UPDATE Shots Heard Fired in the Area of Kingwood Drive - Community Advisory

On October 31, 2011, at approximately 1:30 a.m., Takoma Park Police responded to the 1200 block of Kingwood Drive for reports of shots fired being heard.

Immediately after getting calls for shots fired being heard, Takoma Park Police began receiving calls for a very large fight in the area of New Hampshire Avenue at Holton Lane. Because of the nature of the call, and the numerous subjects involved, mutual aid was requested by Montgomery County Police. At the scene, there was a large group of approximately 35-40 teens involved in an altercation in the parking lot of Aldi’s supermarket. The majority of the crowd was detained. Some of the subjects fled east on Holton Lane into Prince George’s County. Takoma Park Police circulated the 1200 block of Kingwood Drive and detected the odor of cordite (gunpowder) in the air, however, there was no evidence found of a weapon being discharged.

Investigation revealed that a fight had occurred just prior at Julito’s nightclub, located on Holton Lane in Prince George’s County. The fight carried over on to Holton Lane in Takoma Park. One witness recounts hearing what sounded like two “pops” and then heard a vehicle fleeing the area at a high rate of speed heading towards Holton Lane.

Auto Theft - Community Advisory

On October 29, 2011, at approximately 3:08 p.m., Takoma Park Police responded to 7500 block of Wildwood Drive for reports of an auto theft. The vehicle’s engine was left running and when the victim returned to the vehicle, it was gone. A look-out was provided to all surrounding jurisdictions. The vehicle is described as a 2001 burgundy/maroon BMW X5 (SUV) with Maryland Tag #617M105. The victim had various items of personal property in the vehicle.

The vehicle has been entered into the National Crime Information Center (NCIC) stolen vehicle database and a statewide lookout has been released by Takoma Park Police Department. On October 29, 2011 at approximately 9:29 p.m., Takoma Park Police responded to the 7400 block of New Hampshire Avenue for the report of a theft from auto that had occurred earlier some time between October 28, 2011, at 7:00 p.m. and October 29, 2011, at 4:00 p.m. Entry into the vehicle was made by breaking the driver's side door window. Property was taken.

The location of the Takoma Park Recreation Department's Halloween Events scheduled for Saturday, October 29, 2011, has been changed. Rare October snowstorm now likely for the region on Saturday. Power outages will be possible in some areas as heavy wet snow brings trees with partial or full leaves down. Especially in North Montgomery County where 5" of snow may be possible. Rain and snow mix will be possible for the rest of the county.

The National Weather Service has issued a WINTER STORM WATCH for Montgomery County for Saturday. Residents should begin Winter Storm preparations which should consider the potential of significant snow accumulations within the next 48 hours. Please remain alert for the issuance of Warnings.

After a very successful Prescription Take-Back Day on April 30, 2011, the Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, October 29, 2011. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue, 1st floor lobby, Takoma Park, Maryland 20912, on Saturday, October 29th between 10:00 a.m. and 2:00 p.m. The service is free and anonymous – no questions asked.

Last September, Americans turned in over 242,000 pounds – 121 tons – of prescription drugs at nearly 4,100 sites operated by more than 3,000 of the DEA’s state and local law enforcement partners. The agency hopes to collect even more this spring by opening the event to long-term care facilities.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.

“The overwhelming public response to DEA’s first nationwide Take-Back event last fall not only rid homes of potentially harmful prescription drugs, but was an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem,” said DEA Administrator Michele Leonhart. “Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs.”

“I encourage every American to take advantage of this valuable opportunity to safely dispose of unused, un-needed, or expired prescription drugs,” said Gil Kerlikowkse, Director of National Drug Control Policy. “Preventing these readily available and potentially deadly drugs from being diverted and misused is something each and every one of us can do to help reduce the epidemic of prescription drug abuse that is harming so many Americans.”

Four days after last fall’s event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.

Other participants in this initiative include the White House Office of National Drug Control Policy, the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. Health Resources and Services Administration; the International Association of Chiefs of Police; the National Association of Attorneys General; the National Organization of Black Law Enforcement Executives; the National Association of Boards of Pharmacy; the National District Attorneys Association; the National Sheriffs Association; and the Partnership@drugfree.org.

Gear Up Takoma! - Community Advisory

Takoma Park Police will be hosting a community event on October 29, called “Gear Up Takoma!” It will be a fun-filled day where citizens can bring their bicycles, scooters, and skateboards to ride through some safety obstacle courses and a crosswalk simulation activity. All ages welcome! There will also be bicycle and skateboard maintenance workshops, helmet fitting, a raffle for several helmets, and food… All for FREE! Partnerships for the event include: Takoma Park Safe Routes to School, The Green Commuter, Takoma Bicycle, Montgomery County Safe Kids program, and Montgomery County Fire & Rescue Services. The event will be held from 10 a.m. – 2 p.m. at the Takoma Park Community Center (7500 Maple Avenue / rear parking lot). Come out and celebrate Crime Prevention Month!

