Montgomery County Police will be holding a Media Conference to announce their suspect in custody for three incidents of kidnapping and robbery in Wheaton, Maryland, November 30, 2011, at 11:00 a.m. The media conference will be held at the Montgomery County Police Headquarters, 2350 Research Boulevard, Rockville, Maryland.
Assistant Chief Hamill will announce that a suspect is in custody for the three incidents of kidnapping and robbery that occurred in Wheaton on November 23, November 26, and November 27. Yesterday, Montgomery County Police obtained a warrant for Henry Levi Sanders, age 50, of the 3500 block of Brightseat Road, Landover, Maryland, charging him with multiple counts of kidnapping and robbery. Sanders is in police custody on the strength of an arrest warrant. During the press conference today, Assistant Chief Hamill will outline developments in this investigation that ultimately led to the arrest of Sanders. State’s Attorney John McCarthy will also be attending the press conference.

Detectives from the Montgomery County Police Major Crimes Division – Robbery Section continue to investigate three incidents of kidnapping and robbery that occurred in Wheaton on November 23, November 26, and November 27. Detectives believe the three kidnappings were committed by the same suspect.
At this time, investigators are releasing video surveillance of the suspect and are asking for the public’s help in identifying the suspect. The video surveillance was obtained from the Target store located at the Westfield Wheaton Shopping Mall (11160 Veirs Mill Road).
Below is a summary of the three incidents:
November 23, 2011
• 75-year-old male victim.
• Victim was approached in the parking lot of the Giant Food store located at 2900 University Boulevard West in Wheaton at approximately 3:00 p.m.
• Suspect armed with a sharp object, possibly a box cutter.
• Suspect forced the victim to get into the victim’s vehicle. The suspect drove the victim to ATM’s and obtained cash.
• Suspect drove to an unconfirmed Metro station where he relinquished the vehicle to the victim and then fled on foot possibly toward a Metro bus.
• Victim drove home and called police at approximately 6:40 p.m.
• Police believe suspect may have cut one of his fingers.
• Victim was not injured.
November 26, 2011
• 60-year-old male victim.
• Victim was approached as he entered his vehicle in the parking lot of the Giant Food store located at 2900 University Boulevard West in Wheaton at approximately 2:00 p.m.
• Suspect armed with a sharp object, possibly a box cutter.
• Suspect forced the victim to get into the passenger seat of the victim’s vehicle. The suspect drove the victim to ATM’s and obtained cash.
• Suspect drove to a gas station located at 7000 Blair Road, Northwest, in the District of Columbia, where he relinquished the vehicle to the victim and then fled on foot in an unknown direction.
• The Metropolitan Police Department were called to the gas station at approximately 2:44 p.m. and notified the Montgomery County Police Department.
• Victim was not injured.
November 27, 2011
• 77-year-old male victim.
• Victim was approached as he entered his vehicle in the parking lot of the Target store located at 11160 Veirs Mill Road in Wheaton at approximately 1:50 p.m.
• Suspect armed with a sharp object, possibly a box cutter.
• Suspect forced the victim to get into the victim’s vehicle. Investigators believe the suspect drove the victim to unknown locations, possibly attempting to withdraw cash from the victim’s bank accounts. Detectives are still investigating this scenario.
• Suspect drove to a location in the 3500 block of East-West Highway in Hyattsville where he relinquished the vehicle to the victim and then fled on foot in an unknown direction.
• Passersby noticed the victim sitting the passenger seat of the vehicle and called police. Hyattsville police officers responded at approximately 3:13 p.m. and notified Montgomery County Police.
• The victim was injured by the suspect who cut him with the box cutter and beat him about his face and head. The victim was treated for serious but non-life threatening injuries at a local hospital.
The suspect in these three incidents is described as a black male with a medium complexion, between the ages of 35 and 45 years old, 5’11” to 6’ tall, weighing between 175 and 180 pounds. He was described as wearing dark-colored jeans and a black jacket on November 26 and described as wearing a black baseball cap, a gray sweatshirt, and dark colored jeans on November 23.

