearing a white t-shirt, dark jeans, carrying a black gun.

Prince George’s County Police are currently investigating incidents with several shots fired near Hillwood Manor Park in Prince George’s County in the area of Elson Street. An unknown suspect is reportedly firing rounds off at random and leaving the shell casings behind. The shooting incidents bear resemblance to the calls Takoma Park Police received on September 14th regarding shots fired around Lockney Avenue, where shell casings were also recovered. A possible suspect vehicle is described as a dark green or black mini sports utility vehicle (SUV) that was seen fleeing the area after shots were fired.
This is a joint investigation between the Prince George’s County Police and Takoma Park Police.

Shots Fired Near Hillwood Manor Park in Prince George's County - Community Advisory
Prince George’s County Police are currently investigating incidents with several shots fired near Hillwood Manor Park in Prince George’s County in the area of Elson Place. An unknown suspect is reportedly firing rounds off at random and leaving the shell casings behind. The shooting incidents bear resemblance to the calls Takoma Park Police received on September 14th regarding shots fired around Lockney Avenue, where shell casings were also recovered. A possible suspect vehicle is described as a dark green or black mini sports utility vehicle (SUV) that was seen fleeing the area after shots were fired.
This is a joint investigation between the Prince George’s County Police and Takoma Park Police.

Gear Up Takoma! - Community Information
Takoma Park Police will be hosting a community event on October 29, called “Gear Up Takoma!” It will be a fun-filled day where citizens can bring their bicycles, scooters, and skateboards to ride through some safety obstacle courses and a crosswalk simulation activity. All ages welcome! There will also be bicycle and skateboard maintenance workshops, helmet fitting, a raffle for several helmets, and food… All for FREE! Partnerships for the event include: Takoma Park Safe Routes to School, The Green Commuter, Takoma Bicycle, Montgomery County Safe Kids program, and Montgomery County Fire & Rescue Services. The event will be held from 10 a.m. – 2 p.m. at the Takoma Park Community Center (7500 Maple Avenue / rear parking lot). Come out and celebrate Crime Prevention Month!

Indecent Exposure Incidents in Prince George's County - Community Advisory
The Sligo Creek Park trail in Prince George’s County has had a series of indecent exposure incidents up and down the trail. In each report, the suspect is wearing the same clothing: a yellow Polo shirt, blue jeans and white shoes. The suspect is described as a young Hispanic male, in his mid to late 20’s, thin build, approximately 150 lbs., with short dark hair. The suspect is also described as having the following mannerisms: (1) does not make eye contact with males (lowers face to the ground when passing by males), but walks “normal” when passing by a female; and (2) changes his shirt once or twice a day.
Although Takoma Park does not have any active or open cases linked to these incidents, this is a joint investigation between the Prince George’s County Police, the Prince George’s Park Police and Takoma Park Police, due to the close vicinity of the incidents and jurisdictions.

In celebration of National Crime Prevention month, which is October, we will be providing safety and crime prevention tips each week based on themes chosen by the National Crime Prevention Council (NCPC) and the Bureau of Justice Assistance (BJA). The weekly information will provide you with some brief tips and facts on the theme, as well as on the programs and services we offer to the community that relates to the theme. UPDATE Shots Heard Fired in the Area of Lockney Avenue - Community Advisory
At approximately 9:07 p.m. on September 14, 2011, Takoma Park Police received approximately 10 phone calls for shots fired in the area of Lockney Avenue. The complainants who called heard approximately eight shots. Takoma Park Police responded to the area and conducted a search of the area for approximately one hour and were unable to find any alleged shooters or evidence of shots being fired. Officers continued to check the area for the remainder of the night in an effort to locate possible shooters.
On September 16, 2011, at approximately 6:43 p.m., Takoma Park Police responded to the 7900 block of Lockney Avenue for a citizen who found spent shell casings in the parking lot of 7901 Lockney Avenue. Officers met with the citizen and was directed to four casings (9mm Luger) in the parking lot.
Officers checked the area further and found an additional eight casings (9mm). Six were recovered from the parking lot and two from a trash can located next to the parking lot. The area was processed for additional evidence. The casings were collected.
We will update this information with any new developments.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Alvin Avon Boyd, 53, of Brandywine, Maryland, for Theft Under $100 and an open warrant through the Howard County Police Department.
On September 15, 2011, at approximately 4:45 a.m., Takoma Park Police were on patrol in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland, in the area of the Econolodge motel parking lot. Officers saw a vehicle with a broken window and smashed windshield. A check of the vehicle tag revealed that it was stolen out of Montgomery County on August 31, 2011. The vehicle was not occupied; therefore, officers set up surveillance and waited for the vehicle to become occupied. At approximately 5:15 a.m., Boyd approached the referenced vehicle and got inside. Takoma Park Police took Boyd into custody without incident. The vehicle itself was not stolen; however, the tags were. Boyd also had an open warrant through Howard County Police Department for failure to appear.
Boyd was arrested and transported to the Montgomery Country Central Processing Unit.