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Abayomi Okoya, 18, of Takoma Park, Maryland, for concealing a deadly weapon.

On October 26, 2011, at approximately 3:00 p.m., Takoma Park Police were on patrol in the area of the 7600 block of New Hampshire Avenue, Takoma Park, Maryland, when the subject, later identified as Okoya, was walking towards him. Okoya was wearing a hood and mask covering the lower portion of his face; so that the only feature you could see were his eyes. It was unusual wear due to the temperature of the day being warm. Okoya had his right hand in his pocket to indicate concealment of something. Due to the training and experience of the officer, and the increase of robberies and burglaries in Takoma Park, the officer stopped Okoya in the 7600 block of New Hampshire Avenue. The officer asked Okoya if he had any weapons on his person and he retrieved a butterfly knife from his pocket, which is illegal to carry in the State of Maryland.

Okoya was arrested and charged accordingly. He was transported to the Montgomery County Central Processing Unit.

Theft from Auto - Community Advisory

On October 26, 2011 at approximately 11:23 p.m., Takoma Park Police responded to the 300 block of Hilltop Avenue for the report of a theft from auto that had occurred earlier some time between 4:45 p.m. and 5:10 p.m. Entry to the vehicle is unknown; there was no damage to the vehicle. Property was taken.

New Skimmer Trend - Community Advisory

A new scheme which has been occurring overseas has now reached and is being reported in the northern U.S.

Very simply, the suspect places a device over the cash dispenser on the ATM which looks normal. When the customer makes a withdrawal, no funds come out. The customer leaves. The suspect just walks up, removes the item and the money.

Has been linked to ATM skimming suspects when they have been observed in video at locations with multiple ATMs. It is believed that prior to the suspects removing a skimmer on one ATM, they place the block device on the other. Just extra quick cash!

Halloween and Sex Offenders - Community Advisory

The Sex Offender Registry has received many inquiries about sex offenders participating in Halloween activities. Registry laws DO NOT restrict registered sex offenders from contact with children on Halloween.

The ONLY restrictions apply to offenders currently on probation. Parole & Probation requires all child sex offenders to report to their respective Parole & Probation offices during evening hours. In Silver Spring and Rockville, the remaining probationers must remain at home with a “No Candy” sign posted and must not participate in any Halloween activities.

Commercial Burglary - Community Advisory

On October 26, 2011, Takoma Park Police responded to the 7500 block of New Hampshire Avenue (Stutman Chiropractic) for a commercial burglary that occurred earlier between October 25, 2011, at 7:00 p.m. and October 26, 2011, at 9:20 a.m. Unknown suspects gained entry by prying open the front door with an unknown object. The establishment was disturbed, but no property was taken.

Sounds of Shots Heard Fired in the Area of Maple/Ritchie/Carroll/Manor Circle – Community Advisory

On October 25, 2011, at approximately 12:04 a.m., the Takoma Park Police Communications Center began receiving multiple calls indicating the reports of citizens hearing shots fired in the area of the 7600 block of Maple Avenue, Ritchie Avenue and Carroll Avenue near Manor Circle. Takoma Park Police responded to the area and began a canvass. An eyewitness approached officers and indicated although he believed them to be gunshots at first, he saw fireworks activity in the area of the parking lot in the 7600 block of Maple Avenue. The fireworks were described as large bottle rockets shooting high into the air.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Michelle Hogan, 51, unknown address, for disorderly conduct, resisting arrest, 2nd degree assault on a law enforcement officer, 2nd degree assault, destruction of property under $500 and failure to obey a reasonable/lawful order.

On October 24, 2011, at approximately 1:45 p.m., Takoma Park Police responded to Laurel Avenue and Carroll Avenue for reports of a disorderly subject. Hogan pushed a citizen into the crosswalk and was being disorderly. Takoma Park Police attempted to ascertain Hogan’s name and date of birth, to which she became highly agitated and began to yell at officers. Due to her extreme behavior, she was advised that she would be placed under arrest. Hogan resisted arrest and spit on the officers. Once she was placed in the police cruiser, she began to destroy the inside of the vehicle.

Hogan was arrested and charged accordingly. She was transported to the Montgomery County Central Processing Unit.

What To Teach Your Children About 9-1-1
• Do your children know how to get help in an emergency? Teach your children how and when to get help directly from the Takoma Park Police Department or from 9-1-1. Teach your children their address and telephone number as soon as they are able to learn it and keep it posted by all phones in case they are unsure. Tell your children to answer all of the emergency call takers' questions and stay on the phone until they are told to hang up. Teach your children about the dangers of making prank 9-1-1 calls.