Holiday Package Tips - Community Advisory
This holiday season is an opportune time for burglars and thieves to commit crimes. Typically, there's a jump in packages stolen from homes during the holidays. This is an easy time for thieves because sometimes the person expecting a package doesn't realize their package has been stolen until sometimes weeks after it was supposed to be delivered. Solutions to the problem include tracking your deliveries online and reporting missing bundles as soon as possible. And of course, try to be home when you're expecting something valuable to arrive. If you can't be there, make arrangements with a neighbor. A lot of times the thefts are not reported to police because those receiving the packages assume there was a problem with the delivery. We do encourage anybody who is missing a package after it has been verified through the shipping company to contact police and make a report.
If you are sending something to someone please let those people know they need to be expecting it. Also, check for an expected package at the usual time your postal carrier delivers to your home. If using a shipping company or service, ask about other measure they offer to ensure delivery. The best way to do it is to require a signature, especially if you are sending a high-value item. Some companies will allow a neighbor to be designated to accept packages if the delivery comes when you are away from home. Be neighborly and ask a neighbor if they will accept a package for you, or ask them to keep an eye out if you know you have a package being delivered.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Jose O. Arbaiza, 46, of Hyattsville, Maryland, and Romeo Hernandez, 37, address unknown. Arbaiza was charged with Possession of Controlled Dangerous Substance (CDS) Cocaine. Hernandez was charged with Distribution of Controlled Dangerous Substance (CDS) Cocaine, Possession with the Intent to Distribute CDS Cocaine and Resisting Arrest. Hernandez was additionally charged with providing false information and he was also wanted through Montgomery County Police for a sex offense.
On November 23, 2011, at approximately 9:42 p.m., Takoma Park Police responded to the 900 block of University Blvd. (Tijuana’s restaurant) for a check on the establishment. The officer responded to the bathroom inside the establishment and immediately made contact with Arbaiza and Hernandez who were inside a bathroom stall together. Based on what he saw and heard, and due to the officer’s training, knowledge and experience, he concluded that the two subjects were conducting a CDS transaction.
Arbaiza and Hernandez stepped out of the stall and were immediately detained by the officer. Back-up was requested and the officer conducted a search incident to arrest for more CDS and weapons. Arbaiza was placed under arrest without incident.
Officers attempted to place Hernandez into custody, however, he physically resisted arrest and fought the officers. After several verbal judo attempts to get Hernandez under control, as well as physical attempts to gain control of Hernandez, officers were left with no choice but to use their police-issued taser to bring Hernandez under control. After deploying the taser, and finally bringing Hernandez under control, officers requested Montgomery County Fire and Rescue Services to aid Hernandez. Paramedics indicated that, based on their knowledge and experience, Hernandez was under the influence of Cocaine.
Hernandez was arrested and charged accordingly. Both Arbaiza and Hernandez were transported to the Montgomery County Central Processing Unit (CPU). At CPU, after being finger-printed, it was revealed that Hernandez had given a false name, date of birth and social security number at the scene when he was arrested.

On November 23, 2011, at approximately 9:13 a.m., Takoma Park Police responded to 1000 block of University Blvd. (commercial business) for a report of a theft that occurred earlier sometime between November 20, 2011 at 10:00 p.m. and November 23, 2011 at 9:00 a.m. Three air conditioning units were removed from the establishment, which is being renovated.