False Alarm Reduction Section – Burglar Alarm Law Summary – Community Advisory
The Takoma Park Police Department adopted the ordinance pertaining to alarms that is followed in Montgomery County. The Montgomery County alarm law was adopted because of concerns over police officer safety and to eliminate the misuse of police resources. Unfounded alarm calls also reduce the police department’s effectiveness and undermines our ability to respond to more critical calls.

Alarm User Registration
- Every burglar alarm system must be registered with the False Alarm Reduction Section (FARS) before the system is placed into service. Registration does not apply to either fire or car alarm systems.
- It is your alarm/monitoring company’s responsibility to provide you with burglar alarm registration information at the time of sale or installation of your alarm system. Every alarm/monitoring company that conducts business within Montgomery County must be licensed by the FARS and must provide their license number and registration number to the Emergency Communications Center operators when requesting dispatch to an alarm activation.
- If you do not have an alarm/monitoring company, you may obtain registration information directly from the FARS.
- A non-refundable $30 registration fee must be paid with each initial registration. A separate registration must be obtained for each alarm user and/or location. Registrations must be renewed on a biennial (every two years) basis at a cost of $10. Failure to renew when required will result in no “free” false alarms and the imposition of an additional $100 charge for every false alarm.
- Alarm registrations are not transferrable from one alarm user to another or from one location to another. However, if you change alarm companies, mailing address, or contact person information, you are not required to re-register your alarm system. You are required, however, to advise the FARS in writing of said change(s).
- You and your alarm company must notify the FARS when there is a relocation or change in ownership of a property.

At approximately 9:07 this evening, Takoma Park Police received approximately 10 phone calls for shots fired in the area of Lockney Lane. The complainants who called heard approximately eight shots. Takoma Park Police responded to the area and conducted a search of the area for approximately one hour and were unable to find any alleged shooters or evidence of shots being fired. Officers will continue to check the area for the remainder of the night in an effort to locate possible shooters. We appreciate all the residents who contacted the Takoma Park Police on this incident. We will update this information if anything new develops.
Crime Alert; Increase in Residential Burglaries - Community Advisory
During the months of August and September, there has been a significant increase in residential burglaries. I have included information below when and where these burglaries have occurred. The information was prepared by our Crime Analyst, Andrew Gucciardo. The list indicates method of entry and items stolen. Once again, I urge you to secure your residences at all times. Please report ANY suspicious persons or vehicles in your neighborhoods to 301-270-1100. We have increased marked and unmarked patrols in your neighborhoods. This is our number one priority. We need your help – working together, we can make a difference.
The City has experienced 14 residential burglaries in the months of August and September. The most common method of entry has been made by suspect(s) forcing open or breaking windows. The target items have been various; but laptops and televisions the highest target. All of the burglaries have occurred mostly during the day (10:00 a.m. – 4:00 p.m.) and during the weekdays.
Investigations continue into these burglaries, however, each resident can do their part to reduce their chances of being a victim, including but not limited to securing all doors and windows with working locks, trimming shrubbery and trees away from windows and doors, keeping valuable items out of plain sight, recording serial numbers of items to aid in investigations, and lastly, as stated, report all suspicious person(s) and/or vehicles to the police immediately.
Takoma Park Police offer a home security survey free of charge. A residential security survey is an inspection of your home, performed by a police officer, in an effort to identify possible improvements to the physical security of your residence and to review personal safety and security habits. The goal is to decrease the likelihood that you might be victimized by a crime. Home security surveys are offered to homeowners living in the City of Takoma Park, by appointment. They generally take about an hour of your time and can be set up during evening hours. Senior Issues Breakfast Meeting - Community Information
Seniors, people who care for seniors and/or have involvement with senior issues are invited for a breakfast meeting on Thursday, October 6 at 9:00 AM at the Takoma Park Community Center, 7500 Maple Avenue, Takoma Park, MD 20912. The purpose of the meeting is to learn about senior residents in Takoma Park and what senior residents need in Takoma Park. All people who are interested in senior issues are invited. Theft from Auto - Community Advisory
On September 12, 2011, at approximately 8:15 a.m., Takoma Park Police responded to the 7300 block of Wildwood Drive for the report of a theft from auto that occurred earlier between 8:00 p.m. on September 11, 2011, and 7:30 a.m. on September 12, 2011. Unknown suspect(s) gained entry to the vehicle by prying open the glass to the driver's side door to access the lock/inside door handle. Property was taken.