What Are The Dangers Of 9-1-1 Prank Calls?
Prank 9-1-1 calls waste time and money and can also be dangerous. If 9-1-1 lines or responders are busy with prank calls, someone with a real emergency might not get the help that they need.

What Is NOT An Emergency?
It is not an emergency when the situation is not dangerous and immediate action is not necessary.
Do not call 9-1-1:
• For information about school closings, road conditions, directions, etc.
• For directory assistance.
• For information about paying parking tickets.

Language Line Services
The Takoma Park Police Department has the capability of Language Line Services, in order to assist Communications Operators at the 9-1-1 Center (Communications Center) to manage calls for service from citizens who do not speak English. Dispatchers will make a three-way call to the Language Line and determine the nature of the call. All languages are covered on this Language Line.

Attempt Stolen Auto - Community Advisory

On October 23, 2011, at approximately 2:50 p.m., Takoma Park Police responded to the 400 block of Lincoln Avenue for reports of an attempt stolen auto. At approximately 2:30 p.m., a witness saw the suspect vehicles, a red Jeep, as well as an unknown black vehicle and a third unknown vehicle, in front of the victim's Dodge Caravan. The Dodge Caravan had been driven up on to a curb. Two young black males with dreadlocks were seen jumping out of the Dodge Caravan and into the red Jeep and then all three vehicles headed down Lincoln Avenue in the direction of Elm Avenue. In all, there were six suspects who could only be described as young black males all with dreadlocks. Lookouts were given for all three suspect vehicles. An inspection of the Dodge Caravan revealed that the ignition had been removed and was recovered on the passenger side floorboard. There was also a brick found on the dashboard.

After a very successful Prescription Take-Back Day on April 30, 2011, the Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, October 29, 2011. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue, 1st floor lobby, Takoma Park, Maryland 20912, on Saturday, October 29th between 10:00 a.m. and 2:00 p.m. The service is free and anonymous – no questions asked.

Last September, Americans turned in over 242,000 pounds – 121 tons – of prescription drugs at nearly 4,100 sites operated by more than 3,000 of the DEA’s state and local law enforcement partners. The agency hopes to collect even more this spring by opening the event to long-term care facilities.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.

“The overwhelming public response to DEA’s first nationwide Take-Back event last fall not only rid homes of potentially harmful prescription drugs, but was an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem,” said DEA Administrator Michele Leonhart. “Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs.”

“I encourage every American to take advantage of this valuable opportunity to safely dispose of unused, un-needed, or expired prescription drugs,” said Gil Kerlikowkse, Director of National Drug Control Policy. “Preventing these readily available and potentially deadly drugs from being diverted and misused is something each and every one of us can do to help reduce the epidemic of prescription drug abuse that is harming so many Americans.”

Four days after last fall’s event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.

Other participants in this initiative include the White House Office of National Drug Control Policy, the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. Health Resources and Services Administration; the International Association of Chiefs of Police; the National Association of Attorneys General; the National Organization of Black Law Enforcement Executives; the National Association of Boards of Pharmacy; the National District Attorneys Association; the National Sheriffs Association; and the Partnership@drugfree.org.

Gear up Takoma! - Community Advisory

Takoma Park Police will be hosting a community event on October 29, called “Gear Up Takoma!” It will be a fun-filled day where citizens can bring their bicycles, scooters, and skateboards to ride through some safety obstacle courses and a crosswalk simulation activity. All ages welcome! There will also be bicycle and skateboard maintenance workshops, helmet fitting, a raffle for several helmets, and food… All for FREE! Partnerships for the event include: Takoma Park Safe Routes to School, The Green Commuter, Takoma Bicycle, Montgomery County Safe Kids program, and Montgomery County Fire & Rescue Services. Celebrate Crime Prevention Month – Drug Use & Alcohol Abuse Prevention - Community Information

This week’s theme, Drug Use & Alcohol Abuse Prevention, corresponds with Red Ribbon week (October 23-31), which is a nationwide campaign to pledge against illegal drug use and alcohol abuse.

On any given day around the world:

* nearly 1.2 million teenagers smoke cigarettes
* 631,000 drink alcohol
* 586,000 use marijuana
* 50,000 sniff inhalants
* 27,000 use hallucinogens
* 13,000 use cocaine
* 3,800 use heroin

These are the statistics for people between the ages of 13 - 19. Imagine the numbers if it were to include all ages. These numbers are alarming, and both illegal drug use and alcohol abuse are very common among all walks of life and social classes.

Most people fall into the addictive cycle of drug use and alcohol abuse when they are teenagers; the time when they are most susceptible to peer pressure. Informing teens of the dangers of drug and alcohol use is the best way to prevent them from falling into the cycle of addiction. It will provide them with a way to make smarter decisions. Parents and caregivers who talk to their children about drugs and alcohol will raise them to be more informed teens who are less likely to use illegal substances.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces that Aaron McDonald, 47, of Washington, D.C., plead guilty to 2nd Degree Burglary on September 15, 2011, for the burglary of the Old Town Takoma Ace Hardware Store in September 2010. McDonald was sentenced to five years in the Maryland Department of Corrections.