Theft from Building - Community Advisory
On November 21, 2011, at approximately 1:28 p.m., Takoma Park Police responded to 1300 block of University Blvd. East (Walgreens Drug Store) for a report of a theft that occurred earlier. Investigation revealed that a black male, approximately 6’2, 180-190 lbs., last seen wearing a black hat and a long black jacket, entered Walgreens and moved around to various areas in the store concealing items under his jacket. After noticing that he had been seen, he returned the items to the locations he took them from. The suspect then inquired about a location of a specific item in the store. He secured the property and fled the establishment without paying.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Elder Molina-Umana, 23, of Hyattsville, Maryland, and Antoni Rivas-Melendez, 24, of Glen Dale, Maryland, for attempted murder, first degree assault, second degree assault, resisting arrest, carrying a concealed deadly weapon, second degree assault, possession of a concealed deadly weapon and possession of marijuana.
On November 20, 2011, at approximately 1:46 a.m., a Takoma Park Police Gang Investigator was in the area of the 7600 block of New Hampshire Avenue (Mogotillo’s Restaurant) after receiving information about increased gang activity at the location. While at the establishment, the officer observed a male, later identified as the restaurant’s security officer, running from the front of the restaurant toward the parking lot. The security officer was being chased by Molina-Umana with a machete. The officer requested back up and exited his vehicle to assist the security officer. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Elder Molina-Umana, 23, of Hyattsville, Maryland, and Antoni Rivas-Melendez, 24, of Glen Dale, Maryland, for attempted murder, first degree assault, second degree assault, resisting arrest, carrying a concealed deadly weapon, second degree assault, possession of a concealed deadly weapon and possession of marijuana.
On November 20, 2011, at approximately 1:46 a.m., a Takoma Park Police Gang Investigator was in the area of the 7600 block of New Hampshire Avenue (Mogotillo’s Restaurant) after receiving information about increased gang activity at the location. While at the establishment, the officer observed a male, later identified as the restaurant’s security officer, running from the front of the restaurant toward the parking lot. The security officer was being chased by Molina-Umana with a machete. The officer requested back up and exited his vehicle to assist the security officer. Arrests Made for Disorderly Conduct; Other Offenses-Community Advisory
On Saturday, November 19th at 1:35 p.m., Takoma Park Police Officers responded to a fire at Spring Park. Upon arrival a brush fire was active near the basketball courts. The cause of the fire was a lighter used to burn dry leaves. No property was damaged and the fire was safely put out by Fire and Rescue. The ground where the fire was set suffered only scorching and no injuries were reported.
Investigation lead to the names of the juveniles involved in setting the fire by witnesses. Officers were led to the residence where all three juveniles were located and admitted their involvement in setting the fire after questioning. All three juveniles were referred to the Department of Juvenile Services for further action and released to their guardians.

Gas Station Theft from Auto - Community Advisory
On November 17, 2011, at approximately 9:35 a.m., a theft from auto occurred in the 6300 block of New Hampshire Avenue (Sunoco Gas Station). The victim pulled up to the station and exited her vehicle to pump gas. A light green 4-door Toyota (possibly an Avalon), with a large dent in the right front fender, pulled up next to her and the driver got out of the Toyota and entered the passenger side of the victim’s vehicle and took property. The suspect vehicle was last seen on video surveillance exiting the gas station heading southbound towards the District of Columbia. The vehicle had a rear temporary tag of an unknown state.

Are you aware that Thanksgiving is the leading day of the year for home fires involving cooking equipment?!
The kitchen is the heart of every home and safety must be adhered to when preparing the family feast. On Thanksgiving Day a lot of activities are going on and friends and family are in the home. “Holidays are a time of celebration. Please follow these simple guidelines to ensure a fire safe Thanksgiving Day meal,” states Maryland State Fire Marshal William E. Barnard.
• Make sure your smoke alarms are working properly by testing them. Additionally, ensure your guests are aware of all available exits if a fire would occur and have them meet at a designated location outside.
• The leading cause of fires in the kitchen is unattended cooking. Stay in the kitchen when you are cooking on the stove top so you can keep an eye on the food.
• Establish: A “Kids & Pets Free Zone” around any area where hot foods or drinks are prepared. Have activities that keep kids out of the kitchen during this busy time. Provide games, puzzles, books, etc. outside of the kitchen to keep them busy. Kids can get involved with preparations with recipes that can be made outside of the kitchen. Just in case, ensure you turn handles inward on the stove and counter top to avoid spills.
• Be alert while cooking; avoid consuming any alcoholic beverages while preparing the meal.
• Keep a lid nearby when you are cooking to smother small grease fires. Smother the fire by sliding the lid over the pan and turn off the burner. Leave the pan covered until it has cooled.
• Keep anything combustible - oven mitts, wooden utensils, food packaging, towels, etc. away from the stove top.
• Eliminate clutter in the kitchen. A clean work area allows for better efficiency and less chances for mishaps.
• Keep matches and lighters out of reach of curious children’s hands.
• Do not leave lit candles unattended or in places where they could be knocked over by children or pets.
Turkey Fryer Safety
• Many turkey fryer appliances can be easily tipped over, allowing for hot oil spillage. Ensure you place them on a hard, level and non-combustible outdoor surface.
• Do not place a turkey fryer under an overhang or temporary roof. A flare up can easily ignite materials above the appliance.
• Partially frozen turkeys can cause a spill over and cause a flare up. Thoroughly thaw the turkey before cooking.
• Constantly monitor the temperature of the oil. It can easily reach temperatures to the point of combustion.
• Be careful not to overfill the fryer. Follow manufacturer’s guidelines for proper filling levels.
• The handles and lid will get dangerously hot. Use well insulated potholders or oven mitts.
• Never leave the fryer unattended while cooking. Keep an all-purpose fire extinguisher on hand. Do not use water in an attempt to extinguish a grease fire.