V.I.N. Etching and Watch Your Car Program Event - Community Advisory
The Takoma Park Police Department, in partnership with the MD/DC Anti-Car Theft Committee, will be hosting a V.I.N. Etching event today, Saturday, September 10, 2011 from 10 a.m. to 2 p.m. in the police station parking lot (7500 Maple Avenue). In addition, you will be able to enroll in the "Watch Your Car" program and immediately receive the program decals that need to be affixed to your vehicle during the event. Both services are FREE! Please come out!

UPDATE Road Closure; Tree Down - Community Advisory
The City has arranged for a contractor to remove the tree currently blocking Boyd Avenue near Jackson Avenue on Saturday, September 10th. Boyd Avenue should be cleared before noon on Saturday.

This weekend will mark the 10th anniversary of the attacks on the United States that occurred on September 11 2001.

The security of the City of Takoma Park depends greatly on citizen involvement. No police department can effectively protect life and property without the support and cooperation of the citizens it serves. The Takoma Park Police Department needs your help in countering terrorism.
Terrorists are trained to “blend in” and assimilate to their surroundings. Most terrorists’ acts are well organized and well planned. Terrorists will conduct training, surveillance and “dry runs” prior to the commission of a terrorist act. They like to strike at government and civilian targets in an effort to instill fear. Ironically, though it is the terrorist’s intent to instill fear in you, it is you and your vigilance that the terrorist fears most!

Thefts from Auto - Community Advisory
On September 9, 2011, Takoma Park Police responded to the 7400 block of New Hampshire Avenue for the report of a theft from auto that had occurred earlier. Sometime between 4:00 p.m. on September 8th and 4:00 a.m. on September 9th, an unknown suspect(s) broke into the front driver side window of the vehicle and took property. Through investigation, three other vehicles were found to have been broken into that were parked in close proximity to this vehicle. The second vehicle had the passenger side front window broken and an attempt to take the radio was unsuccessful. The third vehicle also had the rear passenger side window broken. Property was taken from this vehicle. The fourth vehicle had its right rear window broken. No property was taken.

Flash Flooding Emergency (West Montgomery County) - Community Advisory
Severe FLASH FLOODING is now being reported in an approaching thunderstorm over West Montgomery County. This storm has a history of dropping 3" per hour rainfall totals as it went through Fairfax County and has triggered multiple water rescues from vehicles there. This is a FLASH FLOOD EMERGENCY for West Montgomery County.
The National Weather Service has issued a FLASH FLOOD WARNING for Montgomery County until 7:30 pm. At 4:15 pm Doppler radar indicated a line of storms approaching the county that is producing flooding rains.
Residents should expect extremely heavy rain that will flood low lying areas, and streets with slow drainage. Do not try to cross flooded roads. Flooded areas may be harder to identify at night. Use caution while driving.

Residential Fire on Poplar Avenue - Community Advisory
On September 7, 2011, at approximately 3:00 p.m., Takoma Park Police responded to the 6600 block of Poplar Avenue for a box alarm. Upon arrival, Montgomery County Fire and Rescue were on the scene fighting a fire which had begun on the first floor and spread to the second floor of the residence. The residents of a 9-unit multi-family dwelling were displaced. The Montgomery County Fire Marshal investigated the fire and found it to be accidental started by a laptop computer that was wrapped in a blanket, which overheated and ignited. Montgomery County Fire Marshall condemned the apartments for the night pending Montgomery County Code Enforcement conducting an evaluation on Thursday morning, September 8th. There were no injuries.

The traffic light at Ethan Allen Avenue and Sycamore Avenue is out of sync. The State Highway Administration has been notified and they are en route to fix the problem.

FOR IMMEDIATE RELEASE
On September 3, 2011, at approximately 9:21 a.m., Takoma Park Police were dispatched for the report of an accidental electrocution and fire of a male victim in the 7400 block of Jackson Avenue. The first responding officer arrived to find the victim engulfed in flames and in contact with a ladder, which was charged by the High Voltage primary power line. Fire and Rescue arrived immediately on the scene. Fire and Rescue were unable to intervene since the victim and the area surrounding him was still being charged by the power line. A call to Pepco was also immediately made to have them respond and shut down the power feed in the area. Once a sufficient amount of the ladder had melted away, contact with the electricity was broken and Fire and Rescue were able to extinguish the fire and the affected area. The victim immediately succumbed to his injuries sustained from the electrocution and fire.
A preliminary investigation and interviews revealed that the victim was a day laborer and hired by the homeowners to trim a tree located on the property. After trimming the tree and removing some of the wood pieces, the victim attempted to take down the ladder that was being used. While moving the ladder, a portion of approximately 26” from the tip made contact with the High Voltage Primary Field phase of the power line. This line is charged with 7,620 volts of electricity.
The Office of the Chief Medical Examiner was notified and the victim’s body was transported to the Medical Examiner’s Office in Baltimore for further examination and autopsy.
The victim has been identified as Orlando Hernandez, 48, of Hyattsville, Maryland.