On September 28, 2010, at approximately 9:30 p.m., Takoma Park Police were working a plainclothes robbery and burglary detail. McDonald was identified as a suspect for a string of burglaries in the Old Town section of Takoma Park. An arrest warrant was obtained and service upon McDonald was effected at his place of residence in Washington, D.C., with the assistance of the Metropolitan Police Department.

On September 29, 2010, Aaron McDonald was arrested for two counts of First Degree Burglary, two counts of Theft less than $1,000 and two counts of Malicious Destruction of Property of the Old Town Ace Hardware Store in the 7000 block of Carroll Avenue in Takoma Park, Maryland.

Armed Robbery - Community Advisory

On October 22, 2011, at approximately 1:16 a.m., Takoma Park Police responded to the unit block of Lee Avenue for reports of an armed robbery. The victim was walking to his car in the parking lot when an unknown black male, approximately 5’7 and 145 lbs., wearing a black North Face jacket and black ski mask, brandishing a black handgun, assaulted him and demanded property. The victim complied and the suspect fled in a gold colored Infinity driven by a second unknown suspect. They fled in an unknown direction. The victim did not suffer major physical injury.

T1 Beat:

Robbery


Intersection of Hodges Ave. and Holly Ave., on Friday, October 14 at 9:31 p.m., officers responded to a robbery that just occurred. Two unknown male suspects approached a male victim walking from the Takoma metro station. Suspect #1 displayed a handgun and demanded the victim’s property. The victim attempted to run but was detained by Suspect #2 at which point the victim dropped his property. The suspects grabbed the property and fled in a later model dark red or grey/black car. The victim was not injured.

Assault

900 blk. of Merrimac Dr., on Saturday, October 15 at 8:13 a.m., two males 37 and 32 were arrested for assaulting a victim during an argument.

Larceny from Auto

7300 blk. of Cedar Ave., on Monday, October 17 at 5:27 p.m., officers responded to a theft that occurred earlier. Unknown suspect(s) entered an unlocked vehicle and stole a GPS unit.

Halloween Safety Tips - Community Advisory

It’s that time of year again. Time for all the little witches, ghosts and goblins to go out in search of treats. Halloween is an exciting time for children of all ages, but we want to make sure they understand how to keep themselves safe, whether they are with their parents or out with friends.

- Make sure your child’s costume is bright and reflective since it will become dark outside during the course of their trick or treating. If it’s not, consider putting reflective tape or stripping on their costumes. Make sure their shoes fit well and their costumes are short enough that they don’t find themselves tripping.

- Put your child’s name, address and phone number somewhere on them, especially for little ones, in case they get separated from you.

- Review with your child “Stop-Drop-Roll” in case their costume does come in contact with fire.

When trick-or-treating, remind your child(ren):

By using a flashlight, they can see and be seen by others.
Stay in a group, walk slowly and communicate where you are going.
Only trick-or-treat in well known neighborhoods at homes that have a porch light on.
Remain on well-lit streets and always use the sidewalk.
If no sidewalk is available, walk at the farthest edge of the roadway facing traffic.
Never cut across yards or use alleys.
Never enter a stranger's home or car for a treat.
Obey all traffic and pedestrian regulations.
Always walk. Never run across a street.
Only cross the street as a group in established crosswalks.
Remove any mask or item that will limit eyesight before crossing a street, driveway or alley.
Don't assume the right of way. Motorists may have trouble seeing Trick-or-Treaters. Just because one car stops, doesn't mean others will.
Never consume unwrapped food items or open beverages that may be offered.
No treats are to be eaten until they are thoroughly checked by an adult at home.
Law Enforcement authorities should be notified immediately of any suspicious or unlawful activity.

Arrest Made for 1st Degree Burglary; Other Offenses - News Release

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Antonio Vaughn Smith, 43, of Bladensburg, Maryland, for 1st degree burglary and destruction of property.

On August 24, 2011, a residential burglary occurred in the 400 block of Ethan Allen Avenue. The scene was processed and the suspect was identified through fingerprints. A warrant was obtained for the arrest of Smith. The Takoma Park Police Department’s Tactical Enforcement Unit responded to Upper Marlboro, Maryland, at Smith’s place of employment, and arrested him without incident.

Smith was transported to the Montgomery County Central Processing Unit.

This arrest is part of a long-term burglary investigation by the Takoma Park Police Department.