Attempt Theft from Auto - Community Advisory
On November 11, 2011, at approximately 8:57 p.m., Takoma Park Police responded to the 6700 block of Eastern Avenue for reports of an attempt theft from auto that occurred sometime between November 10, 2011, at 8:00 p.m. and November 11, 2011, at 4:00 p.m. The victim’s vehicle was parked on the street in front of his residence. Unknown subject(s) gained entry to the vehicle through an unsecured front passenger door. Property was not missing from the vehicle.

November 11 Holiday Traffic Information - Community Advisory
Sunday Traffic Patterns and Restrictions will be in Place for the Friday, November 11 holiday
The District Department of Transportation (DDOT) is reminding travelers that Friday, November 11, 2011 is a national holiday and as a result there will be no rush hour restrictions or reversible lane changes during the morning and afternoon commutes. Sunday traffic patterns will be in place for the Friday holiday and drivers who use roadways with reversible lanes should use caution and anticipate 2-way traffic. That includes Rock Creek Parkway which is maintained and operated by the National Park Service.
Also, in observance of Veteran’s Day, the District Department of Public Works (DPW) announced parking meters and residential parking restrictions will not be in effect. DPW also will not tow abandoned vehicles. Parking enforcement will resume Saturday, November 12. For more information, visit www.dpw.dc.gov.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Michael A. Young, 20, of Hyattsville, Maryland, for disorderly conduct, disobeying a lawful order and resisting arrest.
On November 9, 2011, at approximately 5:02 p.m., Takoma Park Police responded to the area of Maple Avenue and Grant Avenue for a report of a fight in progress. The complainant indicated that there were three to four subjects, all dressed in dark clothing, beating up on one individual. Takoma Park Police arrived and found the three described suspects trying to hide themselves behind a tree. As he approached them in his cruiser, the suspects began to walk in the opposite direction and picked up their walking pace to avoid the officer. The officer turned his cruiser around and made contact with the suspects in the 100 block of Lee Avenue. The officer was able to detain two of the three suspects. The third suspect was given verbal commands by the officer to stop and return, however, he continued to quickly walk away from the officer, stopping intermittently to yell obscenities at the officer. This suspect’s actions caused a back-up of vehicles in the area. A second officer arrived and approached the third suspect, who was still attempting to flee. Verbal commands were again given to the suspect who continued to ignore them. A foot chase ensued, followed by a short struggle, and then the suspect was brought under control and taken into custody.
Young also had two outstanding warrants for his arrest; one through Takoma Park for trespassing and the other through Montgomery County.
Young was arrested and charged accordingly. He was transported to the Montgomery County Central Processing Unit.

