Takoma Park Fire - Fatality - Community Advisory

Walter Rave, age 66, died of complications from burn injuries sustained in a house fire at 29 Holt Place, Takoma Park, Maryland. The fire occurred on December 7, 2011 at 2:00 a.m.

The fire caused approximately $300K damage to the structure and $100K to the contents.

Montgomery County Fire and Rescue units arrived on the scene and found a large 2 story wood frame house with heavy fire on the front exterior with moderate extension to the interior. Mr. Rave was in the front yard.

Firefighters extinguished the fire with some difficulty due to the very large amounts of accumulated personal belongings inside the structure. Additionally, all exits other than the front door were either blocked by security bars, and an extensive amount of bamboo growth on the exterior of the home.

The victim was awakened by the fire. It is unclear how. With the front door being his only means of egress he was forced to pass through the large volume of fire on the front porch. In doing so he suffered extensive burn injuries to his body.

The fire originated in the engine compartment of a Toyota pick-up truck parked in the driveway. Radiant heat from this fire ignited either the nearby porch railing or ordinary combustibles on the porch. The fire is ruled accidental.

This is the fifth fire related death in Montgomery County in 2011.

Montgomery County Fire and Rescue's Fire and Explosive Investigations Section along with Takoma Park City Police are continuing the investigation.

FOR IMMEDIATE RELEASE

UPDATE: The suspect's name will not be released by the Takoma Park Police Department. The shooting is under investigation by the Prince George's County Police Department.

The victim is still in critical condition but is improving. The name of the victim will not be released at this time.

The officers involved in the incident are Cpl. Keith Largent, a 23 year veteran with the department, and Pfc. Mary Jo Walpole, an 8 year veteran with the department. Both have been placed on administrative leave pursuant to departmental policy.

We will continue to update you as the investigation progresses.

On December 10, 2011, at approximately 3:47 p.m., Takoma Park Police responded to the 6900 block of New Hampshire Avenue (Sunoco Gas Station) for the report of an assault with a knife in progress. As the officers arrived at the scene, they were flagged down by citizens pointing to a red vehicle, later identified as a Ford Focus, operated by the suspect. The suspect was fleeing the scene at a high rate of speed.

Investigation at the scene revealed that the victim was filling his vehicle with gas and had left the vehicle to go inside the convenience mart at the gas station. The victim came out and observed the suspect in his vehicle and yelled at him to get out and screamed for people to call the police. The victim confronted the suspect as he was getting out of his vehicle; apparently the suspect had demanded property from the victim and the keys to his vehicle. At that time a confrontation occurred as the victim resisted and then was stabbed multiple times. The suspect then ran to his Ford Focus, which was parked approximately 10 yards away, got into his vehicle and then rammed the victim’s vehicle. He then fled the lot going northbound on New Hampshire Avenue.

Two Takoma Park officers who arrived on the scene picked up the pursuit, which began northbound on New Hampshire Avenue. The officers lost sight of the vehicle for a period of time. The female officer then saw the vehicle overturned at Riggs Road and Metzerot Road. The suspect vehicle had apparently struck three occupied vehicles and then overturned. The female officer observed the suspect fleeing from his vehicle. She pursued him on foot and, several yards away from his vehicle, she confronted him and was forced to deploy her taser which had no affect on the suspect. The suspect then charged the female officer and assaulted her and then a second Takoma Park police officer arrived demanding that the suspect stop. Fearing for the life of his fellow officer, he fired his weapon multiple times causing the suspect to fall off of the officer.

The suspect was transported to MedStar Washington Hospital Center where he was pronounced deceased. The victim was also transported to MedStar Washington Hospital Center where he is presently undergoing surgery and is in critical condition. No names will be released at this time. Prince George’s County Police Department will follow up with the shooting and provide further information under their investigation. We will provide updates as we receive them. The two officers, who will be named tomorrow, have been placed on administrative leave, which is departmental policy. One officer is a 23 year veteran, and the other an 8 year veteran, with the Takoma Park Police Department.

The investigation is on-going.

FOR IMMEDIATE RELEASE

**Taken from Montgomery County Police Department**

Over the course of approximately one year, Deshanue Terry Johnson, age 50, of the 6800 block of Riverdale Road in Riverdale, Maryland, financially exploited four victims in Montgomery County who he perceived to have mental and physical disabilities or deficiencies. Johnson was able to obtain cash from these victims by promising them jobs and also asking them to help pay his bills. In total, Johnson was able to acquire approximately $10,000 in total from these four victims. The Montgomery County Financial Crimes Section and the Montgomery County 4th District Community Services Officer have investigated these four cases. Following is a summary of each of the cases:

In February of 2011, the Montgomery County Financial Crimes Section was contacted by a concerned family member. The family member believed that his 55-year-old relative (victim one), who has physical and mental disabilities, and the relative’s parents, who are in their 80’s, were victims of a financial fraud scheme.