UPDATE Indecent Exposure to a Juvenile - Community Advisory

**This Advisory is updated as to description of suspect and suspect vehicle**

Suspect Description: The suspect is described as a very light skinned Hispanic male with “thin lips.” He has a shaved head (buzz cut), slight mustache, and some facial hair below the chin that is not a full beard (styled very short). He is approximately 5’7” tall, 150 – 165 lbs, (thin) in his 30’s. He was wearing a dark blue sweater with a hood attached at the time of the incident. The sweater had a circle in the center of it with some unknown script in the middle of the circle. The blue jeans were a light shade of blue.

Suspect Vehicle Description: The yellow two door sports vehicle is described as being similar to a 2010 Chevy Camero with regards to shape, size, and length. The vehicle has translucent tinted windows but they were not completely blacked out. It also has a yellow spoiler in the rear with a single black stripe running down the sides of the car, but does not cover the entire length (stops at door). It also has hard plates, unknown state, with black identifiers with a white background. It was further described as “quiet sounding” and “brand new looking.” There is no damage to the vehicle, no bumper stickers or other unique identifiers.

On September 15, 2011, at approximately 7:15 a.m., a 12-year old female juvenile was walking in the 7800 block of Kennewick Avenue to a bus stop located at the corner of Anne Street and Wildwood Avenue. While walking, she observed a two-door, yellow sports car pass her several times. Each time the vehicle passed, it slowed down to observe her. The vehicle had tinted windows which made it difficult to identify the occupant of the vehicle, however, it was discernable that it was a male occupant inside.

On September 16, 2011, at approximately 7:15 a.m., the juvenile once again noticed the same vehicle in the same area. On this date, the vehicle passed by her without slowing or stopping.

On October 5, 2011, at approximately 7:15 a.m., the juvenile was on Anne Street headed towards the bus stop located at the corner of Anne Street and Wildwood Avenue when she observed a Hispanic male, approximately 30 years old, hiding between some bushes located on the west side of Anne Street between Lockney Avenue and Wildwood Avenue, with his head poked out. When the juvenile passed the subject, she observed him holding his penis. The victim indicated he would look at his penis, smile at her, and then look back at his penis.

The juvenile victim and her parents proceeded to the Takoma Park Police Department at 5:40 p.m. to report the incidents.

Major Exercise Notification - Community Advisory

On Wednesday, October 19, from 8:30 a.m. – 2: 00 p.m, Montgomery County Government and Montgomery County Hospitals will participate in a full-scale (realistic) exercise to test the region’s ability to respond to a mass casualty terrorist attack.

The public should take note that the exercise will simulate the movement and treatment of mock victims to area hospitals. Residents should anticipate additional helicopter traffic in the area.

This exercise will not impact the ability to be promptly seen at local hospitals, but people should be aware that they will likely see mock victims dressed up to look like they have been severely injured and hospital staff in personal protective equipment simulating the decontamination process.

People should not be alarmed; this is a planned exercise to test the regions capability to respond to a mass casualty scenario.

After a very successful Prescription Take-Back Day on April 30, 2011, the Takoma Park Police Department will once again participate in the Drug Enforcement Administration (DEA) Nationwide Prescription Drug Take-Back Day on Saturday, October 29, 2011. This campaign gives the public an opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs. Bring your prescriptions to the Takoma Park Police Department, 7500 Maple Avenue, 1st floor lobby, Takoma Park, Maryland 20912, on Saturday,October 29th between 10:00 a.m. and 2:00 p.m. The service is free and anonymous – no questions asked.

Last September, Americans turned in over 242,000 pounds – 121 tons – of prescription drugs at nearly 4,100 sites operated by more than 3,000 of the DEA’s state and local law enforcement partners. The agency hopes to collect even more this spring by opening the event to long-term care facilities.

This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high – more Americans currently abuse prescription drugs than the number of those using cocaine, hallucinogens and heroin combined, according to the 2009 National Survey on Drug Use and Health. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet.

“The overwhelming public response to DEA’s first nationwide Take-Back event last fall not only rid homes of potentially harmful prescription drugs, but was an unprecedented opportunity to educate everyone about the growing prescription drug abuse problem,” said DEA Administrator Michele Leonhart. “Studies have shown that, for many, prescription drugs are the very first drugs they abuse – and all too often they aren’t the last. That is why we are committed to helping Americans keep their homes safe by ridding their medicine cabinets of expired, unused and unwanted drugs.”

“I encourage every American to take advantage of this valuable opportunity to safely dispose of unused, un-needed, or expired prescription drugs,” said Gil Kerlikowkse, Director of National Drug Control Policy. “Preventing these readily available and potentially deadly drugs from being diverted and misused is something each and every one of us can do to help reduce the epidemic of prescription drug abuse that is harming so many Americans.”

The public can find a nearby collection site by visiting www.dea.gov, clicking on the “Got Drugs?” icon, and following the links to a database, where they enter their zip code.

Four days after last fall’s event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act.