On November 9, 2011, Takoma Park Police responded to the 8200 block of Houston Court for reports of a residential burglary that had occurred some time between 8:00 a.m. and 7:50 p.m. Entry to the residence was made by an unknown suspect(s) by using an unknown tool to gain entry through the front door. Property was taken.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Nerado Michael Byfield, 27, of New Carrollton, Maryland, for a 1st degree assault that occurred on November 7, 2011. Byfield was also charged with 2nd degree assault, destruction of property, possession of marijuana, possession of drug paraphernalia, unlawful use of a motor vehicle, theft over $1000.00, reckless endangerment, open alcohol container, resisting arrest, failure to obey a lawful order, disorderly conduct, intoxicated endangerment, and 34 traffic citations.
On November 7, 2011 at approximately 4:56 p.m. an officer on patrol in the 7400 block of New Hampshire Avenue observed the suspect Nerado Byfield dragging a victim from a moving vehicle. Upon noticing the officer Byfield released the victim and fled the scene. The officer activated his emergency equipment and gave chase, but Byfield refused to pull over. The suspect then entered the southbound lane of New Hampshire Avenue and accelerated toward Sligo Creek Parkway where he was slowed to a near stop due to heavy traffic. Byfield then drove onto the median striking several vehicles causing minor property damage. He then returned to the roadway and aggressively attempted to side wipe another vehicle including an officer's marked police cruiser. Officers were then able to force the suspect's vehicle over to the curb, safely ending the chase. Byfield then bailed out of the vehicle and ran across the street into on coming traffic. Additional units responding to the area, surrounded the suspect and placed him under arrest.
This was a severe incident that was brought to a successful end quickly by the Takoma Park Police Department without any injuries to Officers or citizens, due to the alertness of the officers involved. The Officer believed that an abduction was occurring initially, however the investigation revealed that it was a domestic violence assault in progress. The victim sustained minor injuries and refused medical treatment.

Arrest Made for Attempt 1st Degree Burglary; Other Offenses - News Release

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Christian Arias, 23, of Takoma Park, Maryland, for attempt 1st degree burglary that occurred on August 24, 2010. Arias was also charged with malicious destruction of property less than $500.
On August 24, 2010, Takoma Park Police responded to the 7400 block of Wildwood Drive for an attempt residential burglary. The victim returned to his residence to find a small pane of glass broken in his front door with blood left behind. The door was still locked. The victim checked the rest of the residence and found at the side door another pane of glass broken out and that door also had blood left behind. Investigation revealed that the subject attempted to gain entry into the front and side doors of the residence, however, sustained a laceration causing him to bleed. There was blood present at each point of entry on the ground floor. Since the victim had secured each window and had deadbolts on each door, the subject was unable to gain entry. The scene was processed for investigative purposes.
On November 1, 2011, Takoma Park Police received a DNA hit on the blood samples submitted to the Montgomery County Crime Lab. That hit confirmed that Christian Arias was the person responsible the attempt residential burglary. A warrant for Arias was applied for and granted for the charges listed above.
On November 2, 2011, Takoma Park Police responded to the 1100 block of Kirklynn Avenue and observed Arias in the area. Arias was arrested and transported to the Montgomery County Central Processing Unit.

UPDATE Pepco Work - Community Advisory
The work that was originally scheduled for November 5, 2011, by Pepco has been delayed. At this time, Grant Avenue will not be closed off on November 5th. Pepco currently believes they will do this section of the work on Saturday, November 12th, from 7:00 AM until 2:00 PM.