Victim One, Washington, DC resident, $5,000 loss
Fraud detectives began to investigate the case and determined that in or about November of 2010, Johnson met and befriended the 55-year-old female victim at the City Place mall, located at 8661 Colesville Road, in Silver Spring.

Johnson presented himself as a manager of a janitorial staff at a high school and told the victim he could aid her in obtaining a janitorial job at the high school.

From November of 2010 to February of 2011, Johnson obtained money from the victim under false pretenses such as needing money for his electrical bills and expenses for facilitating a job.
During this time period, Johnson financially exploited the victims in Montgomery County in the amount of approximately $800. (Johnson also stole checks and acquired money from the victims at their home in DC. A case was generated by the Metropolitan Police Department). In total, the victims were exploited of approximately $5,000.

On March 5, 2011, detectives issued a warrant for Johnson. He was charged with obtaining property of a vulnerable adult over $500, theft scheme less than $1000, and theft under $1,000. On October 8, 2011, Johnson was served with the warrant and currently has a trial date of December 6, 2011 for these offenses.

In September of 2011, a Community Services Officer in the 4th District was notified by a concerned citizen of possible exploitation of residents at the Inwood House, located at 10921 Inwood Avenue in Silver Spring. (The Inwood House is a residential community serving people with physical and/or mental disabilities). The Community Services Officer interviewed residents and held a community meeting on the issue. He identified three victims of this exploitation; two residents and one of the resident’s mother. Through investigation, the officer identified the suspect as Deshaune Terry Johnson.

Victim Two, Inwood House Resident, $660 loss
The 44-year-old male and resident of the Inwood House met Johnson at the Wheaton Metro in May of 2011.

Johnson told the victim that he would help him get a job as a janitor at a high school but that Johnson needed money for pre-employment expenses. Over a two week period, the victim gave Johnson approximately $660 with the belief that Johnson was helping the victim obtain a job.

Victim Three, Inwood House Resident, $2,300 loss
Another resident of the Inwood House, a 50-year-old male, met Johnson at the Silver Spring metro in May of 2011.

Over the course of approximately four months, Johnson continually asked the victim for assistance in paying his rent and obtained approximately $2,300 from the victim.

Victim Four, Silver Spring Resident and Mother of Victim Three, $1,100 loss
During the time Johnson was obtaining money from victim three, he also obtained approximately $1,100 from victim three’s 78-year-old mother who suffers from Alzheimer’s disease, after telling her that he could help her son get a job with a professional sports team.

On November 23, 2011, police obtained a warrant for Johnson for financially exploiting victims two, three, and four. Johnson is charged with three counts of obtaining property of a vulnerable adult over $500, one count of theft scheme less than $1000, and four counts of theft scheme: $1,000 to $10,000. Johnson was arrested by Montgomery County police officers on these charges on November 29th . Johnson remains in the custody of Montgomery County Detention Center on $50,000 bond.

The Montgomery County Police Department is concerned that there may be additional victims of Johnson’s exploitation. If someone believes that he/she may have been a victim or believes a loved one may have been victimized, please call the 4th District Community Service Officer at 240-773-5500.

***A photograph of Johnson is being sent with this release.***

School Children and Crossing Guard Safety – Community Advisory

Takoma Park Police are reminding drivers and residents that when the clocks were set back, it became darker in the mornings when children are going to school. Please be extra vigilant to ensure the continued safety of our school children and school crossing guards during this time of the year.

Our Crossing Guards’ primary responsibility is to facilitate the safe crossing of students to and from school each day in all weather conditions. These crossing guards are trained and certified in traffic and pedestrian safety. Each one wears a highly visible bright yellow reflective safety vest.

Takoma Park Police remind drivers that it is very important to obey the posted speed limit and pay close attention to their surroundings at all times. Within a school zone, it is especially important to be alert, drive carefully, and follow the directions of the crossing guards.

Safety Tips for Parents, Motorists, and Children

Expect delays near schools. Know your route, start early, and drive the posted speed limit.

Motorists not involved in dropping off or picking up students should consider adjusting their route or schedule in order to avoid arrival and dismissal traffic in front of schools.

Park only in lawful areas. Parking within 20 feet of a crosswalk is against the law and can obstruct visibility for both pedestrians and motorists.

Unload school children onto the sidewalk or right side of the vehicle. Unloading school children into a traffic lane could put a child in harm’s way.

Instruct children to remain alert and look left, right, and then left again before crossing the street.

All pedestrians should not use cell phones to talk or text, nor wear headphones when crossing.