Other participants in this initiative include the White House Office of National Drug Control Policy, the American Association of Poison Control Centers; the Community Anti-Drug Coalitions of America; D.A.R.E. America; the Federation of State Medical Boards; the U. S. Watermain Break; Water to be Shut off Temporarily - Community Advisory

Due to a watermain break, WSSC will be shutting off water on Lee Avenue at Carroll Avenue and Manor Circle at Carroll Avenue. WSSC indicated this would be for approximately one hour while they make repairs. We will continue to update you.

Celebrate Crime Prevention Month – School Safety - Community Information

The safety of our children is paramount, and the majority of their childhood revolves around school - education, before/after-school activities, friends they have, and people from school with whom they associate. It is ideal to be actively engaged with your children about topics relating to school including:

1. Grades & schoolwork: Express the importance of doing well in school, as it correlates to positivity.

2. Safety going to and coming from school: If your child walks or rides the bus to school, remind him to always be aware of his surroundings and not to be fixated on his phone/iPod/etc. Also reinforce “stranger danger” and suggest that he not walk alone or be the only one at the bus stop - especially at night.

3. Extra-curricular activities: Support your child’s interest in participating in extra-curricular activities. It promotes a well-rounded child, and gives him something to do - a child who has nothing to do and is “bored” will tend to get himself into trouble.

4. Friends & after-school activities: Try to get to know the people with whom your child associates. Get to know his close friends so you can have a better understanding with whom your child spends most of his time. If your child does not come straight home after school, it is the correct thing to do to tell him to let you know where and with whom he is with at all times.

5. School issues: Not only is it important to know what is going on in your child’s life relating to school but it is also important to know what is going on at your child’s school (e.g. rise in gang affiliation among students, bullying, violence, etc). Your knowledge of these issues can help you pass on information to your child about how to protect himself as well as address them to the school administration.

If your schedule permits, it is important to be actively engaged with your child’s school, and being a member of the PTA is the easiest way to accomplish this. Also, make time to talk to your child’s teachers and/or school administrators to address any concerns you may have.

On October 15, 2011, Takoma Park Police responded to the 7600 block of New Hampshire Avenue, Takoma Park, Maryland, for reports of a stolen auto that occurred between 2:00 a.m. and 4:00 a.m. The victim indicated that his 2003 black Acura was stolen from the parking lot, tag #MD 8AC4689. The suspect is described as a Hispanic male, thin build, short black hair and having a mustache. At 12:54 p.m., the vehicle was seen exiting the Pennsylvania Turnpike just outside of Pittsburgh by a toll booth operator. A lookout for the vehicle was given to surrounding counties by the Pennsylvania State Police. The vehicle has also been entered into the National Crime Information Center (NCIC) stolen vehicle database and a statewide lookout has been released by Takoma Park Police Department. Investigation continues under case #11051229. Anyone with information about this crime is asked to please call us at 301.270.1100.

Citizen Armed Robbery - Community Advisory

On October 14, 2011, at approximately 9:31 p.m., Takoma Park Police responded to Hodges Lane at Holly Avenue for reports of a citizen armed robbery. The victim was walking home from the metro and going up Holly Avenue and then turned on to Hodges Lane. The victim was then confronted by two suspects dressed in black wearing face masks. The first suspect brandished a silver/black semi-automatic handgun and demanded property. The victim began running down Hodges Lane. The second suspect grabbed the victim by his belt, but the victim kept running dragging the suspect with him. Eventually, the suspect let go and both suspects fled halfway up Hodges Lane where they got into a later model, possibly Dodge Charger (red or gray/black in color) which was being driven by a third suspect. They drove up Hodges Lane, made a right turn on to Chestnut Avenue and then on to Piney Branch Road in an unknown direction. The victim was not physically injured.

On September 30, 2011, Chief Ronald A. Ricucci of the Takoma Park Police Department announced that there was a new fixed pole speed camera located in the 900 block of westbound East West Highway. This new camera began issuing warnings for violators driving 12 miles over the speed limit on September 30, 2011. Citations for violators driving 12 miles over the speed limit will be issued beginning midnight, October 15, 2011. This additional speed camera is part of Takoma Park Police Department’s Safe Speed Program. The objective of the program is to reduce speed, which will reduce accidents.

Below are the current sites for the City of Takoma Park Government traffic enforcement activities. The areas listed below are fixed pole enforcement speed unit sites:

7200 block of New Hampshire Avenue (southbound)
7100 block of New Hampshire Avenue (northbound)
Eastbound lane of the 400 block of Ethan Allen Avenue
Westbound lane of the 500 block of Ethan Allen Avenue

There is also a portable speed camera located as follows:

Tornado Watch for Montgomery County - Community Advisory

The National Weather Service has issued a TORNADO WATCH for Montgomery County effective immediately until 11pm this evening.

Be prepared. Tornadoes can form from severe thunderstorms with little or no advanced warning. Know your safe room in your home, at school, and at work. Remain alert for the issuance of warnings.