Detectives from the Takoma Park Police Department are investigating the disappearance of a missing juvenile runaway. Shermaya Jenkins, 16, was last seen on October 31, 2011, in the 600 block of Houston Avenue. Shermaya is a black female, 5’5 tall, 90 lbs., black hair (straight, shoulder-length) and brown eyes. It is unknown what clothing she was wearing.
Anyone who has information about Shermaya's whereabouts is asked to contact D/Sgt. Smith of the Takoma Park Police Department at 301-270-1100 and refer to case #11054375.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of William Anthony Knight, 20, of Washington, D.C., for auto theft out of Takoma Park, Maryland. Knight also has a 1st degree homicide charge pending out of Prince George’s County, Maryland.
On October 24, 2011, at approximately 9:20 p.m., Takoma Park Police responded to the 1100 block of Linden Avenue for the report of an auto theft that had occurred earlier. The vehicle was last seen by the victim on October 24, 2011, at 5:00 p.m. Some time between 5:00 p.m. and 7:30 p.m., the victim’s vehicle, a 2002 dark navy blue Dodge Caravan, was stolen from the parking lot. The vehicle was entered into the National Crime Information Center (NCIC) stolen vehicle database and a statewide lookout was released by Takoma Park Police Department.
It was later learned that the above vehicle may have been used in a homicide in Mt. Ranier, Prince George's County, Maryland. Investigation identified Knight as the occupant of the stolen mini-van. A warrant for Knight’s arrest for the auto theft was filed.
On October 31, 2011, at 2:20 p.m., Takoma Park Police responded to the DC Jail and arrested/extradited Knight back to Maryland to the Montgomery County Central Processing Unit to await an appearance before a District Court Commissioner. Knight also faces the 1st degree homicide charges out of Prince George's County.

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of Michael Douglas Jenkins, 54, of Washington, D.C., for first degree burglary, related charges and being a fugitive from justice.
In August 2011, the Takoma Park Police Department’s Criminal Investigations Division and Tactical Enforcement Unit began a burglary suppression operation. For investigative reasons, Jenkins quickly became a person of interest in the burglary operation. It was revealed, through investigation, that Jenkins was responsible for at least three residential burglaries in Calvert County, Maryland, to include a home invasion-type event; and additional burglaries in Northern Virginia. In addition, Hyattsville City Police Department had warrants awaiting indictment by the Prince George’s County State’s Attorney’s Office. There were also multiple warrants for Jenkins out of Fairfax County, Virginia in the Mt. Vernon District.
On October 20, 2011, Jenkins was indicted on sixteen counts of burglary and related charges in the Prince George's County Circuit Court.
On October 28, 2011, Jenkins was apprehended in Calvert County, Maryland, by Takoma Park Police Department's Tactical Enforcement Unit Officers and Calvert County Deputies. Jenkins was transported to the Calvert County Sheriff’s Office. Jenkins’ vehicle was secured by the Calvert County Sheriff’s Office pending the issuance and execution of a search and seizure warrant.
Jenkins is a person of interest in numerous City of Takoma Park burglaries.
The arrest of Jenkins and successful closure of numerous burglaries throughout the National Capital Region is a classic example of a multi-state/multi-jurisdictional collaborative investigation. Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest of William Louis Cole, 39, of Ft. Washington, Maryland, for armed robbery, 1st degree assault, theft over $10,000, use of an armored ballistics vest during a crime of violence, false imprisonment and conspiracy to commit all offenses as charged above.
On June 1, 2011, at approximately 8:02 a.m., Takoma Park Police responded to the 1000 block of University Blvd. (Express Check Cash) for reports of a commercial armed robbery. Two unknown suspects entered the business and forced the victim to retrieve property for them. Once property was retrieved, the suspects fled from the business. A K-9 track was conducted but the track was lost at Carroll Avenue and University Blvd. The victim was assaulted, but did not sustain any serious physical injuries.
After a five month investigation, Cole was developed as a suspect and a warrant was served on him - he was arrested and charged accordingly. Cole’s accomplice still remains unknown at this time.
This arrest was a multi-jurisdictional effort between the Takoma Park, Maryland, Police Department, Prince George’s County, Maryland, Police Department, Fairfax County, Virginia, Police Department and the Federal Bureau of Investigations.
Cole is being held at the Alexandria Federal Detention by U.S. Marshals.

PEPCO Work - Community Advisory
On Saturday, November 5, 2011, from approximately 8:00 a.m. to 2:00 p.m., Grant Avenue, adjacent to the Takoma Park Community Center, will be closed to through-traffic due to PEPCO utility work. Regular access to the rear lot off of Philadelphia Avenue, or the front lot off of Maple Avenue, will not be impaired. Access to the side lot off of Grant Avenue will not likely be possible during these hours.