The safest place to be during a tornado is in a basement. Fit under a work bench or other piece of sturdy furniture. If no basement is available, seek shelter on the lowest floor in a hallway or closet. Use blankets or pillows to cover your body and always stay away from windows.

Evacuate mobile homes and vehicles immediately. Do not use highway overpasses as shelters. If no shelter is available, lie flat in the nearest ditch or other low spot and cover your head with your hands.

Do not wait to hear or see this tornado before you take action. Tornadoes that form at night and those that are rain wrapped may not be visible.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Fredy DeJesus Monroy, 37, of Capitol Heights, Maryland, for attempt kidnapping, false imprisonment, second degree assault and malicious destruction of property.

On April 12, 2011, at approximately 1:26 a.m., Takoma Park Police responded to the 7400 block of New Hampshire Avenue for the report of an attempted kidnapping. The victim was walking home northbound on New Hampshire Avenue through a parking lot when a pick-up truck pulled up beside her. A male exited the vehicle and attempted to grab her and put her in the truck. The victim was able to pull away from the suspect and several cars passing by stopped to help her. The suspect got back into his truck and fled northbound on New Hampshire Avenue. The victim described her attacker and his vehicle to police.

Through investigation, Monroy was developed as a suspect. On October 11, 2011, a warrant was applied for and obtained by detectives in the Takoma Park Police Department. With the assistance of Capitol Heights Police and Seat Pleasant Police, Takoma Park Police responded to Monroy’s residence in Capitol Heights, Maryland, and served him with the warrant. Monroy was taken into custody and transported to the Takoma Park Police Department. Shortly after, he was transported to the Montgomery County Central Processing Unit in Rockville, Maryland, where he was being held pending a hearing before a Commissioner.

On October 12, 2011, Monroy appeared before the Commissioner and is being held in jail on a $300,000.00 bond.

Gear Up Takoma! - Community Information

Takoma Park Police will be hosting a community event on October 29, called “Gear Up Takoma!” It will be a fun-filled day where citizens can bring their bicycles, scooters, and skateboards to ride through some safety obstacle courses and a crosswalk simulation activity. All ages welcome! There will also be bicycle and skateboard maintenance workshops, helmet fitting, a raffle for several helmets, and food… All for FREE! Partnerships for the event include: Takoma Park Safe Routes to School, The Green Commuter, Takoma Bicycle, Montgomery County Safe Kids program, and Montgomery County Fire & Rescue Services. The event will be held from 10 a.m. – 2 p.m. at the Takoma Park Community Center (7500 Maple Avenue / rear parking lot). Come out and celebrate Crime Prevention Month!

On October 8, 2011, at approximately 7:01 p.m., Takoma Park Police responded to the 1200 block of Holton Lane for reports of a possible burglary in progress. Officers arrived at the location and were advised that the property is unoccupied and empty, however, it appeared that someone had broken in and locked the bedroom door from the inside on the second level of the residence. Police made forced entry into the bedroom and located Mejia inside the closet. After resistance, Mejia was arrested and transported to the Takoma Park Police Department. Mejia gained entry to the residence through a ground floor window. No property was taken.

Celebrate Crime Prevention Month - Crime Reporting & Community Engagement - Community Information

One way to prevent crime in your neighborhood is to be actively engaged in your community. Seeking out knowledge on crime prevention, having knowledge of the current crime trends in your neighborhood, getting to know your neighbors, and reporting crime or suspicious activity to the police are just a few simple ways to be engaged in your community.

A unified neighborhood is a safer neighborhood - Neighbors who know each other are more likely to look out for each other. One way to achieve this is to start a Neighborhood Watch group on your block.

What is Neighborhood Watch?

Small groups consisting of neighbors who act as extra sets of eyes and ears for the police department. They immediately report any suspicious activity in the neighborhood to the police. These residents have each others’ contact information and get to know each other well during regular informal “get-togethers” hosted by a member of the group.

What are some of the benefits of Neighborhood Watch?

-Unites neighbors around the common goals of safety and security
-Builds a base for correcting problems in the neighborhood
-Increases surveillance in the community
-Improves crime/suspicious activity reporting by citizens

Even if a crime is not occurring, you should always report activity that you believe to be suspicious, or out of the ordinary. If you see something that does not look right to you, call the police, and make sure you have the following information to provide:

1. Description of the subject(s) - race, gender, build, clothing, approximate age
2. Description of the vehicle (if applicable) - color, type, tag #
3. Why you believe the activity is suspicious (e.g. subject in neighbor’s yard who appears to be looking into the residence’s windows)
4. Your name and phone number, in case officers have further questions

There are plenty of successful Neighborhood Watch groups throughout the nation as it is a proven, cost-effective way to reduce crime in neighborhoods. Arrests Made for Possession of Controlled Dangerous Substance (CDS) and Thefts from Autos - News Release

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Deondray Osbourne, 22, and Raphfel Osbourne, 20, both of Washington, D.C., for possession of Controlled Dangerous Substance (CDS), two counts of possession of Controlled Dangerous Substance (CDS) paraphernalia, two counts of theft and conspiracy to commit theft.

On October 9, 2011, at approximately 10:43 a.m., while on patrol in the area of Elm Avenue and Hickory Avenue, Takoma Park Police observed a suspicious vehicle which was occupied by three individuals. The vehicle attempted to flee from the police and turned down the dead end street of Circle Avenue at which time one of the occupants of the vehicle got out and fled. A traffic stop was initiated on Circle Avenue. The driver asked the officer for directions, for which the officer assisted him. During this time, in plain view of the officer was Controlled Dangerous Substance (CDS) paraphernalia. Because of the plain view of the CDS paraphernalia, a K-9 was requested at the location. The K-9 alerted on the vehicle, which means the K-9 smelled drugs in the vehicle. Controlled Dangerous Substance (CDS) was recovered from the vehicle. Both subjects were arrested.

A search of the vehicle incident to arrest revealed items that linked the occupants to a theft from auto that had occurred on October 9th in the unit block of Valley View Avenue, as well as one that had occurred on October 7th in the 200 block of Park Avenue. Further checks of pawn history revealed that the subjects were responsible for a theft from auto from Holly Avenue that occurred on September 19th. Charges are pending for that theft from autos. There were also other items that were recovered from the vehicle that have not yet been linked to any thefts or burglaries, but investigation continues under case #11050103.

Residential Burglary - Community Advisory

On October 9, 2011, Takoma Park Police responded to the 8000 block of Maple Avenue for reports of a residential burglary that had occurred between midnight and 8:00 a.m. Investigation reveals that unknown suspect(s) entered the victim’s vehicle, which was parked in the driveway, and removed house keys that were left in the vehicle. It is believed that the keys were used to enter the residence through the front door of the home. Property was taken from the residence.

Strong Arm Robbery - Community Advisory

On October 9, 2011, at approximately 3:56 a.m., Montgomery County Police responded to the 900 block of University Blvd. for a citizen strong arm robbery that had occurred. After the arrival of Montgomery County Police, it was learned that the strong arm robbery took place in the parking lot of the Tijuana’s Mexican CafĂ© located in the 900 block of University Blvd. in Takoma Park, Maryland. It was also learned that the robbery took place approximately one hour prior to the arrival of Montgomery County Police. Takoma Park Police took over the investigation. The victim was in the parking lot when he was approached by two black males who assaulted him and took property. The suspects then fled on foot eastbound on University Blvd. towards the Rite Aid store. The victim was not seriously injured. The suspects are described as: (1) black male, 20-24 years old, 180-190 lbs., 6’0, last seen wearing all black clothing with a black hat; and (2) black male, 20-24 years old, 6’2, 200-210 lbs., and last seen wearing all black clothing with a black hat.

Robo-Calls and A Child is Missing Program - Community Advisory

I have received several e-mails from residents about the timing of "robo-calls" this morning for a missing juvenile. If you are in the national registry database (and you are if you have a published phone number), then your number is automatically in the database for A Child is Missing program. There are two ways you can remove yourself from that database. You can call your phone company and have your number unpublished. Or you can contact A Child is Missing at 1.888.875.2246 or visit their website at www.achildismissing.org and request that your name and number be removed from their database.

A Child Is Missing was created because no community-based program existed for locating missing children, the disabled and elderly often (with Alzheimer's) during the crucial first hours of disappearance.

A child goes missing every 40 seconds in the United States. Your child has a 1 in 42 chance of going missing. A Child is Missing is devoted to assisting law enforcement in the search and early safe recovery efforts of children / the elderly (often with Alzheimer's) / disabled persons and college students via a rapid-response neighborhood alert program utilizing high-tech telephone systems.

A Child is Missing can place 1,000 calls in sixty seconds, can process multiple cases simultaneously, and can work without jurisdictional boundaries. Their success stories are astounding.

On March 24, 2009, Takoma Park Police formalized an agreement with A Child Is Missing Alert Program. The non-profit organization’s alert system is operated nationwide and utilizes sophisticated computer-mapping systems and trained technicians. The alert system is highly localized and can be used when an AMBER Alert is not warranted, or it can be used in tandem with AMBER Alerts and thereby increasing the effectiveness of both. This program is a free service to law enforcement and a valuable investigative tool.

On October 8, 2011, at approximately 1:45 p.m., Takoma Park Police responded to the 6600 block of Gude Avenue for reports of a strong armed robbery that had occurred. The victim was approached by two unknown black male suspects who grabbed him and demanded property. After taking the property, the suspects fled on foot down the trail towards Poplar Avenue. A K-9 track was attempted with negative results.
